NAVAL, Biliran – Signal No. 1 hoisted over Biliran on Monday afternoon as Tropical Depression Samuel maintained its strength while moving northwestward.
In its bulletin issued at 5 p.m., state weather bureau PAGASA said that the center of Samuel was estimated based on all available data to be located at 505 km east of Hinatuan, Surigao del Sur.
It was packing maximum sustained winds of 55 kph near the center and gustiness of up to 65 kph.
“Moderate to heavy rains which may trigger flooding and landslides is expected over Caraga Region, Eastern Visayas, Central Visayas, and the provinces of Negros Occidental, Davao Oriental, Compostela Valley, Bukidnon, Misamis Oriental and Camiguin.” PAGASA said.

“SAMUEL” is expected to make landfall over the Eastern Visayas-Caraga area tomorrow afternoon or evening.
According to PAGASA, the tropical depression could intensify into a tropical storm before making landfall.
PAGASA also placed the following localities under Signal No. 1: Masbate Samar, Eastern Samar, Leyte, Southern Leyte, Bohol, Cebu, Siquijor, Negros Oriental, and Negros Occidental Surigao del Norte, Surigao del Sur, Agusan del Norte, Agusan del Sur, Dinagat Islands, Misamis Oriental, and Camiguin.
“Residents of these areas, especially those living near or in river channels, low-lying and mountainous reas, are advised to take precautionary measures, coordinate with local disaster risk reduction and management offices, and continue monitoring for updates,” PAGASA said.

Meanwhile, Coast Guard Naval suspended permits to travel for all sea vessels today and tomorrow.
