NAVAL, Biliran, November 21 (PIA) – As per proposed ordinances in the municipality of Naval, truck vans and vehicles with noisy mufflers will soon be banned from entering the town of Naval.

Ordinance No. 6, Series of 2016 is “An Ordinance Banning and Prohibiting All Truck Vans With Gross Capacity Weight of More Than 4,500 Kg to Traverse, Enter, Pass, Load and Unload Cargoes on the Main Thoroughfares, Streets and Road in the Poblacion, Municipality of Naval, Biliran, from 6:AM to 6:00 PM, Monday to Friday and Providing Penalty for Violation Thereof.”

The ordinance aims at decongesting traffic within the town proper especially during rush hours.

Exempted from the ordinance are all government trucks, ambulance, fire trucks, and other similar trucks whose function is solely for government use.

However, the ban is lifted in times of emergency, calamity, and disaster so that these trucks can be used in the delivery of relief goods, transport evacuees, and perform other disaster responses and management measures needed.

Ordinance No. 11, Series of 2016 is An Ordinance Prohibiting and Penalizing All Private and Public Vehicles Within the Territorial Jurisdiction of the Municipality of Naval, Biliran, for Using Modified Mufflers Which Creates Irritating and Excessive Sound Resulting to Noise Pollution.

This ordinance allows only up to 90 decibels of sound for all vehicles within the town of Naval.

In a meeting with the members of the Culture and Arts Council, Mayor Gerard Roger Espina showed his handy Sound Pressure Level (SPL) Meter to be used in measuring the degree of noise each vehicle makes.

A public hearing for Ordinance No. 11 was held in November 10 and is awaiting the committee report before it is submitted for the second reading in the council, according to Naval Sangguniang Bayan (SB) member Ana Meracap.

Ordinance No. 6 is currently waiting for its third and final reading, she added.

Councillor Eden Apolinar as chairman of the Committee on Transportation proposed the ordinance.

Meanwhile, SB Secretary Marilou Lucente informed that the Sangguniang Bayan of Naval has submitted for approval to the Sangguniang Panlalawigan of Biliran Ordinance No. 01-206 or An Ordinance Enacting the 2016 Revised Revenue Code of Naval, Biliran, Province of Biliran. (ajc/FJ/mlt/PIA8 Biliran)
