Almeria, Biliran— An American national was arrested by the local police about 2:40 in the afternoon on Tuesday (Aug 30) in this town.
Almeria COP Police Lt Edwin Simbajon identified the accused as Scott Robert Franzen, 61, American citizen, US Veterans and a resident of Brgy. Iyusan, Almeria, Biliran.
The arrest came after Hon. Luz P. Navarrete, Presiding Judge, RTC-Branch 16, Naval, Biliran issued a Warrant of Arrest dated August 25, 2022 for Reckless Imprudence Resulting to Homicide (RPC Art 365) under Criminal Case No. N-4148 with a bail bond is fixed at P60, 000.00.
The charges stemmed from a vehicular incident that transpired about 5:40 in the morning along the National Highway in Brgy. Atipolo, of the Capital town of the Province of Biliran, Naval on August 18, 2021. The incident resulted in the death of Ceferino Mangaporo, a resident of Brgy. Larrazabal, Naval, Biliran who was driven a Rusi color red tricycle when hit by a blue painted Ford Focus vehicle bearing plate number HCT-3576 driven by Franzen. Mangaporo was declared dead on arrival by Dr. Albrich Rico, his attending physician at the Biliran Provincial Hospital.
A witness identified as Diosdado Gervacio, who was in the area at the time of the accident, told police that the accused Franzen first came out of his car after the incident and then fled.
Franzen was arrested by then Naval COP Police Major Michael John M Astorga around 2:35 in the afternoon of August 18 at Brown Beach in Barangay Agpang in Naval, Biliran, during a hot pursuit operation.
The American National was brought to the Almeria Police Station for booking and proper disposition.
