The Naval School of Fisheries (NSF) is the only fishery school (high school) in the Province of Biliran. It is located in Barangay Caraycaray, about three kilometers away from the town proper of Naval.
NSF had her humble beginning on May 9, 1952, with the approval of Republic Act No. 685 sponsored by then Congressman Marcelino R. Veloso of Leyte’s Third Congressional District. The school started its operations nine years later in 1961, with an initial enrolment of 20 students and an initial budgetary operation of P50,000.00.
The school's founding principal was the late Mr. Agripino Cruda.
The school, with a staff of only three teachers, was initially housed at the Municipal Hall of Naval and stayed there one year. The following year, the school moved to a larger residential house (the Mangco House on Corvera Street about 50 meters from the gate of the Naval Central Elementary School) to accommodate a growing student population.
In 1963, the school moved again to Barangay Calumpang and used a public school building for classrooms and offices which was offered free of charge (the Quonset building still exists on the western part of the Biliran Provincial Capitol Compound).
Finally, in 1964, the school transferred to its permanent site in Barangay Caraycaray, along the national highway going to mainland Leyte, where the first commencement exercises were held.
The school occupies an area of about 17 hectares. About seven hectares are upland, where the school buildings and the school plaza are located. The other ten hectares are swamplands, about seven hectares of which have been developed into fishponds.
At present, the NSF has a staff complement of 20 teachers and 15 non-teaching personnel. Until 2001, the school offered a secondary fishery education curriculum based on the New Secondary Education Curriculum with fields of specialization in Fish Capture, Fish Culture, and Fish Preservation. In the past, in coordination with the Technical Education and Skills Development Authority (TESDA), the school also offered short-term courses on food processing for out-of-school youths and adults
