EARLY BEGINNING
Naval was then suffering heavily after the dark days of World War II, when on October 30, 1945 a Municipal Resolution No. 35 requested a secondary public high school to be established in the municipality. It was passed through the leadership of the late Acting Mayor Pablo Caneja and the resolution was immediately approved and Naval High School rose and started operating for the school year 1946-1947.
CONVERSION TO STATE COLLEGE
For almost a decade Naval High School had to struggle through financial burdens of operating despite meager municipal funds, inadequate student's tuition fees and extremely low compensation for teachers. Through the unflinching effort of the late Congressman Marcelino Veloso, a bill was then introduced which ultimately became a law in June 19, 1965 converting Naval High School into a chartered state college under R.A. 4309. This conversion placed the new state college under national funding in 1974 under the able leadership of its first President, Mr. Alfredo C. Josep. This elevation of status came with a corresponding provision that vocational and engineering courses be offered in the collegiate level.
THE NAVAL INSTITUTE OF TECHNOLOGY
The only state college in Biliran Province, NIT (as the school is now fondly called) now stands to serve the Biliranons and their next-door neighbors by way of instruction, research and extension so to prepare and equip the young men and women with effective educational and technological skills to enter into professional, industrial, domestic or other worthwhile occupations and to become good and productive citizens and trustworthy leaders for Philippine progress - in response to government of "people empowerment" and "global competitiveness". It envisions to become "the center of excellence and an effective partner in the development of Biliran and Northwestern Leyte in technological, agricultural, maritime and other professional fields."
INSTRUCTION
Through the years of its existence NIT has expanded and has become more equipped, making it more effective in catering to the educational needs of its clientele. It consists of four (4) colleges, the College of Advanced Education; College of Education with two departments, including the Laboratory High School; the College of Technology and Engineering; and the College of Maritime Education.
RESEARCH
The College also operates a research and development program, through which it is hoped to strengthen and uplift the quality and delivery of technology transfer. Research services are being undertaken by four component functions or offices - Management and Industrial Research, Instructional Research, Science and Technology Research, and Socio-Economic and Livelihood Research. NIT now becomes the "Ceramics Center of Region VIII" and a prime beneficiary of a DOST funding on Grouper Culture in Floating Net Cages in the Province of Biliran.
EXTENSION
NIT's Extension and Non-Formal Education program has constantly been conducting relevant short-term vocational and livelihood courses to meet the country's needs for manpower development among out-of-school, unskilled and unemployed youth and adults. The Adopt-A-School and the Barangay Integrated Development Approach for Nutrition Improvement (BIDANI) Program are some of the new programs undertaken by the college under the Barangay Development Program.
FUTURE PLANS 1. To open programs related to the development of Marine Science and Technology with the aim of preserving marine biodiversity and providing sustainable resources to our fragile ecosystem.
2. To transform Biliran National Agricultural College (BNAC) a newly integrated college of NIT, as a primary source of food production enhancement program in the Province in support of Pres. Arroyo's priority program on food self-sufficiency.
3. To serve as the venue for human resources in terms of ceramics processing and product development and a research center for determining acceptability of other potential ceramics product in the Province, being the Ceramic s Development Center for Region VIII.
4. To become the lead provider of information technology in the province.
5. To hasten and strengthen the professional development of academic and adminitrative personnel.
6. To work on massive infrastructure development.
7. To acquire related equipment urgently needed in Instruction and for income-generating projects of the College.
8. To offer Associate course in Computer Education in lieu of the Junior Secretarial course.
9. To acquire and develop a Maritime Campus and training ship with complete equipment as prescribed by CHED-IMO in compliance with STCW. |
