Zosimo G Bernadas Jr. I think the more appropriate name for it should have been, BILIRAN STATE UNIVERSITY, NAVAL for name of the Province is Biliran just like UCLA, University of California in Los Angeles. So Rep Glen it seems that the name only stands for the Navaleneous, it doesn’t embrace the whole Province. So you annex BNAC to NIT so it will quality to become a University when the land area of BNAC alone will qualify for it. BNAC is 105 Hectares while NIT is how big.

IS IT NOT THAT THEY ARE BOTH STATE COLLEGES BUT ONLY IN THEIR NAME DO THEY DIFFER. THERE IS REALLY NOTHING SUBSTANTIAL IN YOUR ARGUMENT. EXCEPT SELFISH RUMBLINGS.

I MERGED THE TWO STATE INSTITUTIONS BECAUSE THAT IS THE MANDATE OF EXISTING LAWS. NO CONVERSION TO A UNIVERSITY CAN BE MADE IF TWO STATE INSTITUTIONS OF LEARNING ARE SO CLOSE TO EACH OTHER. Oh, there’s nothing in a name ha. Then why did you name it as Naval State University instead of Biliran State University which is more appropriate in respect to the name of the Province which is BILIRAN. There’s a big difference when you say, Naval Institute of Technology and Biliran National Agricultural College where the name itself lives within the locality they’re created, then there’s nothing wrong with that, right? But when you’re already talking about a State University that encompasses the whole Province, please don’t be short minded, name it after the Province. Your constituents live throughout Biliran and not in Naval alone.

The Name of any institution whether private or public radiates
first impression and first impression is lasting, di ba? And it also embodies the whole population of the University making them feel that they’re part of it. I would be more proud if I come from Almeria, Kawayan, Maripipi, Culaba, Caibiran, Cabucgayan and Biliran if I graduated from a University where I can claim that I am part of it’s name. Isn’t it, The Honorable Representative from the PROVINCE OF BILIRAN. That’s why the people of Leyte didn’t name Leyte Normal University as Tacloban Normal University or Visayas State University as Baybay State University. Because the people of Ormoc, Maasin, Abuyog, Palo, etc., or the people of Bohol, Cebu, Negros, ect., will not feel that they’re part of it if they name it as Tacloban Normal University and Baybay State University. THEY WANT TO BE PART OF IT BECAUSE IT’S A PUBLIC TRUST, AND IT’S THEIR TAXES.

Honestly, The Honorable Representative of the PROVINCE OF BILIRAN, what were you thinking when you drafted the Bill for the creation of the name of a State University. Were you thinking of the longings, feelings and sympathy of your constituents of the Province of Biliran or were you just thinking as a Resident of Naval, Biliran representing the Province.

“Choosing the High Ground (A Position Paper on the Proposed Naval State University)”

I write the following comments on the above-titled document sent by e-mail from an anonymous source identifying itself as “Yes to Bsu,” which I believe is backed up by the Biliran Provincial Government.

First, I would like to make it clear that I always favored a wider democratic consultation process and collegial consensus-building around the evolution of a state university in Biliran Province.

Second, I subscribed to the general policy set by the Commission on Higher Education (CHEd) pertaining to the creation of many provincial universities around the country in early 2004, i.e., that the different state colleges in a province would be integrated into a university system that identifies the name of the province, and that the main campus would be preferably located in the capital town or city of the province. In the case of the recently-enacted Naval State University (not just “proposed,” as in the title of the position paper), it ought to have been named Biliran State University based on the CHEd guidelines, with the main campus at the component college in Naval.

Having stated so, allow me to comment on specific issues raised in the position paper:

A. First, SB2416 legislates a monumental wrong…

It is rather presumptuous for the position paper to assume that there were no ground-level consultations related to the integration of the Naval Institute of Technology (NIT) and the Biliran National Agricultural College (BNAC) into a state university in Biliran Province in the past. There had been consultations to this effect, even prior to the first successful attempt to enact a bill in the Lower House in 2004, which however failed to be brought up to the Senate by virtue of the opposition of a former congressman who sponsored the first bill for a Biliran State University but scuttled it.

