NAVAL, Biliran — Villages in this capital town will be more motivated to implement development initiatives as the local government announced a cash reward for excellent performers.
Mayor Gerard Espina Jr. said in an interview Tuesday they will launch in November the Galing ng Barangay Award, a monthly search for top-performing villages.
“Winners will be judged based on how they will deliver services to their respective villages and perform their duties such as creating a sustainable program on cleanliness and orderliness, and local implementation of national laws,” Espina said.
Winners are entitled to PHP20,000 cash incentives from the local government unit. The local government will deploy teams from the municipal local government operations office and civil society organizations to evaluate their performance.
Espina noted that it is a common practice for village officials to solicit funds from the local government for their projects, but with this program, local officials will be more engaged to initiate activities to earn additional financial assistance.
“People involvement is very important and I want them to take part in choosing projects for their villages funded by the cash reward. That amount can already help them in purchasing additional security cameras,” Espina said.
Espina added that consistent monthly winners will be recognized as the Hall of Famers and will receive additional PHP100,000 cash.
Naval, the capital of Biliran province is a second-class town with 54,692 people in 26 villages. (PNA)
