NAVAL, Biliran (BiliranDEO) – The Department of Public Works and Highways (DPWH)-Biliran District Engineering Office received the Outstanding Synergy Partner Award from the Municipality of Naval during the Garbo Navaleño Awards and Recognition Ceremony held on September 24, 2026 at the Naval Gymnasium.
District Engineer Irwin L. Antonio and OIC-Assistant District Engineer Mark Jan V. Garde received the award, accompanied by Mr. Bern L. Calomadre, Chief of the Administrative Section.
The award was presented by Municipal Mayor Gretchen Stephanie M. Espina in recognition of DPWH-Biliran DEO’s partnership, cooperation, and support to the Local Government Unit of Naval and its programs for the community.
The recognition underscores the continuing collaboration between DPWH and the LGU Naval in advancing infrastructure development and public service in the municipality.
The Garbo Navaleño Awards is a municipal-wide recognition program honoring individuals, groups, organizations, and partner institutions for their contributions, dedicated service, and participation in initiatives that support the welfare and development of the municipality.
