Naval, Biliran – In her bid to put a roadmap for the growth and advancement of the only university in the province of Biliran, the first president of Naval State University (NSU) laid down major plans which will serve as the guideposts of her administration.

Dr. Edita Sabonsolin Genson, the first university president of NSU, said in her inaugural speech during her investiture on February 11, 2010, that there is a need for a new vision and changes in policies and practices of the new university.
She emphasized four major plans namely: expand national and international practicum programs, re-engineer academic curricula, create a unit that will promote linkages with local industries and foreign universities, and intensify and strengthen the research, extension and production services.

Ricafort of the Commission on Higher Education (CHED)(right) and Dr. Edita S. Genson, NSU President (left).(PIA-Biliran)
She added that the first major thrust can be done by obtaining more bilateral academic agreements and through liberalizing twinning programs with foreign universities.
With regards to re-engineering the curricula, she proposed to offer new emerging courses in science and technology to make Information Technology (IT) courses globally competitive and market responsive, convert business management major courses to Bachelor of Science in Entrepreneurship and to include agri-business subjects in agriculture courses.

However, she stressed that in order to effectively implement all these future plans, they must possess the courage and wisdom to pursue the collective task and shared responsibility with energy, synergy and God-given leadership.

Zosimo G Bernadas Jr. I think the more appropriate name for it should have been, BILIRAN STATE UNIVERSITY, NAVAL for name of the Province is Biliran just like UCLA, University of California in Los Angeles. So Rep Glen it seems that the name only stands for the Navaleneous, it doesn’t embrace the whole Province. So you annex BNAC to NIT so it will quality to become a University when the land area of BNAC alone will qualify for it. BNAC is 105 Hectares while NIT is how big.
Zosimo G Bernadas Jr. Rep Glen what happened to the Petition in Concgess converting BNAC t Biliran State College of Agriculture? Did you drop it and annex BNAC to NIT to qualify it to become a University. That’s Greed isn’t it? Naval has already almost everything, why not give chance to the other towns of the province to improve. You politicians from Naval are only … See Moreconcern about Naval…You don’t give a damn to the other towns in the Province… Hey madlang people of the Province of Biliran I think it’s time for a change … remember there are 7 remaining towns in the Province, why not unite and choose a leader outside Naval.

LET ME ASK YOU ONE QUESTION: WHAT’S THE DIFFERENCE BETWEEN BILIRAN NATIONAL AGRICULTURAL COLLEGE AND BILIRAN STATE COLLEGE OF AGRICULTURE AS YOU WOULD HAVE WISHED?
IS IT NOT THAT THEY ARE BOTH STATE COLLEGES BUT ONLY IN THEIR NAME DO THEY DIFFER. THERE IS REALLY NOTHING SUBSTANTIAL IN YOUR ARGUMENT. EXCEPT SELFISH RUMBLINGS.
I MERGED THE TWO STATE INSTITUTIONS BECAUSE THAT IS THE MANDATE OF EXISTING LAWS. NO CONVERSION TO A UNIVERSITY CAN BE MADE IF TWO STATE INSTITUTIONS OF LEARNING ARE SO CLOSE TO EACH OTHER. IF I GO BY YOUR VERY MYOPIC AND NARROW-MINDED POSITION… I WOULD HAVE DENIED THE STUDENTS OF BILIRAN IN ITS ENTIRETY THE CHANCE TO GRADUATE FROM A STATE UNIVERSITY. IF I WOULD YIELD TO POLITICAL PRESSURE FROM YOUR KIND… I WOULD NEVER BE ABLE TO BRING PROGRESS AND DEVELOPMENT TO MY PROVINCE AND PEOPLE. DONT TEACH ME HOW TO ENSLAVE OUR PEOPLE WITH YOUR SELFISH VERSION OF HOW THINGS SHOULD BE DONE OR RUN. I WILL NEVER YIELD TO YOUR KIND OF PEOPLE. MAAYO LANG MO DIHA SA GAWAS SA NASOD… YOU ALREADY HAVE THAT ADVANTAGE WHILE ALL THE REST OF OUR STUDENTS ARE ONLY STARTING UP AND THEY NEED ALL THE SUPPORT THEY CAN GET.
I WILL NEVER BETRAY THE PEOPLE OF BILIRAN SIMPLY BECAUSE NAAY MGA TAWO NGA MAKITID ANG PANGHUNA-HUNA. A LEADER NEVER YIELDS TO POLITICAL PRESSURE. ONLY POLITICIANS ARE AFRAID. I ONLY HAVE THE BEST INTEREST OF THE PEOPLE IN MIND.
NEXT TERM, WE INTEND TO PUT 100 MILLION PESOS IN CAPITAL OUTLAY FOR THE UNIVERSITY. THE BILIRAN CAMPUS WILL NEVER BE LEFT BEHIND. ALL POSIBLE EXPANSION OF THE NAVAL CAMPUS WILL BE GOING THAT WAY. BUOT NINYO IPASABOT DILI NINYO PAABTON DIHA SA INYONG LUNGSOD ANG KAAYOHAN?
GO AHEAD… URGE THE PEOPLE OF BILIRAN NOT TO VOTE FOR ME. I WILL ANSWER YOU HEAD-ON AND IN CONCRETE TERMS. CURRENTLY, I HAVE PUT 2 MILLION PESOS TO REPAIR THE OLD BNAC AUDITORIUM. IF YOU THINK YOUR FAVORED POLITICIANS CAN MATCH THAT… LET THEM PUT THE SAME AMOUNT OR MORE FOR BNAC. THEN WE HAVE SOMETHING TO START DEBATING ABOUT. PERO KUNG WALA… YOU HAVE NO RIGHT TO QUESTION MY SINCERITY.
AS FOR THE NAME… WA GANI MOREKLAMO ANG MGA TAGA-NAVAL NGANO NGA DILI NAVAL ANG NAME SA PROBINSIYA WHEN IT IS THE PROVINCIAL CAPITAL AND LARGEST TOWN? KAMO NA HINUON ANG DAGKO UG BABA WHEN THE ENTIRE PROVINCE IS NAMED ALSO THE SAME AS YOUR TOWN.
NOBODY REALLY CARES ABOUT THE NAME… WHAT EVERYONE CARES ABOUT IS THAT WE HAVE A UNIVERSITY IN BILIRAN. ASK THE PEOPLE WHO ARE HAPPY WITH THIS DEVELOPMENT.

Oh, there’s nothing in a name ha. Then why did you name it as Naval State University instead of Biliran State University which is more appropriate in respect to the name of the Province which is BILIRAN. There’s a big difference when you say, Naval Institute of Technology and Biliran National Agricultural College where the name itself lives within the locality they’re created, then there’s nothing wrong with that, right? But when you’re already talking about a State University that encompasses the whole Province, please don’t be short minded, name it after the Province. Your constituents live throughout Biliran and not in Naval alone.
The Name of any institution whether private or public radiates
first impression and first impression is lasting, di ba? And it also embodies the whole population of the University making them feel that they’re part of it. I would be more proud if I come from Almeria, Kawayan, Maripipi, Culaba, Caibiran, Cabucgayan and Biliran if I graduated from a University where I can claim that I am part of it’s name. Isn’t it, The Honorable Representative from the PROVINCE OF BILIRAN. That’s why the people of Leyte didn’t name Leyte Normal University as Tacloban Normal University or Visayas State University as Baybay State University. Because the people of Ormoc, Maasin, Abuyog, Palo, etc., or the people of Bohol, Cebu, Negros, ect., will not feel that they’re part of it if they name it as Tacloban Normal University and Baybay State University. THEY WANT TO BE PART OF IT BECAUSE IT’S A PUBLIC TRUST, AND IT’S THEIR TAXES.
Honestly, The Honorable Representative of the PROVINCE OF BILIRAN, what were you thinking when you drafted the Bill for the creation of the name of a State University. Were you thinking of the longings, feelings and sympathy of your constituents of the Province of Biliran or were you just thinking as a Resident of Naval, Biliran representing the Province.
“ISN’T IT THAT LITTLE THINGS MEANS A LOT?” Well my dear Honorable Representative that LITTLE THING IS IN THAT NAME… don’t you get that. The people of the Province of Biliran wants to be part of that LITTLE THING even if it’s only in the NAME. And you denied it from them. You didn’t feel about them, you betray them…
Well, the Honorable Members of the Jury ( The people of the Province of Biliran) I REST MY CASE… IT’S IN YOUR HANDS NOW…
BOY ESPINA A.K.A. LIBA-LIBA 3
Mao ba Boy? ha ha ha he he he hi hi hi. Mora ka man ug nataranta nga nagabot-abot ang kaayohan sa Biliran sa sulod lang sa 3 ka tuig ni Glenn… ha ha ha he he he. Ang nakaayo ra ba, WAY UTANG !!!. ha ha ha he he he hi hi hi. Kadtong imong gipanghambog sa dihang pa-utip-utip ka pa PURO UTANG!! ha ha ha he he he hi hi hi. Ayaw na lagi ug pangugat kay mabughat… ha ha ha he he he. Mora man ug nawa si Ruben ang batikang abogado… ha ha ha he he he.

