Dr.Lemuel Gatchallian(left),chairman of eyes,ears,nose,and throat specialists of the Eastern Visayas Regional Medical Center conducts a cataract operation to an indigent patient - one of the beneficiaries of the "Dag-dag Liwanag Sa May Katarata at Iba Pa" program of the provincial government of Biliran under the leadership of Gov.Rogelio "Roger" J.
