Naval, Biliran— A construction worker is presently detained at the locked-up cell of the local police station after he was arrested in his residence about 5:40 in the afternoon, on Wednesday, May 24, in Brgy. Capiñahan, of this capital town of the Province of Biliran.
Naval COP Police Major Chamberline Ludevise identified the accused as Raffy Bagutsay, 32, with live-in partner, construction worker, and resident of Brgy. Capiñahan here.
The accused was arrested by virtue of a standing Warrant of Arrest March 20, 2023, issued by Hon. Luz P Navarrete, Executive Judge, of the 8th Judicial Region, RTC Branch 16, Naval, Biliran for violation of Sec. 10 (A) of RA 7610 under Criminal Case No. N-4295 with a recommended bail bond for the temporary release of the accused was fixed at ₱80,000.00.
The arrest of the accused was in line with the Simultaneous Anti-Criminality Law Enforcement Operations (SACLEO) of the PNP which is a program of the National hierarchy of the PNP followed by the all-police stations in the Philippines.
The arrested accused was informed of his constitutional rights in the dialect/language understood by him through the Miranda Doctrine and was brought to Naval MPS for documentation before bringing him to the court that issued the Warrant of Arrest.