Hi Post No. 7 Zosimo Bernadas
“Choosing the High Ground (A Position Paper on the Proposed Naval State University)”
By Prof. Rolando O. Borrinaga, Ph.D.
School of Health Sciences
University of the Philippines Manila
I write the following comments on the above-titled document sent by e-mail from an anonymous source identifying itself as “Yes to Bsu,” which I believe is backed up by the Biliran Provincial Government.
First, I would like to make it clear that I always favored a wider democratic consultation process and collegial consensus-building around the evolution of a state university in Biliran Province.
Second, I subscribed to the general policy set by the Commission on Higher Education (CHEd) pertaining to the creation of many provincial universities around the country in early 2004, i.e., that the different state colleges in a province would be integrated into a university system that identifies the name of the province, and that the main campus would be preferably located in the capital town or city of the province. In the case of the recently-enacted Naval State University (not just “proposed,” as in the title of the position paper), it ought to have been named Biliran State University based on the CHEd guidelines, with the main campus at the component college in Naval.
Having stated so, allow me to comment on specific issues raised in the position paper:
A. First, SB2416 legislates a monumental wrong…
It is rather presumptuous for the position paper to assume that there were no ground-level consultations related to the integration of the Naval Institute of Technology (NIT) and the Biliran National Agricultural College (BNAC) into a state university in Biliran Province in the past. There had been consultations to this effect, even prior to the first successful attempt to enact a bill in the Lower House in 2004, which however failed to be brought up to the Senate by virtue of the opposition of a former congressman who sponsored the first bill for a Biliran State University but scuttled it.
It is therefore unfair for the position paper to cast aspersion on the previous decisions arrived at by the academic leaders of NIT and BNAC, the municipal leaders in Naval and Biliran towns, and other support groups and sectors around the province. I may not have agreed with their collective decisions on this issue or its details, but I respect the decision-makers’ right to make them, given the circumstances they faced.
B. Second, SB2146 enshrines and gives credence to a particular perspective in the NIT-BNAC saga…
I have no basic opposition to Naval State University’s eventually being renamed the Biliran State University, preferably through amendment during the next session of Congress, to make this consistent with standing CHEd policies. (At least, Rep. Glenn A. Chong is open to this suggestion in one of his Internet blogs.) I had hoped that CHEd would insist on the Biliran Province’s identity in the name during the congressional hearings, but it seems it did not do so in the Lower House or in the Senate. Anyway, the proposed name-change has a precedent, which could be later invoked for NSU. The state colleges integrated under the university system of the former Visayas State College of Agriculture (ViSCA) was initially named Leyte State University (LSU). This was later amended into Visayas State University, apparently to reflect the former name of the lead state college and main campus.
As for the detailed provisions of the approved SB 2146, I suggest that the framers of the position paper compare these with the provisions for similar bills creating universities in many other provinces in 2004. They would look essentially similar in substance and spirit.
The arguments invoking superior vs. inferior institutional images and little vs. substantial economic assets to contrast NIT and BNAC are lame excuses that could not refute the fact that the integrative arrangements that governed both institutions before the enactment of the university bill already followed the prescribed policies and procedures of the CHEd. On the matter of donated lands for schools that later became state colleges, this was never raised as an issue in other state colleges that were integrated into universities in other provinces of Eastern Visayas. After all, their respective recipient institutions have retained the basic functions for which the lands were donated.
C. Third, SB2416 dangerously toys with history.
There is an obvious dig here at my works and writings on the local history of Biliran Province. Let me make it clear that I never entertained the idea that my views on various historical issues affecting our province would be last word on these issues. I welcome other scholars and researchers to challenge them, or even refute them, to advance our knowledge and understanding of our local history and collective experience as a people.
The framers of the position paper are, in fact, the ones toying with history by even implying that a new round of rivalry and enmity between Naval and Biliran towns could be unleashed out of the present state university issue. Not me.
D. We, the donors of the lands on which BNAC now stands…
I have noted earlier that there had been prior consultations and signed resolutions pertaining to the initial bill for the creation of a university in Biliran Province, which reflected among others the sentiments of the land donors for BNAC. Since the documents reflecting the local sentiments were not refuted, disowned or retrieved prior to the enactment of SB 2416 and its counterpart House Bill No. 14414, they naturally became part of the files of supporting official documents that had accumulated in the past. It is presumably too late to disown them now or pretend that they never existed.
E. We, strongly affirm as well our commitment that a unified state university in the Province of Biliran is the way to go.
The basic function of a university is to provide a strong liberal arts education foundation in support of its more technical pursuits. This principle was largely paid lip service during the struggle to establish a university in Biliran Province. And this role confusion is again reflected in the position paper, which seems to emphasize thrusts best fit for specialized technical colleges, and not that of a university.
Even if the enacted Naval State University would be renamed Biliran State University by amendment in the next Congress, it does not mean that its main campus should also be in Biliran town. In other state universities, the main campus was located in the former state college located in the capital town or city, or in the older or oldest component institution. Thus, the former Leyte Institute of Technology (LIT) in Tacloban, the main campus of the present Eastern Visayas State University (EVSU), is the oldest in its integrated group of state colleges. Same with the state colleges integrated with the present Visayas State University (VSU), which was named Leyte State University (LSU) at its enactment. Its main campus is in the former Visayas State College of Agriculture (ViSCA) in Baybay, the oldest in its group. In our case, aside from the fact that Naval is the capital town, NIT also became a college ahead of BNAC. It therefore meets the key criteria for the location of main the campus.
The size of the campus has never been a factor in the determination of main campuses for other provincial universities. The former Carigara School of Fisheries and the former Tolosa School of Fisheries have bigger campuses than the former LIT in Tacloban. But none of them insisted on becoming the main campus of the Eastern Visayas State University in Leyte. In Eastern Samar, the former Eastern Samar Agricultural College (ESAC) in Salcedo town has a much bigger campus than the former Eastern Samar State College in the capital town of Borongan. Yet it never insisted on becoming the main campus of the present Eastern Samar State University (ESSU).
F. We believe that there is a better process – one that is inclusive, consultative, builds on the best of both institutions and promotes the high ground.
I also believe that there was a better process for arriving at the present situation – the enactment into law of Naval State University by both the Senate and the House of Representatives. But turning back the hands of time or invoking a pre-enactment status quo would now be wishful thinking. I seriously doubt that a university bill already enacted into law by virtually all congressmen and all the senators present at the second and third readings, respectively, in Congress could be stalled by a late-submitted anonymous position paper and whatever supporting manifestos it could muster.
It is obvious that the framers of the position paper were using invented facts and faulty premises in arriving at their conclusions and recommendations. Thus they fell short of the high ground they were aiming at. Their concerns are best discussed and submitted to a new round of consultations after the Republic Act for Naval State University would have been signed into law by Pres. Gloria Macapagal-Arroyo, and after the NSU has been duly inaugurated. By then, the university would be shielded from partisan politics and would be governed by collegial consensus-building and decision-making procedures and processes that may even appear strange to the dictatorial tastes of the most jaded hard-core politicians.
It is not yielding to political pressure. It is about consultation. It is about process.
True, the law calls for integration of institutions of higher learning in one province. Note that the key word there is INTEGRATION. What happened with the BNAC and NIT was not. Rather, the bill that you sponsored and was enacted into by Congress talks of the conversion of the NIT into a state university and by some accident and afterthought BNAC is included somehow.
Surely, the efforts of the people of Biliran to donate lands to BNAC that it may rise in the Province deserve recognition. Dili ba Congressman? Wouldn’t it be more just, therefore, to have named it Biliran State University to reflect the contribution of everyone? Wouldn’t it be more representative of all of us? Wouldn’t “An Act Creating the Biliran State University by INTEGRATING BNAC and NIT” sound better and be more consistent with the state’s policy of integration. The laws creating the Eastern Samar State University, Southern Leyte State University, Leyte State University reflect such.
Kay ano nga Naval State University man gud? Because Navaleños feel they were short-changed when the whole Province was named after Biliran town as you say? So, karon gusto mo nga ingalan sa Naval na pud ang state university? Para lang masayod ka Congressman, ang pagkahimong seat of political power sa Naval (or capital) resulta sa civil war. In other words, gigubatan na. And Naval prevailed. And there are people in Biliran Municipality who still harbor strong feelings about why Naval is the capital. So, ayaw pag pataka’g yama-yama diri.
Dili na jealousy ang comments about the Naval State University from other people, that is a voice of opinion and a show of individual differencec. We are all entitled to our opinions. In the foreign countries, people argue, make comments and petitions not because of jealousy but because of opinions. Each and everyone of us has the right to our opinions and that’s what makes it interesting in every aspects of communcition. The word “jealousy” is the worst consideration to take in this case. If one cannot accept criticism, then one cannot be a good leader. Think about it..

