During continuous heavy rains brought about by Tropical Depression (TD) “Urduja” that occurred on December 15 – 16, 2017, some of the road sections were cut-off due to landslides in Brgy Burabud, Biliran, Brgy. Sangalang, Biliran and Brgy. Sabang, Naval along Biliran Cirumferential Road S00002BR.

Rock/landslide also occurred at Brgy Lucsoon and Brgy. Canseso along Naval-Caibiran Cross Country Road. Both road sections were not passable due to the above mentioned damages.

Immediately DPWH Equipment were dispatched at around 4:00 am on December 17, 2017 to Brgy. Lucsoon and Brgy. Sabang for removal of landslide and logs along the roadway. Biliran DEO requested equipment from DPWH Equipment Management Division, Pawing, Palo, Leyte, DPWH – Southern Leyte DEO and from private contractors for the immediate removal of landslide at Brgy. Sangalang and Brgy. Burabud, Biliran in order to make the road passable.

Abutments of Caray-caray Bridge and Abutment “B” of Catmon Bridge along Biliran – Naval Road Section were washed out. Both of these bridges are essential to travelling public because they are only the access with a shorter route in going to the mainland of Leyte and to Naval proper, the capital town of Biliran Province without an alternate route along the said road. The public was advised to use an alternate long route Naval-Almeria-Kawayan-Culaba-Caibiran-Cabucgayan road and vice versa.

District Engineer David P. Adongay conducted a meeting with all technical personnel and gave instruction to prioritize the immediate Temporary Restoration of the damaged National Roads and Bridges in order to make it passable to traffic. Assignments were given to some technical personnel to oversee the immediate temporary restoration and the preparation of reports on the status of the repairs conducted particularly on the cut-off roads and bridges.

By this time temporary restoration of Catmon and Caraycaray Bridges were partially completed which was implemented by ECI contractor. A detour was constructed along the cut-off road in Brgy. Cabadiangan, Naval Caibiran Cross Country Road with 2-lines RCPC installed.

Restoration works is still on-going on the cut-off road in Sitio Macalpe along Naval-Caibiran Cross Country Road utilizing DPWH Equipment and rented equipments from contractors. Repair works at Tucdao Bridge Abutment “A”, Mainit Bridge Abutment “B”, Talibong Bridge Abutment “A” and Mapuyo Bridge Abutment “A” are on-going utilizing Maintenance resources. The above mentioned bridges are located in the long alternate route, Almeria-Kawayan-Culaba-Caibiran-Cabucgayan-Biliran Road.
