Naval, Biliran (12 February) – Congressman Glenn Chong, the young solon of the Lone District of Biliran publicly announced in his speech on the occasion of the inauguration of the Naval State University (NSU) and investiture rites of Dr. Edita S. Genson as the first university president of NSU on February 11, 2010, an almost a dozen of his plans in the next term of office.
Congressman Glenn A. Chong said that he and the people he choose to work with over the next term will work on a set of specific measurable deliverables sometime in March and April this year.
Part of the specific plans he presented in his message include: the enactment in part of a comprehensive local investment code to attract foreign and domestic capital by offering a variety of fiscal and non-fiscal incentives including graduated tax holiday based on specific levels and types of investments; delineation of portions of the public land and make them available for lease at cheap rates to brick and mortar businesses and investments; creation of an office dedicated purely to the promotion of trade and investments, tourism and agriculture; conservation of jobs for the Biliranons by issuing identity cards for all residents of employable age and that those bearing such cards may be considered for employment within the territorial jurisdiction; continuation of investments in public infrastructure in all barangays, municipalities and the national road network in Biliran province; full implementation of strategic health initiative by instituting a full medical and dental caravan and an emergency medical services system that is absolutely free and serving the Biliranons right in their barangays all throughout the year; increase in the annual incentives by the provincial government of the barangay health workers by 100% to compensate and encourage them to serve the people better; to buy every barangay’s waste materials on a weekly basis and put mechanisms to use the proceeds only either to buy medicines for the people or to put them in public infrastructure within their respective barangays; continuation of investments in education of school children from the elementary to the tertiary level by providing school shoes and wheeled bags to 26,000 elementary pupils, procurement of six additional school buses to the current fleet of 14 bringing total ridership to 20,000 secondary students per week and providing additional 400 scholars to the existing 1,600 tertiary students; giving public school teachers an instructional materials allowance of a minimum of P500 per month for every month of actual service and implementation of laws crafted mandating the construction of three new national high schools for science, information and communication technology and culture and the arts.
He said that in order to uplift the lives of the people and give them better quality of life, there is a need to create a condition that allows for sustainable economic growth that must be at a level higher than the province’s population growth rate if one wishes to take the people from the clutches of grinding poverty.
Congressman Chong categorically stated that no amount of publicity or incentives, fiscal or otherwise can attract capital and jobs where the local infrastructure is either sorely inadequate or crumbling, no amount of publicity or incentives can attract capital and jobs where the people are sickly or unproductive and no amount of publicity or incentives can attract capital and jobs where the workforce is uneducated.
The young Biliran solon informed that the three key areas he repeatedly mentioned are the necessary ingredients to create that condition that will bring about sustained growth in the economy, investments and jobs for the Biliranons. (PIA-Biliran)

the million dollar question would be:
if the someone[fill in the blank for any politician you hate these days](and this goes to all other politician who might be in such a limelight today) did a bad job in their XX yrs of service (12 yrs as quoted above), how come they lasted more than one term? is it not logical for the voters to depose them and point out such mediocre performance right where it is new?
biliran is with a population of 150,031 (census of 2007, http://www.census.gov.ph/data/pressrelease/2009/pr09106tx.html)
of which there are 149,733 households and majority (53.7 percent) are of voting age, does it take 12 yrs for the BILIRAN voters to realize and make the correction just now?