It is therefore unfair for the position paper to cast aspersion on the previous decisions arrived at by the academic leaders of NIT and BNAC, the municipal leaders in Naval and Biliran towns, and other support groups and sectors around the province. I may not have agreed with their collective decisions on this issue or its details, but I respect the decision-makers’ right to make them, given the circumstances they faced.

B. Second, SB2146 enshrines and gives credence to a particular perspective in the NIT-BNAC saga…

I have no basic opposition to Naval State University’s eventually being renamed the Biliran State University, preferably through amendment during the next session of Congress, to make this consistent with standing CHEd policies. (At least, Rep. Glenn A. Chong is open to this suggestion in one of his Internet blogs.) I had hoped that CHEd would insist on the Biliran Province’s identity in the name during the congressional hearings, but it seems it did not do so in the Lower House or in the Senate. Anyway, the proposed name-change has a precedent, which could be later invoked for NSU. The state colleges integrated under the university system of the former Visayas State College of Agriculture (ViSCA) was initially named Leyte State University (LSU). This was later amended into Visayas State University, apparently to reflect the former name of the lead state college and main campus.

As for the detailed provisions of the approved SB 2146, I suggest that the framers of the position paper compare these with the provisions for similar bills creating universities in many other provinces in 2004. They would look essentially similar in substance and spirit.

The arguments invoking superior vs. inferior institutional images and little vs. substantial economic assets to contrast NIT and BNAC are lame excuses that could not refute the fact that the integrative arrangements that governed both institutions before the enactment of the university bill already followed the prescribed policies and procedures of the CHEd. On the matter of donated lands for schools that later became state colleges, this was never raised as an issue in other state colleges that were integrated into universities in other provinces of Eastern Visayas. After all, their respective recipient institutions have retained the basic functions for which the lands were donated.

C. Third, SB2416 dangerously toys with history.

There is an obvious dig here at my works and writings on the local history of Biliran Province. Let me make it clear that I never entertained the idea that my views on various historical issues affecting our province would be last word on these issues. I welcome other scholars and researchers to challenge them, or even refute them, to advance our knowledge and understanding of our local history and collective experience as a people.

The framers of the position paper are, in fact, the ones toying with history by even implying that a new round of rivalry and enmity between Naval and Biliran towns could be unleashed out of the present state university issue. Not me.

D. We, the donors of the lands on which BNAC now stands…

I have noted earlier that there had been prior consultations and signed resolutions pertaining to the initial bill for the creation of a university in Biliran Province, which reflected among others the sentiments of the land donors for BNAC. Since the documents reflecting the local sentiments were not refuted, disowned or retrieved prior to the enactment of SB 2416 and its counterpart House Bill No. 14414, they naturally became part of the files of supporting official documents that had accumulated in the past. It is presumably too late to disown them now or pretend that they never existed.

E. We, strongly affirm as well our commitment that a unified state university in the Province of Biliran is the way to go.

The basic function of a university is to provide a strong liberal arts education foundation in support of its more technical pursuits. This principle was largely paid lip service during the struggle to establish a university in Biliran Province. And this role confusion is again reflected in the position paper, which seems to emphasize thrusts best fit for specialized technical colleges, and not that of a university.

Even if the enacted Naval State University would be renamed Biliran State University by amendment in the next Congress, it does not mean that its main campus should also be in Biliran town. In other state universities, the main campus was located in the former state college located in the capital town or city, or in the older or oldest component institution. Thus, the former Leyte Institute of Technology (LIT) in Tacloban, the main campus of the present Eastern Visayas State University (EVSU), is the oldest in its integrated group of state colleges. Same with the state colleges integrated with the present Visayas State University (VSU), which was named Leyte State University (LSU) at its enactment. Its main campus is in the former Visayas State College of Agriculture (ViSCA) in Baybay, the oldest in its group. In our case, aside from the fact that Naval is the capital town, NIT also became a college ahead of BNAC. It therefore meets the key criteria for the location of main the campus.

