NAVAL, Biliran – For smooth and successful implementation of 2020 projects under the new cash-based budgeting system, the Department of Public Works and Highways (DPWH)- Biliran District Engineering Office (DEO) holds a contractor’s meeting on January 14, 2020.
David P. Adongay Jr., District Engineer emphasized the importance of the said budgeting system to contractors to ensure the timely completion of its 2020 projects in adherence to the approved plans and specifications of the DPWH.
“I would like you to give importance on this cash-based budgeting kasi hindi na ito tulad ng previous years na extend, extend, extend,” said Adongay.
According to Adongay, under the cash-based budgeting system, validity of fund is only good up to one year.
“This means that contractors must finish their 2020 projects only up to December 31, 2020 with three months extension on the following fiscal year to process payment or until March 31, 2021,” said Adongay.
With 15% target accomplishment of projects on the first quarter of the year, Adongay advised contractors to properly coordinate with the implementing sections and assigned project engineers on the required documents to full blast the implementation of projects once Notice to Proceed (NTP) are issued to the contractors.
Adongay also instructed contractors to have proper coordination with the Local Government Units (LGUs) and other government agencies, end users and local officials for smooth project implementation.
For 2020, Biliran DEO has been allotted a total of P1.103B for the implementation of 77 projects under the National Expenditure Program (NEP). This includes road widening, flood control projects, slope protection and other infrastructure facilities.
