Naval, Biliran – The two (2) topnotchers in a recently conducted performance survey among elected local government executives and congressional district legislators in the overall Eastern Visayas Region has again submitted their services to the people.
In the Province of Biliran, brothers, Congressman Gerardo Gerryboy Espina, Jr. and Governor Rogelio Espina filed their Certificates of Candidacies (COC) at the Provincial Office of the Commission on Elections ( COMELEC) on October 7, 2021.
According to the survey conducted by a non-government organization, the RP Missio ad Developmet Foundation, Inc. (RPMDFI), both Cogressman Espina and his older brother Governor Espina ranked nos. 2 and 1 in the performance rating. The Congressman differed slightly by 2 percent in relation to another top performing congressional legislator from the neighboring province.
The Espina’s has governed the island province of Biliran for more than 20 years that started in 1995 when the then former Assemblyman, the family patriarch the late Gerardo Espina, Sr. was elected the first Representative of the Lone Congressional District. Since then, Biliran has evolved from a tiny sub-province of Leyte into economically developed province.
After the said filing of COC’s, Governor Espina was asked of allegations of political dynasty, the Governor simply answered that, the members of their family will not be elected to public office if they had not performed well in public service.
His son, Gerard Roger Espina, the mayor of the capital town, Naval, also the top most performing local government executive for municipalities based on the same survey has also filed his certificate for reelection. – BiliranIsland.com
