MANILA, Philippines — Justice Secretary Raul Gonzalez has been asked to investigate a recent attack against the father of a lawmaker that resulted in the deaths of two security escorts and the wounding of another.
In his letter to Gonzalez, Biliran Governor Rogelio Espina said his request was prompted by Biliran Representative Glenn Chong’s allegation that he and his family were behind the shooting last Saturday.
“It is unlawful and unbecoming of Congressman Chong to accuse me and my family of the crime and tarnish our reputation since the case is still undergoing investigation,” Espina said.
“As the executive of our province and with our family’s name at stake, I have requested concerned agencies to help in the investigation of the said incident and to ensure an impartial result,” Espina said.
“I am addressing the matter to your most esteemed office hoping that a thorough investigation be done so that the truth and justice may prevail for my family, the families of the victims and the people of the Province of Biliran,” he said.
The incident took place last Saturday evening, along P. Inocentes Street, Barangay (village) PI Garcia where four unidentified armed men fired at the vehicle of Charlie Chong, the lawmaker’s father.
The two fatalities were identified as Alberto Parilla, a former barangay (village) chairman of Rosario, Naval, who was shot in the abdomen and at the back; and Antonio Barcelo, a cousin-in-law who was hit at the back.
Both were declared dead on arrival at the provincial hospital.
Wounded was Jose Casas, a retired policeman, who got shot at the kneecap and was brought to a private hospital in Tacloban City, more than 100 kilometers away from Naval.
Congressman Chong believed that the killing was politically motivated.

Whilst we understand and sympathize with the families of the deceased, Rep Glenn Chong and family, and his colleagues, being the victims of this latest carnage, prudence, in not releasing and discussing sensitive information over the radio, pending results of investigations, would have been the most desirable course of action.
The privilege speech delivered in Congress clearly stated how Rep Chong feels and what are the bases for his tirades against people he alleged to be responsible for this latest violent act.
Now that the matter is in the hands of the authorities, finger pointing and discussions on who the mastermind of this cowardly act must cease pending the outcome of the investigations.
The relief of PD Sabornido and the appointment of Col Lelis as the new PD is a good move, that will give the investigating authorities a neutral start. He will be under extreme pressure to come out with immediate results that should result to arrests and charges filed at the proper court of jurisdiction. The perpetrators of this cowardly act and the first time ever “gangland type of execution in Biliran” must be punished to the maximum extent of the law .
By the way, Taurus your apology accepted. However, it will be appreciated if we can show our respect to the Representative of the Lone District of Biliran, no matter how we differ in opinion and advocacies, by addressing him as, Rep Glenn Chong. If other bloggers in the past resorted to calling names other than the real names of any individual, or group of individuals, doing the same does not make it right.
Obviously, you have a high profile in Naval being involved in radio programs. Your listeners and bloggers in any site will respect you for what you say, not for what you have been instructed to say. Keep on posting.

God willing, the noose may soon be starting to tighten around the Espina family and their hired thugs. They can deny their involvement all they want, but it is just a matter of time before they are held accountable for their actions. Nice spin job by the governor. Now he is asking for an investigation..LOL! As governor of Biliran one of his many responsibilities is to crack down on crime. It seems like there has been more crime since he has taken office. Either he is not doing his job as public servant, or he and his paid derelicts ARE the problem. I tend to think it is a little bit of both. I did not see the entire text of Espina’s speech, but all I read from the article was him denying involvement, and his concern for the image of his family name. He did wish for the truth and justice for everyone involved, but did he even once express sorrow for the families of the deceased? Did he once vow to find and punish the perpetrators? I don’t know, maybe he did? If he really is not involved let’s see how hard he cracks down on crime from this point forward. This bloodshed must stop, and it must stop now! The Governor’s father is no better. Maybe it’s a coincidence, but many times it seems like when someone turns down a proposition from him, they have a nasty habit of ending up dead…..Hmmmmm! The last incident isn’t the first, and won’t be the last as long as they think they can get away with it. I really hope the law enforcement officials do a fair and impartial investigation and get Saul to talk. The other perpetrators WILL face justice you can be sure. Either by a court of law, or by the law of God. Only time will tell…

Indeed the justice system in Biliran, may fall short of the public’s expectation. I will appreciate it if you can post or request admin to post a copy of Judge Rogelio Joboco’s ruling or decision on the case you have mentioned. A copy should be available from the Clerk of Court as it is a public document.
We can then discuss the issue based on the document, Thank you for bringing it up. It is pointless for our PNP Officers to arrest the culprits if they are released on the basis of an erroneous ruling.
