I wonder when a truly independent media outfit and civil society organization would rise in the Province of Biliran.

The Biliran Clarion is pointedly and unabashedly pro-Glenn Chong. Its name should have been Biliran Chong-yan. While I am not pro-Espina (I have to say this lest I be branded here by pro-Chong people as binayran sa mga Espina), I believe Glenn Chong, too, has his own share of shortcomings – which independent media and civil society groups should point out, highlight and question – if only to raise the bar of public opinion and contribute to the shaping of a conscious and well-informed Biliran polity. In the end, it is an informed public and an active citizenry that are the best guards against corruption and misgovernance (and political dynasties).

I believe that Glenn Chong’s supporters are well-intentioned. And the premise on which their support for Glenn Chong is hinged is that he is the guy who can challenge the Espinas’ political stranglehold of Biliran. Unfortunately, with the way things are shaping (e.g., the Biliran Clarion), it would seem that their initiatives are slowly becoming to be a throwback to the politics that is personality-based. I can only sense danger when groups that are supposed to inform the public and act as check and balance are themselves becoming blind and one-dimensional.

That is why wily and scheming politicians, almost always, end up having a feast.

Just a thought.

Biliranon seems to forget that the website he/she is using in expressing his/her views and opinions on the things that transpired in Biliran province is an independent media outfit though it does not belongs to the tri-media existing in the country but is considered as a form of electronic media.
With regards to an independent civil society organization, there are several society organizations in Biliran province but they just insulate themselves from politics nor associate their groups from any politicians or affiliate in any political groups. There is the Knights of Columbus, the BCBP and some other civil society groups not wanting due recognition which you’ve failed to look at to.
The Biliran Clarion is pointedly and unabashedly pro-Glenn Chong.
If you only done a thorough research on the origin of Biliran Clarion you will know that the paper is there at time when the fate of the Biliranons is at stake. The Biliran Clarion was there when we wanted independence from Leyte province through its intellectual campaign for its provincehood. The difference was that the Biliran Clarion now is manned by new breed of writers and is now fighting with a different cause which is aimed at exposing bad governance.
Though, mistakenly viewed as a political tool of the other camp but in its entirety, the purpose is for enlightening the minds of the people through comparison between what were done by the long Espina rule and the short term Chong period.
In the end, it is an informed public and an active citizenry that are the best guards against corruption and misgovernance (and political dynasties).
May I remind Biliranon that the previous issues of the Biliran Clarion before the 2007 elections were a concrete premise how effective Biliran Clarion is in informing the public that makes an active citizenry. Look, it helps informed the public on the acts of corruption and misgovernance, as you said, which resulted to the defeat of the once considered political genius in Biliran. History might repeat itself, mark my word Biliranon.
Unfortunately, with the way things are shaping (e.g., the Biliran Clarion), it would seem that their initiatives are slowly becoming to be a throwback to the politics that is personality-based. I can only sense danger when groups that are supposed to inform the public and act as check and balance are themselves becoming blind and one-dimensional.
The initiatives of the people behind the Biliran Clarion and some people who supported the cause for the entanglement of Biliranons from the bondage of ignorance of what is happening around which you branded as one dimensional, personality-based politics and are blind is the more credible and can be trusted than for a person enveloped by one’s own political biases and prejudices.
Please do more research and do not leave a cup half-empty.

My apologies Navaleno. It was not my intention to denigrate the initiatives of those who were behind Biliran Clarion in the past or of its past issues. I was referring to the issue of Bilrian Clarion posted here.

There’s no mistaking that it is pro-Glenn Chong. You just have to read the features contained in it. Even the way the titles are phrased and the way things are presented – they are in themselves a veritable give-away. In addition, no interviews were conducted with the other side nor were there third party opinion/clarifications on the issues being raised.

What is appalling is it praises Glenn Chong to high heavens. it certainly creates the impression that its loyalty is to the person that is Glenn Chong and not to the principles that he espouses that the Biliran Clarion staffers (or the public) want to uphold. For example, it’s silence on the inability of Glenn Chong to make good on his pro-change, new politics and good governance is glaring. There are tell-tale signs that the Chongs have the tendencies to become the next Espina and yet, the Biliran Clarion, has also failed to point this out.

The same can also be said of civil society organizations that you have mentioned. BCBP, particularly, was very vocal against political dynasties. And it was also very vocal about its moralizing in the past elections. But, where are they now when Glenn Chong has drafted his father for governor and has, without batting an eyelash, vigorously defended political dynasties in a shameful turn-around.

All these, somehow, would show that politics in Biliran, even for those who supposedly espouse for a better one, is still undeniably personality-based. And it is this kind of politics that is at the root of our predicament and even of the rise of the Espina political dynasty in our midst. Praising Glenn Chong to high heavens and turning a blind eye on his fundamental errors (and even on his slight transgression and excesses) to dislodge the Espina dynasty without educating the people and dismantling the structures that make an Espina dynasty possible do not an empowered citizenry make.

Biliran Island.com’s pioneering efforts in fostering discussions and exchanges of opinions are remarkable. And are definitely a good start. While i am proud and recognize its contributions, i am also aware of its limitations. It is not a media outfit (meaning to say an independent news organization that subscribes to journalistic standards and ethics whose main interest is to inform the public). But, yes, it uses the internet as a medium. Allow me to make it clear that Biliran Island.com is fine as it is – a community board in the internet where people can access information and discuss.