IF YOUR MIND IS STILL IN A STATE OF WAR… BRING YOUR WAR SOMEWHERE ELSE AND NOT IN BILIRAN. OUR WAR IS AGAINST POVERTY AND IGNORANCE. I WILL NEVER GIVE RECOGNITION TO YOUR STATE OF MIND ABOUT WAR. WAY GIYERA SA BILIRAN EXCEPT OUR CONTINUING STRUGGLE TO LIBERATE OUR PEOPLE FROM IGNORANCE AND POVERTY.
YOUR PETTY WAR IS SO SELFISH AND MYOPIC. IF YOU THINK YOU ARE INTELLECTUALLY GIFTED COMPARED TO THE REST OF THE PEOPLE OF BILIRAN CONSIDER IT YOUR BLESSING BUT DONT SMACK THE PEOPLE WITH YOUR CONTINUING STRUGGLE FOR RECOGNITION. YOU HAD YOUR OPPORTUNITY TO VENT YOUR OPPOSING OPINION DURING THE HEARINGS BUT YOU AND YOUR KIND NEVER DID. IMAGINE, YOUR KIND WILL ASK THE PRESIDENT OF THE PHILIPPINES NOT TO SIGN THE BILL OF CONVERSION AND DENY AN ENTIRE PEOPLE A UNIVERSITY BECAUSE SIMPLY IT DIDNT SUIT YOUR TASTE. COME ON. GROW UP!
I NEVER SAID I AM NOT OPEN TO CHANGING THE NAME OF THE UNIVERSITY AT SOME FUTURE TIME. JUST DONT STOP WHAT A BIG ASPIRATION OF A PEOPLE ALREADY IN OUR GRASP FROM BEING REALIZED. ONLY ESPINA AND THEIR KIND WILL WANT TO SEE THAT HAPPEN BECAUSE OF THEIR SELFISH INTERESTS. TO DO SO WOULD BE AIDING THEM AND ABETTING THEM IN THAT INTEREST.
IF YOU WISH, WE WILL RENAME IT IN YOUR HONOR (IF THAT IS LEGALLY POSSIBLE) SO YOU WILL HAVE YOUR CAKE AND YOU CAN EAT IT TOO. PARDON ME BUT YOUR RANTINGS SOUND LIKE THE HEIGHT OF IMMATURITY.
GUAPUHA S AKONG IDOL DAH………HAPI HEART MY FRIEND MY ONE IN ONLY IDOL GOD BLESS U ALWIZ…TAKE CARE..

