Tacloban City – The filing of certificates of candidacy for the October 25 Barangay and Sangguniang Kabataan elections starts on Friday, October 1, 2010 as scheduled in the Comelec calendar of activities for the October 25 elections.

The would be candidates have only thirteen days or up to December 13, to file their certificates of candidacy. The forms may be obtained from the Comelec offices or may be downloaded from the Comelec website at www.comelec.gov.ph.

The candidates for the October 25 polls must file a “sworn certificate of candidacy” in person or through a duly authorized representative during regular working hours from 8:00 o’clock in the morning to 5:00 o’clock in the afternoon at the Office of the Election Officer of the city, district, or municipality concerned.

On October 13, the last day of filing, CoCs may be filed until 12:00 o’clock midnight.

The Comelec en banc, through Resolution No. 9029, enumerated the qualifications for the positions of Punong Barangay and Sangguniang Barangay Kagawad. The candidate must be a Filipino citizen, 18 years of age on the day of the elections, able to read and write in Filipino or any local dialect, and are registered voters and residents of the barangay where they intend to run for office for at least one year prior to Election Day.

On the other hand, SK candidates must be Filipino citizens, at least 15 years old but less than 18 years old on Election Day; able to read and write Filipino, English, or the local dialect; qualified members of the Katipunan ng Kabataan of the barangay where they intend to run for office and residents thereof for at least one year immediately preceding the election; and must not have been convicted of a crime involving moral turpitude.

Meanwhile, the campaign period for the Barangay and SK polls starts on October 14 and will end on October 23, 2010. (PIA 8)

    Tomorrow, Monday, October 4 is a very important day for Biliran. Tomorrow, representatives from the House of Representatives Electoral Tribunal (HRET) will collect the ballot boxes and election paraphernalia used in the past May 2010 Biliran elections for a manual recount of the Congressional elections.

    Let us increase our level of vigilance and active participation in insuring that the no one interferes with the ballot boxes and accompanying reports and paraphernalia.

    I call on everyone, that whilst we take our time to enjoy the festivities, we don’t take our eyes off the ballot boxes. Let us accompany the HRETrepresentatives to collect those ballot boxes until they are loaded into the container vans, padlocked and ready for shipping to Manila. For those of us who can spare the time and the money, Let us accompany the shipment to Manila until it reaches the HRET,

    The congressional recount will be executed first and the gubernatorial follows.

    Glenn Chong PROTEST UPDATE: Espina filed a manifestation with the HRET last week as a last-ditch effort to prevent the collection and recount of the ballots. He avers that the PET has priority over the ballots. We find his reasons deceptive. The HRET ruled on last tuesday to proceed with the collection of the ballots starting on Oct 4. Espina is really afraid of those ballots like a ghost of his past.

The investigation is stalled now because Espi…na officials are not appearing on the hearings. Lets do our share of spreading this most foul transaction that our people will bear the brunt for many years to come. If you really care for your family, your friends, and your home and country… let’s spread this everywhere we can so many people will know and force the Aquino government to investigate this and give justice to our people. Don’t stop fighting for what we believe is right because when we do, and apathy sets in… we the people are the ultimate loser. Let us never lose our future and our hope simply because we think we cannot do anything. We can… only if we do our share.
