TACLOBAN CITY – An amendment complaint of double murder, frustrated murder, attempted murder and grave threats was filed by Charles Chong, father of Representative Glenn Chong of the lone district of Biliran against former Congressman of the same district Gerardo “Jerry” Espina. Others who are included in the complaint to have allegedly conspired to commit the crime are SPO2 Renato Saul, PO3 Jovito Cabillan and PO Charlie Ando.
The complaint was filed at the provincial prosecutor’s office in Naval in connection with a shooting incident that killed Alberto Parilla and Antonio Barcelo and wounded one Jose Casas, all Security Officers of Rep. Glenn Chong. The complainant, Charles Chong, believes that he was the target of the assassination attempt.
The incident happened June 7, 2008 at about 7:30 p.m. in front of the Chong residence at P. Inocentes Street, Naval, Biliran while the above-mentioned victims were about to disembark from the vehicle they were in. Charles Chong was one of the passengers in that ill-fated vehicle.
The complaint is backed up by affidavits of witnesses executed by Joly Ignacio, SPO Isidro Ancero, Ernesto Jusayan, a joint affidavit is also executed by Jose Gaviola and Graciano Calixtro, Bernardita Padoga, Rodel Baraja, Bonifacio Vero, Raul Villordon, Felicisimo Garcia. There is also a corrected affidavit of Nestor Chong, joint affidavits of Norly Barotol and Marion Merced and a few others that supports the complaint.
Respondent Espina has already filed an answer to the charges beating the deadline of 10 days required by the prosecutor’s office.
The Espina-Chong political rivalry is creating a tense atmosphere in the once-upon-a time peaceful province. For many years Biliran has been under the political clout of former Congressman Gerry Espina that has earned for his children elected local government positions. Jerry “Boy” Espina became Mayor of Naval and was later elected Congressman; Rodolfo Espina is Mayor of Kawayan town, and twin brother Roger Espina is now the provincial Governor of Biliran.
The seeming crack of the Espina political dynastic rule in Biliran started when this 33 year old professional, a young CPA lawyer Glenn Chong challenged former Congressman Jerry Espina Sr. who ran vice then incumbent Congressman son, Jerry Boy and won handily. Susan Parilla a political comrade of Atty. Glenn Chong also trounced Brigido Caneja III, Vice Mayor of Gerry Espina Sr. She is now Mayor of Naval.
Parilla is the widow of former Governor Danny Parilla who was murdered allegedly by one Gin Corpin, believed to be a former security officer of Governor Roger Espina. The murder happened some 2 years ago on board M/V Cagayan Princess as the victim was about to disembark in Cebu. The vehicle left anchor from Naval, Biliran where the former governor was one of the passengers. (ALVIN GZ ARPON)