The size of the campus has never been a factor in the determination of main campuses for other provincial universities. The former Carigara School of Fisheries and the former Tolosa School of Fisheries have bigger campuses than the former LIT in Tacloban. But none of them insisted on becoming the main campus of the Eastern Visayas State University in Leyte. In Eastern Samar, the former Eastern Samar Agricultural College (ESAC) in Salcedo town has a much bigger campus than the former Eastern Samar State College in the capital town of Borongan. Yet it never insisted on becoming the main campus of the present Eastern Samar State University (ESSU).

F. We believe that there is a better process – one that is inclusive, consultative, builds on the best of both institutions and promotes the high ground.

I also believe that there was a better process for arriving at the present situation – the enactment into law of Naval State University by both the Senate and the House of Representatives. But turning back the hands of time or invoking a pre-enactment status quo would now be wishful thinking. I seriously doubt that a university bill already enacted into law by virtually all congressmen and all the senators present at the second and third readings, respectively, in Congress could be stalled by a late-submitted anonymous position paper and whatever supporting manifestos it could muster.

Conclusion

It is obvious that the framers of the position paper were using invented facts and faulty premises in arriving at their conclusions and recommendations. Thus they fell short of the high ground they were aiming at. Their concerns are best discussed and submitted to a new round of consultations after the Republic Act for Naval State University would have been signed into law by Pres. Gloria Macapagal-Arroyo, and after the NSU has been duly inaugurated. By then, the university would be shielded from partisan politics and would be governed by collegial consensus-building and decision-making procedures and processes that may even appear strange to the dictatorial tastes of the most jaded hard-core politicians.

It is not yielding to political pressure. It is about consultation. It is about process.

True, the law calls for integration of institutions of higher learning in one province. Note that the key word there is INTEGRATION. What happened with the BNAC and NIT was not. Rather, the bill that you sponsored and was enacted into by Congress talks of the conversion of the NIT into a state university and by some accident and afterthought BNAC is included somehow.

Surely, the efforts of the people of Biliran to donate lands to BNAC that it may rise in the Province deserve recognition. Dili ba Congressman? Wouldn’t it be more just, therefore, to have named it Biliran State University to reflect the contribution of everyone? Wouldn’t it be more representative of all of us? Wouldn’t “An Act Creating the Biliran State University by INTEGRATING BNAC and NIT” sound better and be more consistent with the state’s policy of integration. The laws creating the Eastern Samar State University, Southern Leyte State University, Leyte State University reflect such.

Kay ano nga Naval State University man gud? Because Navaleños feel they were short-changed when the whole Province was named after Biliran town as you say? So, karon gusto mo nga ingalan sa Naval na pud ang state university? Para lang masayod ka Congressman, ang pagkahimong seat of political power sa Naval (or capital) resulta sa civil war. All the blogs expressed their strong opinions about the hotly debated issues in our province. This is democracy and everyone is entitled to their arguments. However, one thing i noticed is that Congressman Chong’s comments are childish and amateurish. I can’t imagine a person of his stature can utter his rebuttal like an irate housewife. We need a little class here. We need someone who can explain delicate issues to their constituents professionally and intelligently.

i even commend you for your effort. i believe in a good academe myself and as i mentioned before, this is probably better for our students in the long run. i even said it may be too late for beckering about this issue since the whole process has basically been done. some people are splitters but i’m not sure if you are one of them. dont lump people into for and against you, and lumping me on the latter because i voiced an opinion that you did not like.

The name Naval State University should really be amended to Biliran State Universityin the next Congress. I am from Naval but naming this university after the town was a monumental error that should be corrected as soon as possible. The immediate consequence would be reduced budgetary allocation from the national government because of NSU’s implied limited coverage, my friends from other state universities in Eastern Visayas are already laughing because in the coming budget hearings with CHED they can always claim a larger piece of the pie because of their larger area of coverage. How can NSU claim a bigger budget from the government when the ther SUCs can claim that it only covers a single town? Compare this to Eeastern Visayas SU, Visayas SU or even Southern Leyte SU. Have you ever heard of a Tacloban SU or a Borongan SU? Heck, even Palompon Institute of Technology is planning to become the Western Leyte State University.

