In fairness to Atty. Glenn, the total cost for the bags is only P1.5M which come in 2 batches: 1st batch – 12,500 and 2nd batch – 13,000. The first batch were distributed to the 12,500 ACTF beneficiaries, while the 2nd batch will be distributed to all the remaining pupils in the coming months. I understand nga nag-allocate siya ug another P1.5M for the uniforms of the elementary pupils this coming school year.

This initiative of Atty. Glenn was implemented in partnership with the Adopt-A-Child Trust Fund (ACTF) who did the identification of beneficiaries, raising of funds, purchasing and distribution. The ACTF also provided the school supplies for the 12,500 beneficiaries (almost half of the total elementary population of 26,000 pupils) in 125 elementary schools all over the division of Biliran.

For the bags, the ACTF decided not to include anymore the Grade I pupils in Culaba, Kawayan and Almeria since they have already received school bags from GMA Kapuso.

Jalmz, I hope this will clear the issue about the school bags.

I suggest that you post a photo of the bag that you bought from Divisoria, the receipt showing the prices, the supplier and contact numbers and date of purchase.

Is it the same brand, quality and type of material? Can it stand an apple to apple comparison?

It seems to me that according to your posts, Rep Glenn Chong can never does things right, but the Espina Dynasty can do the best? Is that a fair assessment?

I have given you the link to the Office of the Ombudsman for you to file a complaint. Why keep on hurling allegations after allegations without doing concrete about it? Is because you cannot substantiate it? Or you just want to muddle the issue as you have been instructed to do.

You should really take the initiative of coming out with media releases reporting all the projects initiated by your office such as: the project description, project cost, sources of funding, name of contractors undertaking the projects, status of completion and the supervising agencies. Not all Biliranons have the opportunity to go around inspecting projects and checking out billboards.

It would also help if you explain to the Biliranons what will be the impact of those projects to the affected areas and the whole of Biliran. Keeping the Biliranons up to date on projects undertaken or planned to be undertaken will eliminate the opportunity for speculations which are fuelling disinformation.

Surely, you have a budget for public information. Why not use it? It is a pity that volunteers from a non-profit website need to initiate this thread to educate the Biliranons about projects that concern them.

I would like to congratulate the staff of Biliranisland.com for this initiative. Well done.

Hello sa tanang biliranon,….first time ni naku mo post ug comments, sige ko ug check dire s amga update sa balita sa atung probinsya.

Ako lang ikasulti ngano man nga puro negative ang comment nimo Utip sa tanang nahimo ni Congressman, unta kay siya may gipili sa mga tawo, suportahan nalang…dili puro nigatibo, bisan ug kaayuahan sa publiko iya nahimo.

Baman sa mga proyekto ni Gov., wala may nigatibo nga kumintaryo…ang dapat natu buhaton kay sila amng duha ang napili isip nagdumala sa atung probinsya why not support them for a good cause they have done to our Province.

Sa europe bitaw may election sad sila, laing laing partidos sad, pero pagkatima sa election, ug kinsay napili gisuportahan sa mga lumulupyo, kapartidos nila o dili. Nagtinabangay sila para muasinso ila lain laing nasud.

Why can’t we do the same, why fight all the time…ayaw na ta anang puro pangita lang ug sayup sa atung isig katawo….kay ug mao na atu buhaton walay asinso nga muabaot sa atu. Atu hunahunaon sa makadagahn mga isig ka Bilranon. Hinaut nga mahayagan ang atung pang huna huna. Salamat.

Wag pairalin pa ang inggit sa kapwa, diba para naman sa atin lahat yan utip,…hinde lang naman ang mga panig ni Cong. ang gumagamit sa road na yan tayo lahat so lets be happy and supportive.

P249-M concrete pavement project in Biliran to be implemented next year

Naval, Biliran (8 October) — Representative Glenn Chong of the Lone District of Biliran revealed in an interview with PIA that a P249-M worth of concrete pavement project will be implemented in 2009 as a continuation of the various on-going concrete pavement projects in the remaining unpaved portion of the Biliran circumferential road network.

He informed that aside from the amount, he also got an additional fund of P50M which will likewise be used for the concrete pavement project.

He said that Biliranons can see big accomplishments by next year in terms of the concrete pavement project with the considerable amount intended for the project

“I will try my best and show to the Biliranons that I am sincere in my promise although it is hard to get funds for the road concreting project” said Rep Chong in a voice full of confidence.

It was learned that Rep. Chong wrote a letter to President Gloria Macapagal Arroyo (PGMA) requesting the amount of P880-M for the completion of the remaining unpaved portion of the Biliran Circumferential Road Network.

Few weeks ago, a group of high ranking officials from the central office of the Department of Public Works and Highways (DPWH) visited the office of the DPWH-Biliran Engineering District and one of the purposes of the visit was to inspect the unpaved portion of the Biliran Circumferential Road Network.