RUPERT, ARAGON AND THE ESPINAS
TO CRITICIZE IS ONE THING. THAT IS SOMETHING WE CAN TRULY ACCEPT AND WELCOME. BUT TO CALL THE OFFICE OF THE SENATE PRESIDENT, THE SPEAKER OF THE HOUSE OF REPRESENTATIVES AND THE OFFICE OF THE PRESIDENT TO TRY TO STOP AND DERAIL THE ONE AND ONLY UNIVERSITY FOR BILIRAN IS SOMETHING THAT IS TOTALLY UNACCEPTABLE, FOUL AND A GROSS BETRAYAL OF THE INTEREST OF THE PEOPLE OF BILIRAN.
ANG TINUOD NGA BILIRANON WILL NEVER DO THAT. ONLY THOSE WHO ARE SELFISH, CONCEITED, IMMATURE AND MYOPIC WILL INSIST AND DO DESPERATE ACTS INCLUDING ATTEMPTS AT STOPPING THE UNIVERSITYHOOD OF OUR ONLY INSTITUTION OF HIGHER LEARNING.
I THOUGHT MGA PROFESSIONALS KAMO, TAG-AS UG HIBALO. BUT YOUR RANTINGS BETRAY YOUR INTENTIONS. IMAGINE, YOU ARE ALL TOO WILLING TO THROW DOWN THE GARBAGE CAN THE FUTURE OF ALL STUDENTS OF BILIRAN. PARDON ME BUT I HAVE NO WORDS TO DESCRIBED YOUR DEVIOUS SCHEME THAN THE PLAIN FACT THAT IT IS DEVILISH AND MALEVOLENT. PURELY EVIL!
YOU CAN NEVER ARGUE THE FACT THAT A DIPLOMA FROM A UNIVERSITY WILL MOST LIKELY BE GIVEN MORE WEIGHT BY ANY PROSPECTIVE EMPLOYER THAN A COLLEGE DIPLOMA. IT ALSO A FACT THAT A UNIVERSITY IS SUBJECT TO MORE STRINGENT CONTINUING REQUIREMENTS FROM THE COMMISSION ON HIGHER EDUCATION THAN A STATE COLLEGE. THEREFORE, OUR STUDENTS ARE ASSURED OF A BETTER EDUCATIONAL SYSTEM. WHY DENY THEM THAT OPPORTUNITY? NGANO MAN GYUD NGA INYO MAN PUGNGAN ANG ILANG MAHAYAG NGA KAUGMAON? KUNG MAHAYAG NA ANG INYONG MGA KAUGMAON… YOU HAVE NO RIGHT TO HOLD THEIRS. WA MOY MGA KASING-KASING SA MGA KABATAAN. ANG INYO LANG KAUGALINGONG MGA INTEREST ANG INYONG GILANTAW.
I WILL BE MORE THAN READY TO DEFEND MY POSITION WITH YOU IN ANY FORUM IN BILIRAN TOWN IF YOU WISH. JUST STATE THE DATE AND TIME. I WILL BE THERE.
TULISOK, MALDITACARE73, DANG, BERT AND MY FRIENDS HERE:
THANK YOU VERY MUCH FOR DEFENDING ME WITH YOUR RESPECTIVE POSTS. WE SHOULD NEVER ALLOW THOSE PEOPLE TO DERAIL A BRIGHTER AND BETTER FUTURE FOR OUR CHILDREN. I WILL DO WHATEVER IS IN MY POWER TO HELP OUR STUDENTS WITH ALL THE SUPPORT I CAN POSSIBLY GIVE THEM. THE FUTURE OF OUR MOTHERLAND DEPENDS ON THEM. LET US SHOWER THEM WITH OUR LOVE AND ASSURE THEM OF THEIR FUTURE.
AGAIN, MANY THANKS TO YOU GUYS.
pag hinug na ang mangga, normal lang may papansin. conglenn made a noble sacrifice just to convert NIT and BNAC into NSU, para may mahayag ga kaugmaun o opportunidad ang mga mag eskwela sa NSU, thereby making Biliran great thru IT, maritime, educ, engieering, etc.
wag ka magpa apektar conGlenn, padayun ninyu great accomplishments. God bless you always. True-blooded Biliraon are grateful for you and your dad. go go go!
Unsa man nagkinatug didto o busy og Txt Txt or chik chiks ba kaha?
The truth of the matter is: and BNAC mao ang nakapabira sa NSU down. Imagine, ang enrollment sa BNAC 300+ lang. Imposible nga mahimo na nga state college! . cheer…..
ZOZIMO BERNADAS, MANUEL ARAGON
ASA NAMAN MO? NAWALA NA AN INYO
ARGUMENTO??? PATABANG MO DIDTO INYO AMO
ESPINA… HA HA HA HA HA
HI HI HI HOI HOI
Ha ha ha he he he hi hi hi.
Sr ug Jr unya way nahimo? ha ha ha hi hi hi ho ho ho. Mao lagi ning txt txt lang, artista artista nga palpak, unya chicks chicks sa Atipolo, kuro kabayo ug puhal ug minilyon didto sa derby samtang nag drive drive sa P8 milyon nga corvette. Ang nahitabo, wa makapa-approve didto sa kaulohan nga unta sige man ug panghambog nga daghang koneksyon… ha ha ha he he he hi hi hi.
Kaming mga Biliranon nalipay mi nga karon aduna na kitay unibersidad. ha ha ha he he he hi hi hi
All the blogs expressed their strong opinions about the hotly debated issues in our province. This is democracy and everyone is entitled to their arguments. However, one thing i noticed is that Congressman Chong’s comments are childish and amateurish. I can’t imagine a person of his stature can utter his rebuttal like an irate housewife. We need a little class here. We need someone who can explain delicate issues to their constituents professionally and intelligently.
You have just said it… Everyone is entitled to his or her opinion…
So why create a stir out of Congressman’s rebuttals…
Ang mga Espina ba mohatag sa imo bisag usa lang ka pulong ngari sa blog just to clarify any issue that calls them to respond to?
What kind of government official do you like by the way? Someone whom you can communicate with in this blog or someone who does not even have the decency to affirm or rebut your blog?
I don’t have any political affiliation. I am just an ordinary person who is proud to be a Biliranon. It is not fair to say what kind of politician I probably like because it is not liking someone as the issue here. It is about PROFESSIONALISM and DECENCY , especially to the standard of the position one is elected to. Anyway, I agree with you. I admire his effort in responding to issues raised on these blogs but not as expected of him . The NIT and BNAC controversy is probably not a viable issue now. As someone says, the horse has already left the water. It should have been extensively debated earlier. Again, writing blogs may come as something to stir a controversy, however……just expressing an opinion.

WHAT HAS BEEN CONCEIEVED FOR SO LONG IS NOW DELIVERED.
THANKS TO THE UNRELENTING EFFORTS OF CONG. GLEEN CHONG, FOR WITHOUT HIS SELFLESS DEDICATION AND COMMITMENT FOR THE BETTERMENT OF THE BILIRANONS, SPECIALLY THE YOUNG GENERATION, THIS BREAKTHROUGH IN THE THE EDUCATIONAL SYSTEM OF BILIRAN WILL NEVER BE REALIZED.
NO MATTER WHAT THE ESPINAS WILL SAY, THEY ALREADY LOST THIER CHANCE TO MAKE HISTORY IN BILIRAN, THANKS TO THEIR GREEDINESS , THIER INEFFICIENCY AND IGNORANCE IN CONGRESS ( UNSAON MAN MAG PAKA ABOGADO MAN NGA DILI MAN MGA ATTY, PA DOCTOR OF EDUCATION NGA FAKE MAN DIAY , IN OTHER WORDS MGA WAY ALAMAG SA PAMALAOD) AND THEIR LACK OF REAL AND SINCERE MOTIVE AND CONCERN TO HELP THE BILIRANONS.
IT WAS AN UPHILL BATTLE FOR CONG CHONG TO MAKE NIT INTO WHAT IT IS NOW, BUT HE DID IT.
WHATEVER THE CRITICS WILL SAY, ALL I CAN SAY IS THERE CAN BE NO MORE ARGUMENT BECAUSE CONG. CHONG HAS DELIVERED THE GREATEST GIFT FOR ALL THE BILIRANS AND FOR ALL GENERATIONS TO COME.
THANK YOU GLEEN, I SALUTE TO YOU FOR A GREAT JOB DONE.

