NAVAL, Biliran — Along with the strict implementation of the Helmet Law in January this year, the Land Transportation Office (LTO) in Biliran province in coordination with the Philippine National Police (PNP), randomly conducts regular enforcement operation for road users’ licenses, registration, and vehicle accessories.

Grace Carsido, LTO-Biliran head, warned motorcycle riders especially “habal-habal (multiple-carrier motorcycles)” drivers that their vehicle is intended to carry two passengers only and to carry more than the allowed persons as public transport is not allowed.

Once caught and its passengers admit to be paying passengers, thus considered “colorum (illegal),” the driver will be fined P6,000 plus P1,500 per day until redeemed, and three-month suspension of driver’s license for first offense. Second and third offenses carry heavier penalties and longer suspension period. In addition, despite having paid their penalties, the impounded vehicle will remain at the LTO compound until the release of the suspended license, said Carsido.

Carsido also reminded motorcycle riders to provide the basic accessories of their vehicles such as side mirrors and lights because the absence of these accessories lead to penalties of P1,000 per missing accessory.

With the pocket-draining penalties, the LTO Biliran head urged the motorcycle riders to follow the rules of the road to avoid being fined.

Carsido also informed the motor vehicle owners and drivers on the implementation of the Early Warning Device which will take effect March 1. (PIA8, Biliran)
