NAVAL, Biliran – A safer and wider road is expected to be experienced by travelers passing Poblacion, Almeria, Biliran as the Department of Public Works and Highways (DPWH) – Biliran District Engineering Office (BDEO) has included the construction of Almeria Diversion Road on its FY 2018 final listing projects.

Engr. Rosario B. Rosete, Chief of Planning and Design Section said that the project has been appropriated with P90.609M funded under the General Appropriation Act (GAA) of FY 2018 which involves the construction of four lanes road, 20 meters wide with a length of 1.295 Kms. and construction of four lanes bridge. It also includes the construction of slope protection and installation of road safety features.

The diversion road project was proposed by the Sangguniang Bayan Member in lieu of the road widening project on the main highway of Almeria, Biliran where numerous residents will be affected.

According to Rosete, 50 houses will be removed and damaged by the road widening project if diversion road will not be implemented.

Rosete revealed that the said project was proposed for inclusion under the FY 2017 National Expenditure Program (NEP), however, due to the complaints of the affected landowners regarding on the low valuation of their property and on the problem of Road-Right-Of-Way (RROW), the project was not prioritized.

After several negotiations made thru the effort of Hon. Richard D. Jaguros, Almeria, Municipal Mayor, the project will now be implemented under the FY 2018 Infrastructure Program.
The Almeria Diversion Road Project will start from Sitio Daro traversing rice fields going to Sitio Torres all the way to Upper Look.

As of this writing, request for authority to bid and implement including approval of Programs of Work (POW’s), Approved Budget of Contract (ABC’s), Award and Contract is already processed through the proper channels for approval.

Meanwhile, Preliminary and Detailed Engineering (PDE) activities for said project has just been started.

The completion of this project will increase the capacity of the existing roads and improves the safety aspect of said sections. This road also leads to the only Provincial Hospital and Port of the Province.
