Super Typhoon Yolanda struck Biliran province which caused tremendous damages on November 8, Friday. The super typhoon took its landfall at Biliran from 7am-10am.

Meanwhile, heavy rains and strong winds devastated many properties including around 300 houses and killed five lives. Four of them are from Naval namely Benito Espejo, Romeo Kho, Feliciano Abenales and Conrado Sulad from Cabucgayan, Biliran.

Moreover, Biliran experienced storm signal number four that resulted to the destruction of the Provincial Capitol, Biliran Provincial Hospital, Naval gymnasium, Educational institutions and some establishments. Trees were also uprooted and electric post and wires fell down.

There is no service of electricity and communication signal for the entire province. The 10MVA power transformer in Biliran substation was shutdown 4:07am as SOP for safety. The communication signal of smart ceased at 7:00am whereas Globe stop at 6:30am.

The Local Government officials monitored the area and distributed relief goods. Further, the people still need more relief efforts especially to those families who were left nothing.

  13. Hi everyone. I am the “americano” husband of Tonet Romagos and live in Atipolo, Naval. I caught the boat over to Cebu on Tuesday. Biliran suffered relatively minor damage but I do not have reports from the outlying islands yet. There was no storm surge and damage is fallen trees, roofing ripped off and many houses made of light materials severely damaged. Casualties are light and only 5 deaths reported I believe.
    Cellphone signal is still off & no power. My wife is still in Biliran and I did speak to her by cellphone ;yesterday. She managed to find a signal in the north of the island in Culaba so if you know anyone up in that part of the island…contact them.

    I had just completed the Harvard Humanitarian Response To Conflicts and Disasters Course offered by Harvard University and am in the midst of writing & publishing this book entitled “Humanitarian Responses & Solutions – Conflicts and Disasters”.

    Title : The Super Hurricane/Typhoon Haiyan/Yolanda Philippines Disaster Crisis

    Subject of Focus : The Disaster Emergency Response from 8th November 2013 (Hurricane/Typhoon Landfall) to February 2014 (Stabilization and Cessation of Humanitarian Operations)

    Geographic Location : The Visayas Islands, Central Region, Philippines

    Time Frame of Events : 8th November 2013 (Hurricane/Typhoon Landfall) to February 2014 (Stabilization and Cessation of Humanitarian Operations)

    On 8th November 2013, Super Hurricane/Typhoon Haiyan/Yolanda hit the Philippines, causing massive damage and affecting more than 14 million people, causing the death of at least 6,300 people and damage to crops and properties estimated at nearly USD12.5b or GBP7.8 billion.

    The cyclone caused catastrophic destruction in the Visayas, particularly on Samar and Leyte. According to UN officials, about 11 million people have been affected – many have been left homeless.

    The unprecedented intensity and scale of damage wrought by the typhoon has resulted in a massive international emergency response effort, involving a large number of government, corporate, non-government and multilateral agencies, including non-traditional and largely spontaneous responses. Aside from the usual problems of humanitarian coordination, logistical logjams, and government inaction, accountability and corruption and was a major concern for any humanitarian actors and donors, both national and international.

    Digital Humanitarianism
    On the eve before Haiyan’s landfall, digital humanitarian responders through Humanitarian OpenStreetMap Team has called upon volunteers to map locations in the Philippines where the supertyphoon may make its landfall. The call has resulted various satellite imagery companies such as DigitalGlobe, CNES-Astrium, and Landsat to release free post-typhoon imagery to disaster-stricken locations; which on the other hand, prompting 1,670 mapping advocates worldwide to take action. This resulted to a record-breaking mapping updates response enabling over a million map updates in only a week after Haiyan’s landfall. The contributed mapping data enabled street-level accurate post-disaster maps on various islands in the Visayas region hit by typhoon Haiyan to OpenStreetMap. On the other hand, raw data from OpenStreetMap has been extracted, compiled and has been produced to various products including paper maps and daily-updated GPS-assisted navigation maps which has helped various international on-field humanitarian agencies to operate on relief and rescue operations accurately.
