Dili ang mga kandidato ang ilang gilimbongan kun dili ang mga katawhan mismo. Pagkalooy sa atong mga kaigsoonan nga anaa sa tumang kalisud, giyatakan pa gyud ang ilang katungod. Dili ra man sila mobati niini kay nakapabor man sila sa mga limbongan.
Maayo unta kung ang atong mga kaparian ug si Bishop BACTOL dinhi sa atong mahal na provincia sa BILIRAN mo tabang sa pag-awhag didto sa manila comelec sa manual recount sa mga balota nato. Para gayod makita kung sikinsa gayod ang tinuod mingdaog sa miaging piniliay.
Kini sila sa pikas ming samot gayod sila sa panglimbong kada election.dili gayud sila molaban ug patas.unsa kaha ang ilang gikahadlokan nganong manlimbong gayud sila para lang modaug. ikapila nana nila buhat ang panglimbog kada election, siguro karon kinahanglan nata mo tindog ug mosukol sa atong katungod ug ato nana tarungon ang ilang mga hiwi na binuhatan.BILIRAN kanus pa man ta mosukol dianing mga tawhana kung maila nana tanan ang atong mga kayamanan.

Congress summons canvassers in areas with no COCs

MANILA, Philippines—Congress on Tuesday summoned the heads of the board of canvassers of 12 provinces and cities which failed to electronically transmit the certificates of canvass to the House of Representatives.
At the same time, the chairpersons of the board of canvassers of six provinces and cities which did not send copies of CoC to the Senate were asked to appear before the canvassing body to explain.
On Tuesday’s continuation of canvassing, Senate Majority Floor Leader Miguel Zubiri identified the 12 provinces as Aurora, Biliran, Bukidnon, Cagayn de Oro, Camarines Norte, Davao oriental, Ilocos Sur, Kalinga, Pampanga, Romblon, Surigao del Sur and San Juan City.
Lanao del Sur also had no electronic transmission of the CoC because it has yet to hold a special election.
Meanwhile, the six areas that did not manually transmit copies of CoC to the Senate are Malabon, Lapu Lapu City, Cebu City, Capiz, Iligan City and Eastern Samar.
In counting the votes, the joint congressional canvassing committee compared the results generated from the consolidation and canvassing system (CCS), or the server of the House, and the CoCs manually transmitted to the Senate.
Each province or city should have a CoC that is electronically-generated and manually-transmitted for comparison, thus areas which lack either was not yet canvassed.
At Tuesday’s resumption of canvassing, the joint committee counted the votes from Baguio and Siquijor, which were earlier deferred, after Commission on Elections commissioner Gregorio Larrazabal said there was no discrepancy in the total number of votes cast and the ballots counted in the areas.
Senate President Juan Ponce Enrile also said that the canvassing committee has ruled that the lack of digital signature of the board of election inspector being raised by lawyers of some candidates “is not a ground for objection to the canvass of the CoC.”

SC orders court to dismiss libel case vs pre-need victims

The Supreme Court (SC) has made a clear stand on the issue of “internet libel” after it recently ordered the dismissal of a libel case filed by an advertising firm against a group of parents affected by the collapse of college pre-need plans years ago.
The SC First Division, through Associate Justice Conchita Carpio-Morales, ordered the Makati Regional Trial Court Branch 149 to quash the libel complaint filed on Oct.18, 2005 by Jessie John P. Gimenez, president of the Philippine Integrated Advertising Agency, Inc. (PIAA), the advertising arm of the Yuchengco Group of Companies (YGC), citing its lack of jurisdiction over the case, the internet being a universal medium of communication.
“It hardly requires much imagination to see the chaos that would ensue in situations where the website’s author or writer, a blogger or anyone who posts messages therein, could be sued for libel anywhere in the Philippines that the private complainant may have allegedly accessed the offending Web site,” the SC said.
“Limitations imposed on libel actions filed by private persons are hardly onerous, especially as they still allow such persons to file the civil or criminal complaint in their respective places of residence, in which situation, there is no need to embark on a quest to determine with precision where the libelous matter was printed and first published.” the court clarified.
Now retired Chief Justice Reynato Puno and associate justices Teresita Leonardo-De Castro, Lucas Bersamin and Martin Villarama Jr. concurred.
The complaint was filed on Oct. 18, 2005 by Gimenez. The SC, however, noted Gimenez was “tasked with preserving the image and good name of the YGC as well as the name and reputation of the Yuchengco family.”
The 13 counts of complaint was filed on behalf of the Yuchengcos, in particular former Ambassador Alfonso Yuchengco and Helen Y. Dee and of the Malayan Insurance Co., Inc.
Named in Gimenez’s libel complaint were Philip Piccio, Mia Gatmaytan and Ma. Anabella Relova Santos, officers of Parents Enabling Parents Coalition, Inc. (PEPCI); John Joseph Gutierrez, Jeselyn Upano, Jose Dizon, Rolanda Pareja, Wonina Bonifacio, Elvira Cruz, Cornelio Zafra, Vicente Ortueste, Victoria Gomez Jacinto, Jurencio Pereche, Ricardo Loyares and Peter Suchianco, who are trustees of PEPCI; Trennie Monsod, a member of PEPCI , and a certain John Doe, administrator of the website http://www.pepcoalition.com.
The accused took the case to the Supreme Court (SC) questioning the jurisdiction of the Makati court over the online publication after Makati judge Cesar Untalan denied their motion to quash the Amended Information indicting them for libel.
PEPCI had been formed by a large group of disgruntled planholders of Pacific Plans, Inc. (PPI) – a wholly owned subsidiary of Great Pacific Life Assurance Corporation, also owned by the Yuchengco Group of Companies (YGC) – after they were unable to collect or avail of the benefits from their claims after PPI, due to liquidity concerns, filed for corporate rehabilitation with prayer for suspension of payments before the Makati RTC.
Decrying PPI’s refusal/inability to honor its obligations under the educational pre-need plans, PEPCI sought to provide a forum by which the planholders could seek redress for their pecuniary loss under their policies by maintaining a website on the internet under the address of http://www.pepcoalition.com.
Gimenez alleged that PEPCI also owned, controlled and moderated the internet a blogspot under the website address http://www.pacificnoplan.blogspot.com, as well as a yahoo e-group at [email protected]. These web sites are easily accessible to the public.
Gimenez, in explaining his choice of filing the case before a Makati court, said he accessed the website in Makati on various dates from Aug. 25 to Oct. 2, 2005.

