NAVAL, Biliran – The top official of the Commission on Elections (Comelec) in Biliran province revealed that some losing candidates in the October 28, 2013 barangay elections are contemplating of filing election protest.

“This was the message relayed by some municipal election officers” Atty. Richard Alvin Japson, provincial election supervisor (PES) of Comelec-Biliran informed in a telephone interview.

Japson said that some municipal election officers have asked him on the process in filing of election protest since there are some losing candidates in the recently held barangay elections who were contemplating of filing election protest.

Election protest in the barangay elections will be filed in the municipal trial court (MTC) ten days (10) days after the proclamation, Japson further said.

He added that a losing candidate who wanted to file an election protest at the MTC will have to pay P3,000 as filing fee and P1,000 cash deposit for each subject precinct in the complaint to a maximum of P25,000 deposit as provided by law.

However, PES Japson said that his office has not received yet any reported untoward incidents which disrupted the conduct of the October 28, 2013 barangay polls in Biliran province.

Japson also clarified that nobody can tell as to the time frame of the resolution of the election protest since it will depend on the gravity of the complaint and the schedule of court hearings.

Meanwhile, the Comelec-Biliran chief revealed as of this writing the voters’ turn-out in the October 28, 2013 as follows: Almeria-78.33%; Biliran-78.77%; Caibiran-78.73%;Culaba-75.95%; and Kawayan-77.31% out of the eight municipalities in the province, these municipalities are yet to submit their voters’ turn-out.(PIA-8 Biliran)