DR. ESPERANZA PAJO
THANK YOU SO MUCH TIYA DAYA FOR YOUR KIND WORDS. I REALLY APPRECIATE THEM. EVERYONE KNOWS THAT IT WAS DURING YOUR ADMINISTRATION THAT THE UNIVERSITYHOOD OF NIT STARTED BUT UNFORTUNATELY, THEN CONGRESSMAN GERRRY ESPINA SR BLOCKED ALL EFFORTS AT THE COMMITTEE LEVEL OF THE HOUSE OF REPRESENTATIVES.
I AM ALSO GRATEFUL TO THE CURRENT ADMINISTRATION UNDER MANA EDITH AND THE STAFF AND STUDENTRY THAT OUR ASPIRATION WAS CONTINUED AND RELENTLESSLY PURSUED EVEN IF THE ESPINAS IN POWER GAVE US ALL SIMPLY A SHOW. THEY NEVER HAD A HEART TO MAKE OUR ASPIRATION A REALITY DURING THEIR TIME.
I CAN UNDERSTAND HOW MUCH PAIN THERE IS IN THEIR HEARTS TO SEE IT BECOME A REALITY BUT WITHOUT THEM AT THE CENTER OF THE STAGE. THAT IS WHAT GREEDY PEOPLE GET IN THE END.
AGAIN, THANK YOU VERY MUCH.
DANG AND BLADEKNIGHT
SALAMAT KAAYO SA INYONG POSTS. SALAMAT GYUD KAAYO FOR BELIEVING IN ME. I WILL NEVER LET YOU DOWN.
PASENSIYA NA IF I REBUTTED YOU AND YOUR KIND THAT WAY. I CANNOT HIDE MY ANGER AT YOU PEOPLE FOR DERAILING THE FUTURE OF SO MANY YOUNG PEOPLE BECAUSE OF YOUR SELFISH AND MYOPIC INTEREST.
IF I SHOW MY DISPLEASURE IT IS BECAUSE I TAKE TO HEART THE FUTURE OF THE YOUNG PEOPLE OF MY PROVINCE. I WILL NEVER LET ANYONE RUIN THE FUTURE OF SO MANY PEOPLE. NEVER UNDER MY WATCH.
KUNG HOUSEWIFE MAN KAHA AKO ACTUATION… HEHE… IS IT NOT THAT A MOTHER LOVES HER KIDS MORE THAN ANYONE ELSE? THAT’S PROBABLY HOW I CARE FOR THE KIDS OF BILIRAN. I WILL DEFEND THEM TO THE DEATH. I WILL USE EVERYTHING WITHIN MY POWER TO GIVE THEM ALL THE SUPPORT I CAN GIVE.
UNSA NA MAN? ARE YOU UP TO THE CHALLENGE TO DEBATE THIS PARTICULAR ISSUE? DINHA TA SA BILIRAN QUADRANGLE MAGHISGUT ANI IF YOU WISH. IM WAITING.
FRANKLY, I LIKE YOUR SUGGESTION. I WILL BRING THAT MATTER UP WITH THE OFFICIALS OF NSU. AND IF NECESSARY, I WILL FILE ANOTHER BILL IN THE 15TH CONGRESS TO EFFECT WHATEVER IS LEGISLATIVE FRAMEWORK IS NECESSARY.
thank you sir!! my kind? sounds like a racial slur by someone who does not know what he is talking about. you dont even know who i am and what i stand for. dont cry for a fist fight like a kid who was slighted by somebody. stand on your honorable ground if you may and answer the issues honorably. to tell you , we were exited when you were elected. you are idealistic like many of us. and you carry a lot of promise. dont turn us down…
anyway… the NSU issue is really a great accomplishment for you. congratulations. history will judge you for that. although a lot of issues and petitions may come in relation to it but i believe it is good for our students in general.
here’s my point, people concerned just need more information… about how the whole process went. they dont deserve an arrogant response from their elected officials.
Boy Espina aka Utip/LIBA_LIBA 39
HA HA HA HE HE HE HI HI HI
Uy nia gihapon ka nagtikaw-tkaw? Ingna si Gerry Espina Sr ug si Gerryboy Espina Jr nga iladlad dinhi ug unsay ilang gi buhat sa sulod sa 12 ka tuig nga wa man silay nahimo? ha ha ha he he he.Unya karon sigi ug paghot kay mora ug iro nga nailogan ug bukog… ha ha ha he he he hi hi hi.
Unya masuko? ha ha ha he he he Kabuang hinoon ug himo ug istorya ha ha ha he he he.
Sometimes, we want apple from mango tree. If we want courteous response, then we have to be courteous too. If you want to be ‘cool’ or ‘angry’ why not show that you are better than others by exerting some self-restraint and common decency. These 2 qualities seem to be few and far between and genuinely showing them is the best way to gain the respect of others, or to spit in the eye of an adversary who can’t.
So what it all comes down to is this: Respect others first with the respect you would want for yourself if you were in their shoes. The rest comes naturally.
Atty. Chong, we trust you…. go on with your beautiful plan for Biliranon. Dont be bothered with your detractors! That’s a sumptom of apprehensive demeanor .
very well said intoy..give respect to one who is due. i hope i am the congressman so that i can show this virtue to my constituents…
NINGHUPAS DAYON ANG TAKTIKA SA MGA BANDIDO NGA SABUNGON NA POD ANG MGA TAGA BILIRAN TOWN UG TAGA NAVAL BAHIN SA N.S.U. ISSUE. WA ABUTI UG DUHA KA ADLAW. UNSA NA POD KAHA NGA TAKTIKA ANG ILANG GILINUTO KARON ARON MAKAPAASO SA DEBATE DINHI, UNSA MAKASUNOG DIAY GIHAPON SA ILA?
PAGAMITGAMIT PA RA BA UG APELYIDO NGA TAGA BILIRAN BISAN UG ANG NAG-BLOG KLARO NGA DILI TAGA BILIRAN TOWN. PUWEDE PA SEGURO TAGA CABUCGAYAN ANG KAGIKAN.
ARROGANT KAMAN GANI NGA DILI KA PA CONGRESSMAN
KAWAWA KA NAMAN
ORDINARY PERSON IN BILIRAN
BUT YOU ARE RAFFY’S BEAUTICIAN
WHEN I REFER TO YOUR KIND… I LITERALLY MEAN KAMONG MGA SUPAK SA PAGKA UNIVERSITY SA NSU ALONG WITH BNAC. I NEVER MEANT ANY RACIAL DENOMINATION BECAUSE I HAVE ALWAYS RESPECTED THE PEOPLE’S DIVERSITY.
HONESTLY, THE VOLUMINOUS DOCUMENTARY AND PHYSICAL REQUIREMENTS FOR CONVERSION WERE ALL THE HARD WORK OF THE NSU ADMINISTRATION, FACULTY, STAFF AND STUDENTRY. DILI NA AKONG TRABAHO. THEY DID IT ALL AND I FULLY RECOGNIZE THAT HERE. MY JOB IS TO CRAFT AND FILE THE BILL IN CONGRESS, DEFEND IT AGAINST ANY OPPOSITION AND WORK IN AND OUT OF CONGRESS TO ENSURE ITS PASSAGE, MAKE GUARANTEES TO THE COMMISSION ON HIGHER EDUCATION THAT I WILL INVEST PUBLIC FUNDS TO IMPROVE AND MAINTAIN A VERY HIGH STANDARD OF EDUCATION, ARTICULATE OUR POSITION AND CONVINCE THE SENATE TO APPROVE IT, AND FINALLY, MAKE SURE IT IS SIGNED BY THE PRESIDENT OF THE PHILIPPINES. THAT IS MY JOB.
IF I FAILED TO CONSULT OTHER STAKEHOLDERS IN THAT REGARD FROM YOUR POINT OF VIEW, YOU CANNOT BLAME ME OR THE NSU ADMINISTRATION BECAUSE THE PROCESS IS VERY OPEN TO ANY OPPOSITION IF THERE IS ANY. YOUR KIND DID MAKE OPPOSITION BUT ONLY AT THE LAST MINUTE. THEY CALLED UP THE SPEAKER, THE SENATE PRESIDENT AND MALACANANG TO STOP IT BUT I WAS DETERMINED TO HAVE IT ENACTED INTO LAW. IF THEY KNEW HOW TO DO THIS, THEY COULD HAVE DONE IT AT THE HEARINGS IN THE COMMITTEE EITHER AT THE HOUSE OF REPRESENTATIVE OR THE SENATE. IT WOULD HAVE BEEN THE BEST FORUM. DILI KAY SA ULAHI NA KAMO MANIGURO UG BABAG BECAUSE MAKITA HINUON NGA DILI LEGITIMATE ANG INYONG OPPOSITION BUT A FARCE ONE DESIGNED TO DERAIL THE PASSAGE OF THE LAW.
LOOKING AT IT FROM A DIFFERENT ANGLE, SIGURO YOU NEVER BELIEVED I COULD MAKE IT THROUGH… YOU NEVER BELIEVED NGA MAHIMO GYUD NA NAKO NGA BALAOD THAT IS WHY WA MO MOPADAYAG SA INYONG OPPOSITION DIDTO SA KONGRESO AT THE RIGHT TIME. SA DIHANG KLARO NA GYUD KAAYO NGA MAHIMO NAKO ANG WA MAHIMO SA MGA ESPINA FOR 12 YEARS, NANIGURO NA MO UG BABAG. DI BA NI KLARO?
AND FOR THOSE WHO NEVER BELIEVED IN MY CAPACITY TO DELIVER WHAT I SET OUT TO DO… GIVE ME ANOTHER 3 YEARS AND YOU WILL SEE MUCH BIGGER DIFFERENCE. KUNG MODAUG SI GIBO AS PRESIDENT AND I ALSO WIN… YOU WILL SEE HOW FAR I CAN STEER THIS PROVINCE TO DEVELOPMENT AND PROGRESS.
Inggit lang yan Billybuks…….be prudent!!!!!
thank you for the explanation mr. congressman. now, did i ever mentioned in my blog that i am against the merger of the two schools? did i say i am against your hard work in making this all happen? i believe hindsight is 20/20 so please review what i previously wrote.
i even commend you for your effort. i believe in a good academe myself and as i mentioned before, this is probably better for our students in the long run. i even said it may be too late for beckering about this issue since the whole process has basically been done. some people are splitters but i’m not sure if you are one of them. dont lump people into for and against you, and lumping me on the latter because i voiced an opinion that you did not like.
again, if someone writes a blog that irates you, please be the more level headed one. there are already lots of crap people threw in here but please take the high road and be more sensible and respectable.
I have been reading your blog and i found out lots of issues you have posted in here,,
I do not agree with you saying that everyone is subject to his or her opinion per se… it should be substantiated with accurate info not of allegations to stir the already heated stuffs out of any malicious and implausible info and judgment you, Libaliba and others have been posting in here.
You criticize the Congressman of the way he blogs, you criticize his policy on the merger thing of the islands colleges, you justified your way of blogging and all that… You even hinted your views should you be a congressman..
Go ahead say whatever you have in mind but one thing I know for sure NO ONE CAN DENY THE CONTRIBUTIONS THAT GC HAVE BROUGHT OUT TO THE PROVINCE… No one can deny that as a sole public official.. He got what it takes for you and me and the rest of the freedom fighters to be proud of… regardless of how you look at him and what you impression on him…
Compare his achievement to the Espinas (silang tanan) and calculate their stay in power for so long a time now…. THEIR COLLECTIVE ACHIEVEMENT CANNOT COMPARE TO WHAT HAVE GC ACHIEVED IN JUST A SHORT SPAN OF TIME…
IYAN ANG TINGNAN MO WAG ANG KANYANG PAGKATAO..IYANG ANG BASEHAN MO WAG ANG KANYANG MGA REBUTTALS SA MGA POSTED BLOGS MO…
GET IT AS YOU SEE IT… BELIEVE IT AS YOU SEE IT BEFORE YOUR FACE….