Piñol urges manual Cotabato vote recount

KIDAPAWAN CITY — A province-wide recount of the ballots cast in North Cotabato during the May 10 elections was suggested by Vice Gov. Emmanuel Piñol to erase doubts on the alleged cheating that happened not just in the province but in several other areas of the country as well.
The manual recount came after a regional trial court ordered the Commission on Elections (Comelec) to open a contested ballot box in one of the towns of North Cotabato. Piñol said the contested ballot box contained the ballots cast by about 60 members of the Iglesia ni Cristo (INC) who allegedly voted for one candidate. But when the results came out, the candidate of the INC members garnered zero vote.
Piñol, a three-time governor of the province, said such a scenario was not only limited to one area of their province. As such, he said he would like the Comelec to do a manual recount in the entire North Cotabato.
“Please make North Cotabato the pilot area in proving that no cheating happened. We demand an actual manual count on all the ballots cast in the province,” Piñol said.
On Monday, Piñol found proof on his claims that there was cheating in the May 10 elections.
In the Youtube website, three videos of alleged cheating done in several areas all over the country were posted. One of the videos shown was that of the alleged cheating in North Cotabato with the title “True Result North Cotabato.” The video was posted on May 28, 2010 by a person with username “dayaan2010.”
The video showed a posting in the Comelec election results website for North Cotabato (www.electionresults.comelec.gov.ph/res_reg4700000.html) wherein Piñol was seen as the winner in the gubernatorial race with 252,802 votes or 55.75 percent compared to Emmylou Mendoza’s 198,251 votes or 43.72 percent of the total number of votes cast.
The election result was posted in the Comelec website on May 14, 2010 at around 3:23 a.m.
In the Comelec‘s final and official tally, however, Pinol only garnered 199,332 votes compared to Mendoza’s 236,966 votes. Efforts to get incumbent congresswoman and governor-elect Emmylou Mendoza’s reaction to the issue proved futile as of this posting.
I still believe that if the Comelec accede to the clamor of all the losing candidates for manual counting of votes in their respective territories, it will do more harm than good for the integrity of the Automated Elections. Lets abide by the rule law. We have in place the proper forum in which to aire grievances and complaints if they really think there was indeed cheating. If the losing candidates really want manual counting, then there are the various TRIBUNALS who can do the job well, under the watchful eyes of the representatives of both the contending parties. For me that is the most civilized thing to do. I REALLY PITY ALL THE PEOPLE WHO ARE HOLDING THEIR VIGIL, FOR WHAT?

They are sacrificing their safety against those who empeded them not to participate in the said movement to air their sentiments and disbeliefs and they are collectively seeking that a recount be done to give light to their suspicion that the election has been rigged.
They should be applauded by their collective move because they have with them the noble gesture to ferret out the truth as to who really wins in the election…
Should their wish be granted. Democracy as it is can be felt in Biliran.

I appeal to everyone to be vigilant and insure no ballot boxes leaves the premises, or ballot boxes switched during the transfer. Insure that the ballot boxes are marked and double locked to prevent tampering.
Our protest rallies are starting to gain attention in the national capital and hopefully we will obtain what we are praying for, Meantime, please guard the boxes now stored in all municipal and provincial storage locations.
I encourage everyone to report immediately any suspicious moves to interfere with the ballot boxes. Use your cameras and cel phones to alert the protest rally organizers.
