Wherever hurt is done, you shall give life for life, eye for eye, tooth for tooth, hand for hand, foot for foot, burn for burn, bruise for bruise, wound for wound.

The terms "eye for eye, tooth for tooth" is often misunderstood. It does not connote revenge or vengeance. It is speaking of, in legal terms, restoration. In essence, if I steal a cow from you, I have to repay you a cow, nothing more, nothing less. If I cause you a loss of some sort, I have to pay back the exact value of that loss.
Jesus' words in this passage was from what is called the "sermon on the mount". In this sermon, Christ was expanding the law. In essence, He was hitting at those who think they achieved righteousness by keeping the law. He revealed there was more to the law than what they thought, so it was impossible for sinful humans to truly keep the law.

It means that revenge/retaliation is just and fair. Jesus tells us this is wrong in Matthew 5:38 (and on down a bit), and that it is better to forgive.
