NAVAL, Biliran — A 60-year old American national named Scott Franzen, who was reported to have fled right after the vehicular accident he was involved in, has been arrested this afternoon by police authorities.
Spot report of the Naval Police Station revealed that a concerned citizen reported at around 5:40 in the morning about a vehicular accident that happened along the national highway of Barangay Atipolo in Naval, Biliran.
The accident was estimated to have happened at around 4:30 in the morning of August 18, the report added.
The report stated that a certain Ceferino Mangaporo, of legal age, a resident of Larrazabal, Naval, Biliran, while driving his Rusi color red tricycle, was hit by a blue painted Ford Focus vehicle bearing plate number HCT 3576 and driven by Franzen.
Mangaporo was declared dead on arrival by Dr. Albrich Rico, his attending physician at the Biliran Provincial Hospital.
A witness named Diosdado Gervacio, who was in the area at the time of the accident, saw that Franzen first came out of his car and then fled.
Franzen was arrested by elements of Naval Police Station led by PMaj Michael John M Astorga around 2:35 in the afternoon of August 18 at Brown Beach in Barangay Agpang in Naval, Biliran, after the conduct of a hot pursuit operation.
Franzen is now under the custody of the Naval Police Station pending proper disposition as appropriate charge against him is prepared. – BiliranIsland.com
