Biliran Governor Gerardo Espina, Jr. delivers his message during a short program after the Alay Lakad 2011 spearheaded by the local government unit (LGU) of Naval on Sunday, September 18, 2011 at Banderahan beach in Brgy. Caraycaray, Naval in Biliran province. The four-kilometer walk for a cause started at 6:00 in the morning after the 4:30 Sunday mass at the Naval Cathedral church which was the starting point of the walk. Earlier before the program, Governor Espina handed the amount of P32,000 to LGU Naval through the Alay Lakad 2011 treasurer for the different programs and projects intended for the underprivileged out of school youth of the municipality.