Rep. Chong & NSU Board of Regents, do the groundwork for the amendment of the name starting like right now or else Naval State University will remain to be the laughing stock among the SUCs.

NSU or BSU for me is not an issue to reckon with… what is important that and institution like NIT has been upgraded and now a university…

If one wanted a BSU which I know that the jealous group have been pushing in the last stretch of the university hood of NIT they should have done that 5 to 10 years ago….

Are you against the establishment of NIT to NSU because of the name? You are just like facing a very wide white surface and the very very small black dot spotted in there and you talk so much on that black dot. That means you are hopeless and meaningless personalities. It s better for you I think to be silent and to renew. Anyway you have still chances to turn 360 degrees from your original position if miracles will occur. Every thing in Biliran is going better for the last 3 years. Only the indifferent persons could not feel the changes and development.
You know budgetary requirement of NSU depends on its programs and projects, the number of courses offered, the number of students and teachers, and its facilities. The scope BSU or NSU would be the same they are the eight municipalities of the province and maybe the part of Northern Leyte and WEstern Leyte. So? What is the difference between BSU and NSU in terms of scope/coverage? Common guys, wake up for a brighter new day! God bless us all…

from an outsiders perspective, the kind of argument that one place should be over another is such a pity in such a small place like biliran.

having a university is something to be proud of for the entire island. unless of course, the students from biliran and other towns are not allowed to have the same benefits if they intend to study ni NSU. however, if such is not the case; then it is totally childish when mud are being thrown around for having such a big accomplishment.

maybe a good integration plan should come now that a university has been born..biliranons and other people should not feel discriminated by navalenos should their path crosses in the university. furthermore, university faculty and others members should not feel discriminated when they perform their duties and functions in the BNAC.

all in all, the comments(the meaningful ones) here are good indicator that there is a healthy democracy in the province. in the worst case, all just have to agree to disagree on some matters.

IT courses even from great schools suffer the same situations. the courses they teach is not anymore what is needed by the industry, for example, they teach archaic language such as visualbasic, cobol, how to use word, how to make paragraph, bullets etc..etc…even C programming and others…these are not the mainstream languages/tools used by the IT industry today.
of course some argue that they are necessary skills needed…however, time is a very scarce commodity. might as well focus on whats on the market and build on it.

thats why some graduates are underemployed because they have to make do with what they have learned and in a competitive market such as today, knowledge is power.

the IT industry is very dynamic, they tend to utilize tools that could do the job well and in the shortest possible time.

i guess most have heard OOP, java, .net, linux…etc…etc..even web services and so on…these are but new and improved way/tools of solving IT problems. hence they are adopted.

it would take a great deal of effort to keep pace with the changing times, however, it is a MUST. either we adopt or we fall behind.

a good map would be:

1) evaluate the current mainstream technologies used by IT companies(not call centers). one of the criteria should be price.

2) reflect the results in the current curricula. this doesnt have to cost gazillions as off-the shelf items are cheaper than those promoted by system builders. afterall, students can be taught to build their own machine if the parts are available.

3) adopt and change the curricula as needed

4) benchmark students with certifications such as PhilNITS to measure up with the standard

5) keep a core IT faculty members(those who are passionate and less likely to jump off the ship in the next 3-5 yrs) updated and trained.

lastly, instead of destroying each other in the 80++ posts above, maybe, just maybe, there is a way in which one can appreciate what the other has done and compete by doing better other than trying to pull one off.

its a matter of perspective they say, either its a glass half-full or a glass half-empty.