EACH OF THEM HAS HIS REASON WHY THEY ABANDONED BANDO ESPINA. BUT THE UNDERLYING CURRENT IS THAT THEY HAD ENOUGH OF THE WAY OF BANDO ESPINA. THAT IS A STRONG INDICATION NGA DAPAT MAG ABANDON ESPINA NA ILANG MGA KANDIDATO. ANGAY BIYAAN ANG BANDO ESPINA KAY THEY HAVE BEEN A FAILURE IN PUBLIC GOVERNANCE.
TRUTH TO TELL, I NEVER IMPOSED ANY CONDITION ON MANA EDITH AND MANO JOE POLITICALLY OR OTHERWISE. I SUPPORTED THEM AND GAVE ALL MY BEST BECAUSE I AM LOOKING AT THE FAR FUTURE OF OUR KIDS, OUR STUDENTS. KUNG NING BALI MAN GANI SI MANO JOE AND THE 2 OTHER INCUMBENT OFFICIALS, I AM VERY GRATEFUL TO THEM AND HAS WELCOMED THEM WITH OPEN ARMS.
YOU ACCUSE ME OF MASTERMINDING THE ATTEMPTED ASSASSINATION OF MY DAD REPEATEDLY. THAT IS A VERY SERIOUS ALLEGATION. WHILE THAT IS FOUL… I WILL RESERVE MY RIGHT TO HIT BACK ACCORDING TO HOW I FEEL AND SEE THE NEED.
ON THIS POINT, I WILL DEMONSTRATE IN THE CLEAREST WAY POSSIBLE THAT I HAVE NOTHING TO HIDE OR FEAR. TOMORROW, THE 2 CIDG POLICE OFFICERS (ANDO AND CABILLAN) IMPLICATED IN THE MURDERS OF MANO TONY AND MANO INTON WILL BE TRANSPORTED TO BILIRAN AND PRESENTED TO THE COURT FOR THEIR COMMITMENT OR DETENTION AT THE BILIRAN PROVINCIAL JAIL.
ANDO’S FATHER IS A FORMER PNP SUPERINTENDENT (COLONEL) AND HIS PATRON IS AN INCUMBENT 2-TERM CONGRESSMAN AND MY CHAIRMAN IN ONE OF THE HOUSE COMMITTEES. CABILLAN’S BROTHER IS AN ACTIVE SUPERINTENDENT (COLONEL) IN THE PNP. THEREFORE, MGA BIGATIN GYUD ILANG MGA KATABANG ARON DILI MAPRISO. MAO SIGURO NGA WAY KAHADLOK MOBUHAT KINING MGA TAWHANA UG PATAY TUNGOD SA ILANG MGA GISALIGAN. BUT I PREVAILED. EVEN IF IM JUST A YOUNG FIRST-TERM CONGRESSMAN, I WAS ABLE TO HAVE THEM ARRESTED AND TOMORROW, THEY WILL BE INCARCERATED. NOTHING AND NO ONE CAN STOP ME FROM SECURING JUSTICE FOR MY FALLEN FRIENDS. I VOWED TO GET JUSTICE FOR MANO TONY’S AND MANO INTON’S FAMILIES. I WILL DELIVER IT TO THEM TOMORROW. SAYOP LANG GYUD SILA… MOBU KAAYO ILANG PAGTAN-AW NAKO. THEY THOUGHT I WAS SIMPLY TOO DUMB. SORRY, I HAVE PROVEN THEM TOO LATE ALREADY THAT I MAY APPEAR DUMB TO THEM BUT THEY NEVER KNEW I CAN OUTSMART THEM AND TRIUMPH IN THE END.
THIS IS MY CONCRETE PROOF THAT I AM CLEAN IN RESPECT OF THE MURDERS YOU ACCUSE ME OF. KUNG AKO PA ANG MASTERMIND… I WOULD HAVE HIDDEN OR KILLED BOTH TO SILENCE THEM FOREVER. BUT NO… I WILL BRING THEM OUT FOR THE PEOPLE TO SEE AND JUDGE FOR THEMSELVES. UGMA, NAA GYUY USA KA PAMILYA NGA DILI NA MAHIMUTANG SA ILANG KAUGALINGONG PAGPUYO DINHI SA ISLA SA BILIRAN. THEY WILL LIVE IN CONSTANT FEAR THAT ONE DAY… THE MASTERMIND WILL BE REVEALED AND IT WILL NEVER COME AS A SURPRISE IN THE MINDS OF THE PEOPLE BECAUSE THEY ALL KNEW TOO WELL WHO IS THE REAL MASTERMIND IN THE MURDERS.
HUMAN NA ANG C.I.D.G… BASIN C.I.GERRY NA PUD ANG SUNOD. BASIN LANG. HEHEHE.

BY THE WAY, I WAS IN BOOL, CULABA LAST SATURDAY. I WAS INFORMED BY MY INTELLIGENCE OFFICER THAT GOONS FROM MASBATE, BICOL AND SAMAR LANDED IN BILIRAN ON FEBRUARY 9. I TOLD MY SECURITY TO BE EXTRA CAREFUL THAT NIGHT BECAUSE I KNEW THEY WERE IN THE PLAZA WATCHING ME, OBSERVING ME.

