Naval, Biliran— A High Valued Individual drug personality in the drug watch list of the Biliran Provincial Police Office and the local police who is also listed as the Top 9 Top Priority List of the region was arrested in a buy bust operation led by the operatives of the Station Drug Enforcement Unit of the local police and the Provincial Drug Enforcement Unit of this province about 2:30 in the afternoon on Wednesday, July 12, in Brgy. Calumpang, of the Capital town of Biliran.
The suspect was identified as Ronald Allan Vicera, a.k.a R.A., 38, single, jobless, a resident of Sitio Bliss, Brgy. Calumpang here.
Recovered from his possession was one sachet containing white crystalline substance suspected to be shabu procured by an operative in the amount of 1,000. During the body search conducted in the presence of Barangay Official and a representative from the National Prosecutors Services, the searching cop also recovered one more sachet containing the same white crystalline substance suspected to be shabu, and one strip duct tape. Also recovered from the possession of the suspect was one pc ₱1,000 bill bearing Serial No. AB657101 which is a court subscribed money intended for the operation.
The suspect was appraised of his Constitutional Rights thru Miranda Doctrine in a language the suspect understood. The suspect was arrested in a buy bust on evening of July 15, 2019 and was released from imprisonment after the plea-bargaining agreement was approved by the court last year.
The arrested suspect is now under the custody of Naval MPS for further documentation and disposition, while charges of Violations of Secs. 5&11 of RA 9165, the Comprehensive Law Against Illegal Drugs of 2002 are being readied by the arresting police against the apprehended suspect.
