Illegal quarrying of sand and gravel is now rampant in Brgy. Victory, Caibiran. This activity is allegedly undertaken with the LGU powers turning a blind eye towards gatherers are their supporters, but who would drive out gatherers from the opposite political camp. Whichever camp gather these construction materials, the local ecology is the eventual loser. First the sulfur, then the flash floods. Now sand and gravel, and then the future flash floods.
