Naval, Biliran— A Job Order employee of the DPWH who was back- riding on a single motorcycle driver by a co-worker succumbed while being treated at the Biliran Provincial Hospital after the motorcycle he was back-riding on involved in a head-on collision with another single motorcycle driven a policeman conducting surveillance in the area about 8:50 in the evening on a very rainy Friday (Aug. 27) along the National Highway area coverage of So. San Roque, Brgy. Larazabal, Naval, Biliran.

Naval COP Police Major Michael John Astorga identified the casualty as Cesar Japay, 62, Job Order DPWH Biliran District, married, a resident of Sitio. Bliss, Brgy. Calumpang, Naval, Biliran, while the driver of the motorcycle he was back riding was identified as Randel Polinar, 46, married, Admin Aide I DPWH Biliran District, a resident of Brgy. Villa Consuelo, Naval, Biliran. On the other hand the driver of the other single motorcycle who was involved in the head on collision was identified as Patrolman Rey PJ Lopera, 36, married, PNP-CIDG Biliran Provincial Field Unit, a resident of So. Kawayanan, Brgy. Talustosan, Naval, Biliran.

The police said that Japay was back riding on a single motorcycle driven by Polinar, a Kawasaki Curve bearing Plate Number 3349-HH when it collided with a single motorcycle driven by Pat. Lopera which is a Honda XRM125FI, color red/white, with temporary Plate Number 081-00000378180.

Investigation conducted by the local police revealed that the motorcycle driven by the police was travelling from Larrazabal Provincial Grandstand to Sitio. San Roque, Brgy. Larrazabal direction while conducting surveillance/casing in the area of Brgy. Larrazabal, Naval, Biliran while the other motorcycle boarded by the two DPWH employees was traveling in the opposite direction. The investigation said that the policeman was on his right of way when the other motorcycle suddenly swerved into the lane where the motorcycle of the policeman was traversing resulting in a head- on collision. The investigation added that as consequences, the two motorcycles incurred undetermined damages with both drivers and the back rider being brought to Biliran Provincial Hospital, Naval, Biliran by the responding Ambulance of NAVRU and Naval Fire Station for medical attention.

The police incurred a lacerated wound in his left cheek and abrasion on the left foot. The driver of the other single incurred fractured of the left leg, abrasion on his forehead and left elbow and later referred to Eastern Visayas Medical Center, Tacloban City while back rider of Japay died while being treated at the Emergency Room of the Biliran Provincial Hospital at around 9:03 PM declared dead by Dr. Arvin Ian Peñaflor, Attending physician due to Traumatic Brain Injury-Severe from Cerebral Contusion.

Vehicles involved were brought to the police station of Naval, Biliran for proper disposition and documentation while families of the involved parties agreed to help each other and to talk about the incident peacefully. – BiliranIsland.com