I am not an Espina follower nor any other politician follower, I just want to share my thoughts and opinions about this chaning of NIT to Naval State Unviersity arguments. For me these people who are opposing are not exactly Espinas people nor people who are jealous but people who just want to share their opinions and feelings..We live in a society nowadays when there are lots of educated and exposed people, who are not afraid to let out their opinionated minds. For those who are in the positions, be prepared to subject yourselves to these kind of people and be open minded instead of accusing them of following the Espinas or other politicians and selfishness. That kind of thinking is very shallow and old school practice. Even children nowadays answer their parents and expalin themselves openly. We are in a different society now, society that is very advanced in everything. To those who feel bad and get mad at these opinionated people, and accusing or vendicting them as followers of certain political party, jealousy and preventing the improvement is a thinking of small minds. Please reply them with convincing reasonings in intellectual ways, unless you don’t have that ability that only lead you to
suspicions and vendictions..That’s what we call intellectual conversations..

Thito and the rest:

The injustice in the creation of the NSU lies in the intent and the letters of the law creating it. The law unequivocally and clearly favors NIT over BNAC. Stated bluntly, the law simply forgets BNAC. The policy of the state on which the law is grounded is supposed to be INTEGRATION of institutions of higher learning in a province. And the laws passed in Congress in this regard are supposed to reflect this. Actually, laws creating state universities in other provinces in the whole country follow this except for the NSU in the Province of Biliran. Contrast “An Act Converting the Naval Institute of Technology into the Naval State University Integrating therewith the BNAC and Appropriating Funds Therefor” with “An Act Establishing the Southern Leyte State University by Integrating the Southern Leyte State College of Science and Technology in the Municipality of Sogod and the Tomas Oppus College in the Municipality of Tomas Oppus, both Located in the Province of Southern Leyte, Appropriating Funds Therefor and for Other Purposes”. Needless to say, the NSU law converts the NIT into NSU and strangely integrates the BNAC after the fact. It does not integrate both the NIT and BNAC to create a state university in the Province of Biliran.

This is not to say that there should not be a state university in the Province of Biliran. That there should be is already mandated by law as per the state’s policy of integration of institutions of higher learning in a province. It was only a matter of time for NIT and BNAC.

The issue here is DUE PROCESS.

True, the responsibility of Glenn Chong as sponsor of the bill is to make sure that his bill becomes a law. But it is also equally true that his other responsibility is to make sure that his constituents are represented in the crafting of national legislation. In the case of the NSU, the law creating it directly affects and involves the district Glenn Chong represents. In other words, he must work for its passage and make sure that his constituents are also represented.

The truth of the matter is Glenn Chong has not had any consultation with the different stakeholders of BNAC on the NSU. Most of the different stakeholders, the donors of BNAC’s lands for one, knew only when it was announced on biliranisland.com that the new bill has already passed third reading in the Senate. That the position paper came out very late is an indication that stakeholders particularly in the Municipality of Biliran were not consulted.

True, calls were made with both Houses of Congress, with the CHED and with the Office of Glenn Chong about the NSU. For the information of everybody, the nature of these calls was more to understand what transpired in the whole process and what can be done about the apparent injustice that has been committed. For example, the Senate was asked if there were public hearings and if there were, who were invited to attend. (Note: we can just admire Glenn Chong’s capacity to twist our act of calling these offices done in the exercise of our rights as malicious and un-Biliranon as if he actually heard what was said.)

All the questions led to one answer and that is that Glenn Chong, as both author of the bill and representative of the Province on which the state university is to be created, had the power to influence the contents and intents of the bill (and even on the choice of who gets to attend the public hearings). And to do something about the issues being raised even at that point. Thus, representations were made with the Office of Glenn Chong.

It’s true that at that time the bill was almost a law. Pero, dili ba nga dapat paminawan ang usa ka balido nga isyu sa mga tawo ilabina kung kini naay kalambigitan sa ilang pagsakripisyo ug sa ilang kasaysayan? Ilabina kung kini mahitungod sa hustisya? Mag unsa man ang usa ka state university kun kini mamahimong ugat sa atong pagkagubot ug dili pagkahiusa? The fact that this issue remains to be an issue would tell us that different stakeholders of BNAC have strong feelings about what happened.

