Naval, Biliran – Governor Gerry Boy Espina is glad for the Biliranons after being informed that the province won as one of the Ten Outstanding Provinces of the Philippines on the Search for the Best Agri-Pinoy Outstanding Rice Achievers Award in a recent evaluation of the National Selection Committee of the Department of Agriculture.
As its prize, Biliran is entitled to receive a grant of P4 million that will come in the form of a project for the advancement of the rice industry. The DA invited Governor Espina to the awarding ceremony on February 10 at the PICC.
Other winners are: Ilocos Norte (Region 1), Mindoro Occidental and Mindoro Oriental (Region 4B), Iloilo and Negros Occidental (Region 4B), Davao del Sur and Davao del Norte (Region 11), Agusan del Sur and Surigao del Sur (Region 13).
The search aimed to recognize the LGUs which have showed exemplary performance in rice production and the degree of financial and logistical support provided to their farmer-constituents to achieve said production levels. Biliran is one of only two provinces which qualified and nominated for the award in Eastern Visayas, and awarded as one of the top 10 rice producing provinces nationwide.
The selection criteria covers rice production and yield data, provincial budget allocation for rice production, the provincial Rice Self Sufficiency Program (RSSP) road map among others.
Biliran has been implementing the Dagdag-Ani Program/Plant-Now-Pay-Later Program for rice production as early as 2001, to provide financial and material support to palay farmers, the purpose of which is to increase production, increase income levels and free the rice farmers from the vagaries of loan sharks.
In 2003, Biliran was also acknowledged by DA as over-all champion in Region 8 in the program to promote hybrid rice production by percent of hybrid seeds distribution. (PIO – PLGU Biliran)
