NAVAL, Biliran, (BDEO) – To continuously monitor the progress of its project implementation, newly designated Officer-In-Charge (OIC)- District Engineer (DE) Alfredo L. Bollido conducted inspection around the District of the on-going infrastructure projects on October 06, 2022.

OIC-DE Bollido was joined by Engr. Luisito Filemon A. Abad, Chief of Construction Section, Engr. Supremo Victor D. Sabitsana, Chief of Procurement Unit, Engr. Ryan C. Pancito, Engineer II and Engr. Diolito S. Aberion, Engineer II together with the on-the-job trainees-engineering students from Biliran Province State University (BiPSU).

OIC-DE Bollido said that he needs to keep track of the on-going projects especially those Prior Year (PY) projects which are due for completion this December, 2022.

“I want to see the actual accomplishments of these projects and what causes the delay so that we can give suggestions to the contractors on how we can help them fast-track its implementation.” said OIC-DE Bollido.

OIC-DE Bollido explained that they want to help the contractors complete their projects in due time so that funding for those PY projects will not be reverted.
“It will be a waste of time, money and effort if these funds will be reverted because we are not sure when this kind of projects be given priority again for funding,” said OIC-DE Bollido.

One of the PY projects inspected is the on-going P46.8-M Reconstruction of Bridge at Poblacion, Almeria, Biliran funded under FY 2021 General Appropriations Act (GAA). As per inspection, this project is on-going with 19.42% in contract with LC Ting Construction.

OIC-DE Bollido said that the contractor is being ordered to fast-track the completion of this project as this is the only access of the residents of Brgy. Salangi in the town of Almeria in going to its neighboring towns especially to Naval, the capital town. Presently, travelling public are passing through a constructed spillway which becomes unpassable during heavy rains.

Another PY project inspected is the P43.9-M construction of road at Sitio Magtaran-An, Talustusan, To Sampao in Almeria Road implemented also under FY 2021 funding. This project was prioritized in support of the resource-based processing in the town of Naval. Based on the inspection, the project already accomplished 45.29% in contract with Chu Construction. The contractor committed to work overtime to fast-track this project until end of this year.

OIC-DE Bollido ensures that although projects are being fast-tracked for completion, quality of infrastructures should not be compromised.

“That is why we will be regularly monitoring these projects through series of inspections to ensure projects and program of works are being followed,” said OIC-DE Bollido.
