LGU Naval receives 2005 Kabalikat regional award

Naval, Biliran (10 August) — The Local Government Unit (LGU) of Naval in the province of Biliran under the leadership of Mayor Gerardo S. Espina, Sr. was recently adjudged as this year’s Regional KABALIKAT Award.

The KABALIKAT Award is given to active partners in the community in the implementation of Technical Vocational Education and Training (TVET) program of the Technical Education and Skills Development Authority (TESDA). The awardees are chosen from among the different provincial nominees coming from the industries, institutions and LGUs in Region 8.

The municipality of Naval was chosen as this year’s KABALIKAT Awardee due to its contributions to TVET in the areas of scholarship/donation/training or employment assistance/technical assistance (30%); relevance/impact of performance/achievement (30%); reliability and effectiveness (20%) and consistency of performance (20%) or a total of 100%.

During the screening for the regional search, LGU Naval garnered 97.6% points besting other provincial nominees like the National Transmission Corporation representing Leyte province and Northern Samar Chamber of Commerce and Industry representing Northern Samar province.

LGU-Naval which is this year’s Regional KABALIKAT Awardee will represent Region 8 in the National Search to be held during the week-long celebration of the 11th Founding Anniversary of TESDA starting August 25, 2005 at the TESDA Central Office, Taguig, Metro Manila.

Ms. Loreta D. Banario, TESDA Provincial Director of Biliran said during the Kapihan sa PIA over Radyo Natin-Nval that she is hopeful the municipality of Naval may replicate its achievement to be able to win in the national search.

Meanwhile, Director Banario outlined the different programs and activities undertaken by TESDA Biliran during the Kapihan forum which are geared towards helping the youth sector achieve vocational -technical education thru the agency’s scholarship programs like the Private Education Students Financial Assistance TESP-ADB Scholarship Fund.

TESDA Biliran also provides a series of Competency-Based Assessment to the general public specifically government, industry workers and students wherein successful candidates can apply for a first level eligibility under TESDA-Civil Service Commission (CSC) Skill Certification Equivalency Program.

Under the scholarship programs of the agency, TESDA was able to produce 855 graduates who are already employed in the different business establishments all over the country and some are in gainful self-employment.

The programs and activities undertaken by TESDA is in line with the 10-Point Legacy Agenda of President Gloria Macapagal Arroyo (PGMA) which is to give education for all and create avenues for every Filipinos to land in better jobs that will bring them to development. (PIA-Biliran)
