Naval, Biliran – Biliran Gov Rogelio J. Espina has appealed to Department of Transportation Sec. Arthur Tugade for the reopening La Naval and Saint Anthony Private Smoke Emission Testing Centres (PSETCs) in the province as their closure becomes a burden to vehicle owners in the province.

The two smoke emission testing centres in the province were both closed last year.

In his letter dated January 16, Gov. Espina said that at present vehicle owners in the province have to travel to Tacloban City or Ormoc City which is 126 and 90 kilometres away from the province just to secure a PSETC smoke emission result for the renewal of their registration of motor vehicles.

“We can just imagine the long, arduous, costly, time consuming and not to say the least a very risky travel for out motorist, especially small motorcycles (comprising roughly 90-95% of motor vehicles in the province) used for everyday transportation of our teachers, employees and travellers alike.” Gov. Espina said.

Gov Espina pointed out that complaint of motorist has likewise reached his office regarding their return twice thrice and most inconveniently refused and denied as there are limits of vehicles to be tested by this smoke emission testing centres of this cities.

Thus, to address this grievances and predicament of his constituents Gov. Espina humbly appealed to Sec. Tugade for the reopening of the two PSETCs in the province.