The name Naval State University should really be amended to Biliran State Universityin the next Congress. I am from Naval but naming this university after the town was a monumental error that should be corrected as soon as possible. The immediate consequence would be reduced budgetary allocation from the national government because of NSU’s implied limited coverage, my friends from other state universities in Eastern Visayas are already laughing because in the coming budget hearings with CHED they can always claim a larger piece of the pie because of their larger area of coverage. How can NSU claim a bigger budget from the government when the ther SUCs can claim that it only covers a single town? Compare this to Eeastern Visayas SU, Visayas SU or even Southern Leyte SU. Have you ever heard of a Tacloban SU or a Borongan SU? Heck, even Palompon Institute of Technology is planning to become the Western Leyte State University.
Rep. Chong & NSU Board of Regents, do the groundwork for the amendment of the name starting like right now or else Naval State University will remain to be the laughing stock among the SUCs.
NSU or BSU for me is not an issue to reckon with… what is important that and institution like NIT has been upgraded and now a university…
If one wanted a BSU which I know that the jealous group have been pushing in the last stretch of the university hood of NIT they should have done that 5 to 10 years ago….
Where were they when GC was not yet in public office?
Where were these malicious group when there was no GC yet?
A university is a university regardless of the town it is named to..
Probably you are just pushing to name the university into a DONYA or a DON of a political scion in the island..GOD FORBIDS!!!!!!!!
as of now we should be thankful that we already have a University we can call our own University.
We hope that NSU will be renamed to BSU that stands for the whole Biliran..
Naming NIT to NSU is not a big deal. Sinakyan lang nila ang ISsue para mabawasan ang Boto ni GC, BUT its a wrong MOVE.. as long as pinapainit nyo ung NIT-NSU Issue, mas lalong tumatanim sa BILIRANONS that onLy GC… ONLY GC ang nagpa UNIVERSiTY sa NIT inot NSU..
Wrong tactics n nyo na idivert among minds….
FInd another issue…
grabe diay, naa na man diay GOONS from bicol and samar nga nagkalat sa WHOLE Biliran especially sa BOOL, CULABA..
LETS vote to eVICT them… jejee
To All Who Are Against NSU:
Are you against the establishment of NIT to NSU because of the name? You are just like facing a very wide white surface and the very very small black dot spotted in there and you talk so much on that black dot. That means you are hopeless and meaningless personalities. It s better for you I think to be silent and to renew. Anyway you have still chances to turn 360 degrees from your original position if miracles will occur. Every thing in Biliran is going better for the last 3 years. Only the indifferent persons could not feel the changes and development.
You know budgetary requirement of NSU depends on its programs and projects, the number of courses offered, the number of students and teachers, and its facilities. The scope BSU or NSU would be the same they are the eight municipalities of the province and maybe the part of Northern Leyte and WEstern Leyte. So? What is the difference between BSU and NSU in terms of scope/coverage? Common guys, wake up for a brighter new day! God bless us all…
from an outsiders perspective, the kind of argument that one place should be over another is such a pity in such a small place like biliran.
having a university is something to be proud of for the entire island. unless of course, the students from biliran and other towns are not allowed to have the same benefits if they intend to study ni NSU. however, if such is not the case; then it is totally childish when mud are being thrown around for having such a big accomplishment.
maybe a good integration plan should come now that a university has been born..biliranons and other people should not feel discriminated by navalenos should their path crosses in the university. furthermore, university faculty and others members should not feel discriminated when they perform their duties and functions in the BNAC.
all in all, the comments(the meaningful ones) here are good indicator that there is a healthy democracy in the province. in the worst case, all just have to agree to disagree on some matters.
as a side comment, i believe the comments here are best placed in a forum. i haven’t search this site, but i hope there is one for the people to discuss(with blood pressure on the roof) matters like this.
lastly, IT courses would need a very good telecom infrastructure for it to bloom. i hope the province is prepared for such. as the hardware/software required are costing less and less by the day.
there are those who are willing to lend a capable hand should anyone ask for their help.

IT courses even from great schools suffer the same situations. the courses they teach is not anymore what is needed by the industry, for example, they teach archaic language such as visualbasic, cobol, how to use word, how to make paragraph, bullets etc..etc…even C programming and others…these are not the mainstream languages/tools used by the IT industry today.
of course some argue that they are necessary skills needed…however, time is a very scarce commodity. might as well focus on whats on the market and build on it.
thats why some graduates are underemployed because they have to make do with what they have learned and in a competitive market such as today, knowledge is power.
the IT industry is very dynamic, they tend to utilize tools that could do the job well and in the shortest possible time.
i guess most have heard OOP, java, .net, linux…etc…etc..even web services and so on…these are but new and improved way/tools of solving IT problems. hence they are adopted.
it would take a great deal of effort to keep pace with the changing times, however, it is a MUST. either we adopt or we fall behind.
a good map would be:
1) evaluate the current mainstream technologies used by IT companies(not call centers). one of the criteria should be price.
2) reflect the results in the current curricula. this doesnt have to cost gazillions as off-the shelf items are cheaper than those promoted by system builders. afterall, students can be taught to build their own machine if the parts are available.
3) adopt and change the curricula as needed
4) benchmark students with certifications such as PhilNITS to measure up with the standard
5) keep a core IT faculty members(those who are passionate and less likely to jump off the ship in the next 3-5 yrs) updated and trained.
lastly, instead of destroying each other in the 80++ posts above, maybe, just maybe, there is a way in which one can appreciate what the other has done and compete by doing better other than trying to pull one off.
its a matter of perspective they say, either its a glass half-full or a glass half-empty.