Meanwhile, based on the lists of on-going projects and projects for implementation furnished by Engr. Virginia C. Sarabusing, District Engineer of DPWH-Biliran Engineering District to PIA, the following are the different infrastructure projects related to road concreting under the CY 2008 Infrastructure Projects, namely: Concreting of Naval-Caibiran Cross Country Road (Mohon-Pulang Yuta Section) – P20M; Concreting of Masagongsong Bridge Approaches – P2M; Concreting of Critical Portion Along Kawayan-Culaba National Circumferential Road (Bulalacao-Bilwang Section) – P15M; Concreting of Caibiran-Cabucgayan Road (Uson-Gamay Section) – P4M; Concreting of Culaba-Caibiran Road (Culaba-Looc Section) – P4M; Concreting of Cabucgayan-Biliran Road (Balaquid-Lawaan Section) – P5M and the Rehabilitation of Biliran Bridge Along Leyte-Biliran Section – P25M.

Part two in the lists is the Realigned Projects from Reblocking under the CY 2007 Regular Infrastructure Program where the projects are the following; Concrete Paving of Critical Portion of National Circumferential Road, Kawayan-Culaba Road (Masagaosao-Bulalacao-Bilwang Section) – P6M; Concrete Paving of Critical Portion of National Circumferential Road, Culaba-Caibiran Road (Maurang-Manalabang Section) – P5M; Concrete Paving of Critical Portion of National Circumferential Road, Caibiran-Cabucgayan Road (Rawis Section) – P4M.

In item number three which is the Realigned Projects from Asphalt Overlay under the Motor Vehicle Users Charge of the General Appropriations Act of CY 2007, the projects are the following; Reblocking/Concrete Paving of Critical Portion of Naval-Caibiran Cross Country Road (Km. 1033+482-Km. 1033+933) – P4.73M and Reblocking/Concrete Paving of Critical Portion of Biliran National Circumferential Road (Km.1114+000-Km. 1114+451.60) – P8.53M.

Other sources of fund for the road concreting project came from the Roro Port Fund in the\amount of P8M for the Concreting of Access Road-Naval Roro Port National Highways; Memorandum of Agreement Projects under the CY 2007 Regular Infrastracture Projects namely: Concreting of Bool Central-Bool East Section – P3M, Culaba, Biliran; Concreting of Pawikan-Baso Road Section – P3M, Cabucgayan, Biliran and Concreting of Looc-Balaquid Road Section, Cabucgayan, Biliran – P2M.

An amount of P40M under the item Eastern Nautical Highway is allocated for the Rehabilitation/Concreting of Cabucgayan-Biliran-Naval Road that was bid-out at the DPWH Regional Office and will be implemented by the Biliran District Engineering Office.

Aside from the various road concreting projects, Representative Chong was able to implement 119 projects in the amount of P20M under the Various Infrastructure Including Local Projects (VILP) in the 2nd and 3rd tranches of CY 2007 to include concreting of barangay roads and pathways, flood controls, water systems, drainage systems, multi-purpose buildings, seawalls, health centers, school buildings, footbridges and stairways.

Another 98 VILPs were implemented in the 1st tranche of CY 2008 in the amount of P20M.

These various VILPs were implemented in the 132 barangays and in the eight municipalities throughout the province of Biliran.

Engr. Sarabusing disclosed in a recent interview that all of these infrastructure projects were made possible through the efforts of Rep. Chong. (PIA-Biliran) [top]

I am not from the Biliran province but my father hails from Palonpon that makes me a part Leyteño. I had traveled around Leyte and I appreciated our trip from Tacloban to Naval then to Ormoc City. Good roads and nice trip.

Too many allegations and yet no action. I suggest to you that if you can substantiate all this accusations, approach the Espina family and get them to file a case with the Office of the Ombudsman. Surely, they can provide you with good lawyers.

Alternatively, if you are a genuinely concerned about Biliran, request for investigation from the Office of the Ombudsman. You can do it on line; you don’t even have to identify yourself. However, you will need to provide them supporting documents to back up your accusations.

Failure to do this will simply demonstrate that once again, you are making up these issues to maliciously destroy Rep Chong and his family.

Do you really think that Gerry Espina Sr will pass the opportunity to hit back at the Chong family? Since Gerry Sr has not lifted a finger, it simply means that, Utip you are on your own.

I have told you in the past my allegiance is to the Biliranons. There is a pending complaint filed at the Office of the Ombudsman against Gov Espina as disclosed by Rep Glenn Chong since September 2007. Has your side filed any against Rep Chong?

Your problem Utip is that you have not offered any documents, or proof and witnesses to back you up. As such, you are the one instigating a black propaganda against Rep Chong.

Worst, in spite of your accusations, you have never formalized your complaint. These are all propaganda, Utip, just mere propaganda. Whatever is your motive? I will leave it to the Biliranons to judge.

As a matter of fact, it can’t be denied that school buses in Biliran province are considered as part of the projects of Cong. Chong. The people, especially the students are happy for that. However, at present, driver of the school bus in Cabucgayan failed to fetch the students from Cabucgayan Nat’l High School on their way home week-ago, only the students coming from CNSAT. Rqst advise advise the driver to religiously render good services. Hoping, my observation be given immediate action. Thank you.