Ug isip usa ka institusyon, aduna kiniy iyang kaugalingon nga kasaysayan ug nag simbolo kini sa pakigbisog ug damgo sa katawhan. If we look into the press release of the NSU’s launching, the history of NSU is traced to the founding of NIT. What of BNAC’s history? And the emblem of NSU, what does it represent? Only NIT? Pagkapait gayud. Maayo unta kung parehos sa Southern Leyte State University. Tan-awa ra gud ilang kasaysayan http://www.slsu.org/. Nganong dili man pwede nga ing-ana sa ato pud sa Biliran?

The process was even made more painful by the fact that Glenn Chong has promised Biliranons that he will help BNAC. He made the promise twice, people say: first in the San Juan Nepomuceno Plaza before the elections and another during the Kusog Han Biliran fiesta celebration in Manila. Ug kanang iyang mga pinulungan didto mitatak sa mga Biliranon. Ingon pa daw gani siya nga batuhon siya sa katawhan kung wala siya’y mahimo sa BNAC.

Sadly, there is no other way to go but to hold those who have made this possible accountable. And the battle, indeed, has to be here and this coming elections. Glenn Chong may have scored electoral votes in having the state university named Naval State University to pander to vote-rich Naval. But, the lone district of Biliran is not composed of the Municipality of Naval alone and that the people of Naval actually know better. A State University should embody our Province – what and who we are. More importantly, it should involve and recognize the contributions and histories of different stakeholders.

point very well explained mr. aragon. i do symphatize with you and all the biliranons who feel like robbed by this whole process. i hope supporters of rep chong and he himself can explain these issues in a very civilized way. not the usual mudslinging and use of foul languages. one should be held accountable for actions that look disputable in many different ways. hopefully these were not done out of self-interest. i am not comparing apples from oranges here but to take a very good analogy, there will never be peace between israel and the middle east because this kind of disagreements has more that just ideology itself. it is more about what makes people who they are, and in this case, how an institution like BNAC became a very important part of generations of Biliranons. it is part of their lives and for someone to just transform it hastily without the knowledge of majority concerned is unacceptable. most people do want change and prosperity (having a university in our midst is definitely good). as long as people want it themselves and feel like they’re part of the whole process… no one should be left behind…

THE SUSPECT (ANTONIO BARCELO) STOOD UP, DRAW A GUN AND SHOT REVEL ANG WHICH WAS ALMOST HIT AFTER BEING SHOT USING A CALIBER 45 PISTOL. AFTER WHICH A COMMOTION ENSUED, SUSPECT ALLEGEDLY FIRED TWO SHOTS INTO THE AIR AND FLED RIDING A MOTORCYCLE. THE ANG FAMILY (JUVE, RUPERTO,ETC.) I am from Bacolod City. I graduated my degree BSA major in Agricultural Education from BNAC in 1987. I am at present a Secondary School Principal in the Division of Negros Occidental. Occasionally, I visit the Biliran Website to find out any developments the Biliran province particularly my Alma Mater achieved/acquired or received in the past several years. How I personally wish BNAC will be converted into either Biliran State College of Agriculture or BILIRAN STATE UNIVERSITY. Having learned that NIT now enjoys the University status by virtue of a Senate Bill and integrating therewith BNAC, I felt an amalgam of emotion; happy on one hand and sad on the other, because I can see (am sorry to say and my apology to Cong. Chong) that the name for the University did not conform to the very spirit of the CHED’s policy regarding the creation of a state university which explicitly provides that… a state university must be named after the name of its province. Am sure, the people of Biliran, especially the BNAC community are not completely happy with the conversion of NIT to NSU, because they felt DIS-integrated and are overly disgruntled with the integration as you accentuated. But, as what you have earlier said the name can still be changed by way of legislation, citing LSU having been renamed VSU. I admire you for that Cong. Thank you and good luck!