I am not an Espina follower nor any other politician follower, I just want to share my thoughts and opinions about this chaning of NIT to Naval State Unviersity arguments. For me these people who are opposing are not exactly Espinas people nor people who are jealous but people who just want to share their opinions and feelings..We live in a society nowadays when there are lots of educated and exposed people, who are not afraid to let out their opinionated minds. For those who are in the positions, be prepared to subject yourselves to these kind of people and be open minded instead of accusing them of following the Espinas or other politicians and selfishness. That kind of thinking is very shallow and old school practice. Even children nowadays answer their parents and expalin themselves openly. We are in a different society now, society that is very advanced in everything. To those who feel bad and get mad at these opinionated people, and accusing or vendicting them as followers of certain political party, jealousy and preventing the improvement is a thinking of small minds. Please reply them with convincing reasonings in intellectual ways, unless you don’t have that ability that only lead you to
suspicions and vendictions..That’s what we call intellectual conversations..
Thito and the rest:
The injustice in the creation of the NSU lies in the intent and the letters of the law creating it. The law unequivocally and clearly favors NIT over BNAC. Stated bluntly, the law simply forgets BNAC. The policy of the state on which the law is grounded is supposed to be INTEGRATION of institutions of higher learning in a province. And the laws passed in Congress in this regard are supposed to reflect this. Actually, laws creating state universities in other provinces in the whole country follow this except for the NSU in the Province of Biliran. Contrast “An Act Converting the Naval Institute of Technology into the Naval State University Integrating therewith the BNAC and Appropriating Funds Therefor” with “An Act Establishing the Southern Leyte State University by Integrating the Southern Leyte State College of Science and Technology in the Municipality of Sogod and the Tomas Oppus College in the Municipality of Tomas Oppus, both Located in the Province of Southern Leyte, Appropriating Funds Therefor and for Other Purposes”. Needless to say, the NSU law converts the NIT into NSU and strangely integrates the BNAC after the fact. It does not integrate both the NIT and BNAC to create a state university in the Province of Biliran.
This is not to say that there should not be a state university in the Province of Biliran. That there should be is already mandated by law as per the state’s policy of integration of institutions of higher learning in a province. It was only a matter of time for NIT and BNAC.
The issue here is DUE PROCESS.
True, the responsibility of Glenn Chong as sponsor of the bill is to make sure that his bill becomes a law. But it is also equally true that his other responsibility is to make sure that his constituents are represented in the crafting of national legislation. In the case of the NSU, the law creating it directly affects and involves the district Glenn Chong represents. In other words, he must work for its passage and make sure that his constituents are also represented.
The truth of the matter is Glenn Chong has not had any consultation with the different stakeholders of BNAC on the NSU. Most of the different stakeholders, the donors of BNAC’s lands for one, knew only when it was announced on biliranisland.com that the new bill has already passed third reading in the Senate. That the position paper came out very late is an indication that stakeholders particularly in the Municipality of Biliran were not consulted.
True, calls were made with both Houses of Congress, with the CHED and with the Office of Glenn Chong about the NSU. For the information of everybody, the nature of these calls was more to understand what transpired in the whole process and what can be done about the apparent injustice that has been committed. For example, the Senate was asked if there were public hearings and if there were, who were invited to attend. (Note: we can just admire Glenn Chong’s capacity to twist our act of calling these offices done in the exercise of our rights as malicious and un-Biliranon as if he actually heard what was said.)
All the questions led to one answer and that is that Glenn Chong, as both author of the bill and representative of the Province on which the state university is to be created, had the power to influence the contents and intents of the bill (and even on the choice of who gets to attend the public hearings). And to do something about the issues being raised even at that point. Thus, representations were made with the Office of Glenn Chong.
It’s true that at that time the bill was almost a law. The fact that this issue remains to be an issue would tell us that different stakeholders of BNAC have strong feelings about what happened.
If we look into the press release of the NSU’s launching, the history of NSU is traced to the founding of NIT. What of BNAC’s history? And the emblem of NSU, what does it represent? Only NIT? Pagkapait gayud. Maayo unta kung parehos sa Southern Leyte State University. Tan-awa ra gud ilang kasaysayan http://www.slsu.org/. Nganong dili man pwede nga ing-ana sa ato pud sa Biliran?
The process was even made more painful by the fact that Glenn Chong has promised Biliranons that he will help BNAC. He made the promise twice, people say: first in the San Juan Nepomuceno Plaza before the elections and another during the Kusog Han Biliran fiesta celebration in Manila.
Sadly, there is no other way to go but to hold those who have made this possible accountable. And the battle, indeed, has to be here and this coming elections. Glenn Chong may have scored electoral votes in having the state university named Naval State University to pander to vote-rich Naval. But, the lone district of Biliran is not composed of the Municipality of Naval alone and that the people of Naval actually know better. A State University should embody our Province – what and who we are. More importantly, it should involve and recognize the contributions and histories of different stakeholders.
point very well explained mr. aragon. i do symphatize with you and all the biliranons who feel like robbed by this whole process. i hope supporters of rep chong and he himself can explain these issues in a very civilized way. not the usual mudslinging and use of foul languages. one should be held accountable for actions that look disputable in many different ways. hopefully these were not done out of self-interest. i am not comparing apples from oranges here but to take a very good analogy, there will never be peace between israel and the middle east because this kind of disagreements has more that just ideology itself. it is more about what makes people who they are, and in this case, how an institution like BNAC became a very important part of generations of Biliranons. it is part of their lives and for someone to just transform it hastily without the knowledge of majority concerned is unacceptable. most people do want change and prosperity (having a university in our midst is definitely good). as long as people want it themselves and feel like they’re part of the whole process… no one should be left behind…
(again, i am not an espina or other political supporter, just an ordinary person looking for answers)
Thank you for your comment billy bukid. You captured very well what I was trying to say into these lines:
“It is more about what makes people who they are, and in this case, how an institution like BNAC became a very important part of generations of Biliranons. It is part of their lives and for someone to just transform it hastily without the knowledge of majority concerned is unacceptable. Most people do want change and prosperity (having a university in our midst is definitely good). As long as people want it themselves and feel like they’re part of the whole process…”
Very concise and well-said.
SORRY TO INTERRUPT BUT I WOULD LIKE TO SHARE SOMETHING THAT MAY INTEREST YOU… THIS IS REGARDING THE CASE OF THE CIDG MEN…
RECAP OF THE EVENTS THAT TRANSPIRED BEFORE THE MURDER:
ON MARCH 6, 2008, AT AROUND 5:30 PM INSIDE WILLIAM DIU COMPOUND, THE LATE ANTONIO BARCELO WAS IN THE MIDDLE OF SETTLEMENT REGARDING THE PROPERTIES IN DISPUTE WHEN A HEATED ARGUMENT ARISE. THE SUSPECT (ANTONIO BARCELO) STOOD UP, DRAW A GUN AND SHOT REVEL ANG WHICH WAS ALMOST HIT AFTER BEING SHOT USING A CALIBER 45 PISTOL. AFTER WHICH A COMMOTION ENSUED, SUSPECT ALLEGEDLY FIRED TWO SHOTS INTO THE AIR AND FLED RIDING A MOTORCYCLE. THE ANG FAMILY (JUVE, RUPERTO,ETC.) CHASED THE FLEEING SUSPECT BUT WAS NOT CAUGHT AS SUSPECT WENT INSIDE NAVAL COUNTRY INN.
ON JUNE 7, 2008, THE SUSPECT IN THE ABOVE INCIDENT “ANTONIO BARCELO” AND ALBERTO PARILLA WAS “AMBUSHED ME “ . THIS JULY 5, 2008 ARTICLE OF BILIRANISLAND.COM: https://www.biliranisland.com/blogs/?p=208 REPORTED: “BASED ON THE PICTURES OF THE MEMBERS OF THE CIDG ASSIGNED IN BILIRAN PROVINCE BEING SHOWN TO SOME OF THE PERSONS WHO WERE PART OF THE CONVOY IN THAT EVENING, THEY POSITIVELY IDENTIFIED PO3 JOVITO SAY CABILLAN AND SPO2 CHARLIE ALMINE ANDO, JR. AS PART OF THE GROUP WHO AMBUSHED THE GROUP OF CHARLIE CHONG.”
HOW COME THE CHARLIE ANDO OF TODAY LOOKS OLD AND DOES NOT EXACTLY LOOK LIKE IN THE PICTURE IDENTIFIED BY THE ALLEGED “WITNESSES”? THE PICTURE SHOWN IN BILIRANISLAND.COM LINK SHOWED A VERY YOUNG CHARLIE ANDO. ISN’T THIS A CASE OF MISTAKEN IDENTITY FOR THE WITNESSES WHO REALLY DIDN’T SEE THE FACE OF THE REAL KILLERS?
ACCORDING ALSO TO THE JULY 5, 2008 ARTICLE OF BILIRANISLAND.COM, “THE MITSUBISHI LANCER COLOR GREEN WITH PLATE NUMBER NMK 996 LEFT BY THE SUSPECTS AT THE CRIME SCENE WAS ALLEGED TO BE THE SERVICE VEHICLE OF THE CIDG PERSONNEL”. BEFORE THE VEHICLE WAS INVESTIGATED, CHONG WAS POSITIVE, VERY POSITIVE THAT IT WAS A SERVICE VEHICLE OF THE CIDG PERSONNEL.
NOW, GLENN CHONG IN HIS BLOG 256 (Under article CIDG Men…) “VIVIEN, ANG SAKYANAN NGA IMONG GIINGON ANAA PA KARON SA POLICE STATION SA NAVAL. HUMAN NA UG IMBESTIGAR ANG CIDG UG NBI. THE OWNER WAS TRACED TO NORTHERN LUZON AND ANOTHER ASPECT INVOLVED WAS TRACED TO PALOMPON, LEYTE. I DONT KNOW WHY BOTH AGENCIES HIT A BLANK WALL….”
IF GLENN CHONG WANTS JUSTICE FOR HIS FALLEN MEN, WHY NOT PURSUE FURTHER INVESTIGATION? I HAVE ASKED HIM REGARDING THIS BUT HE BECAME MUM ON THIS MATTER.

Good day and PEACE be with you!
I am from Bacolod City. I graduated my degree BSA major in Agricultural Education from BNAC in 1987. I am at present a Secondary School Principal in the Division of Negros Occidental. Occasionally, I visit the Biliran Website to find out any developments the Biliran province particularly my Alma Mater achieved/acquired or received in the past several years. How I personally wish BNAC will be converted into either Biliran State College of Agriculture or BILIRAN STATE UNIVERSITY. Having learned that NIT now enjoys the University status by virtue of a Senate Bill and integrating therewith BNAC, I felt an amalgam of emotion; happy on one hand and sad on the other, because I can see (am sorry to say and my apology to Cong. Chong) that the name for the University did not conform to the very spirit of the CHED’s policy regarding the creation of a state university which explicitly provides that… a state university must be named after the name of its province. Am sure, the people of Biliran, especially the BNAC community are not completely happy with the conversion of NIT to NSU, because they felt DIS-integrated and are overly disgruntled with the integration as you accentuated. But, as what you have earlier said the name can still be changed by way of legislation, citing LSU having been renamed VSU. I admire you for that Cong. Thank you and good luck!