Duna koy kaila nga correspondent nga nag ingon nga lisod makagawas ang balita gikan sa Biliran sa Inquirer kay dili mohatag sa ilang side ang mga Espina kung kontakon o pangutan-an. Mokugnut lang. Kay ug wa kono moyambat si Pugak sa Radyo Nila, dili unta to makagawas ang mga balita dinhi bahin sa ambush kang Charlie ug kaubanan niadtong 2008. Mao nga nabalanse ang balita, bisan ug indirect ang paagi, kay nalipat si Pugak. Pareho pod ang nahitabo sa nakagawas nga balita bahin sa “Climate of terror in Biliran.” Mora ug si Dok Rabbit ba to ang nalipat pagyambat diha pod sa radyo.

Sanglit duda ko nga mo kooperar ang mga Espina kung moanhi ang Imbestigador sa GMA-7, basi sa sugyot ni Satur Ocampo, aron pagtuki sa pagkabalhug ni Saul ug 2 ka taga CIDG sa provincial jail. Segurado man nga kuhaan ug video ang mga Espina, unya segurado man pod ko nga motak-um lang man gayud ni sila. Ayo ug mabitik? If Biliran Clarion is a decent medium, it should follow journalistic ethics and subscribe to journalistic standards. Otherwise, it should just admit that it is just a mouthpiece, a propaganda of Glenn Chong and that its staffers are his loyal subjects. And they are not capable of just, fair reportage and critical thinking.

Sa tinuuray lang, mas taas pa ngani kontra sa Leyte-Samar Daily Express.

Tungod kay dili man mo contribute ang kampi sa mga Espina sa Clarion, natural nga medyo tagilid kontra sa ila ang mga pahayag. Sama usab nga tagilid si Rep. Chong ug ang mga taga Clarion didto sa Biliranon newspaper ni Dok Rabbit, diin puro anonymous ang tagsulat sa mga artikulo.

The news and other articles printed in the latest issue of Biliran Clarion just so happened to be not favorable on someone’s journalistic taste. No matter how the news or opinion articles printed in the latest issue of Biliran Clarion have affected or hurt somebody but still its newsworthiness is still there. It informs the general public of what is happening in the province of Biliran.

You partly accused the staff of Biliran Clarion for not practicing or following the ethical standards or rules in journalism. Everybody is entitled to one’s opinion but if you will look the news articles written on the frontpage about the upcoming infrastructure projects of Congressman Chong, NSU speech, CIDG members now in provincial jail and other news articles printed, those articles really subscribed to the standards in writing a news article. The important elements of five W’s and one H in writing a news article are all there.

With regards, to the columns of Congressman Chong, a certain Aquarius and one Emil Justimbaste, columnists will write on something based on their observations and it is up to the reader to prove, to analyze and to comprehend whether or not what one is talking about is the reality, the truth or not.

I’m challenging now the brilliant minded Biliranon to please write all of your observations to all the articles written on the latest issue of the Bilran Clarion but be sure that your observations would only be limited to the standards and ethical practices in journalism. The staff of the Biliran Clarion might be willing to publish your commentaries and views of the recent articles written.

Even your commentaries on the articles written on the Biliran Clarion is an indication that you patronized it and perhaps it enlightened a little of your mind if it is not clouded and full of personal biases and prejudices towards a particular group or person.

Try to investigate on the real issue behind all those news stories written in the latest issue of the Biliran Clarion. I advised you to talk to Fr. Benjie Pantas, Caibiran priest regarding his statements on the Caibiran mining; try to visit the Biliran Provincial Jail if the two CIDG suspects were still there and I advised you to see the cracked portions of the newly paved road going to the provincial police camp in Larrazabal, Naval so you will see for yourself the truth behind the news articles written.

Again, you can shout to the whole world that the staff of the Biliran Clarion is Glen’s mouthpieces yet their being the Congressman’s mouthpieces as you think bring the Biliranon timely, accurate and relevant news and information which you really cannot accept as fair and just.

By the way, your statement regarding the BCBP is categorically unfair and unjust because you have cited that the group’s stand on the dynasty issue as a group have changed with the fielding of Glen’s father for the position as governor. If you are a news writer, try to verify and scrutinize if their stand on the dynasty issue as a group have changed by interviewing majority of its member on the issue at hand and not just by believing on one or two members story or did the group have already issued an official statement regarding the matter favoring or not the issue at hand. Speculations may be considered a source of news but it has still to be verified and be substantiated by data or official statements coming from the group or from a person in authority.

Which really brings me to my earlier point asking about when a truly independent media (or news organization) would rise in the Province of Biliran. Because the way things are now, it seems that Biliran Clarion is for the Chongs and Biliranon (I didn’t know this was the name of Roger’s newspaper so I have to change my nick :-) ) is for the Espinas. Pero, asa man ang media nga para sa katawhan? Kanang mu-question sa bisag kinsa – the Chongs, the Espinas and their kind in the Province ug uban pang pulitiko ug institusyon apil ang simbahan. In other words, a media that really educates and whose interest is really that of the Biliran public; a media that raises the bar of public opinion and does not indulge in partisan electoral bickering and rumormongering.

This kind of media organization subscribes to the highest standards of journalism. By this, I do not mean basic news writing (i.e., 5 Ws & 1 Hs). It is about editorial policies and ethics that govern data gathering and news writing.

Biliran Island.com here has started a pioneering effort. Perhaps, it is now time to move beyond the community board type to a news-based format.

On the BCBP, I have not read or heard any statement from the group on the issue of Glenn fielding his father for governor. Very much unlike the previous election where they have practically sprang from everywhere to convey their message. The same can be said of other vocal priests. And that is where I based my statement. To be fair, the Bishop has supposedly issued a pastoral letter saying that dynasties are intrinsically disadvantageous to the public. I missed the Easter Sunday mass so I don’t know if this is true. Could someone post the pastoral letter here. That is a good start. Kudos Bishop!
