Does anyone has the right to couter the said executive clemency of the President to a convicted fellon?

Executive Clemency is the constitutional power to grant a commutation of sentence or a pardon following criminal conviction or juvenile adjudication. A pardon forgives an individual for the crime. A commutation is a reduction in sentence for persons currently incarcerated, and can be granted for an entire sentence or any part of it.
GMA had exercised this power to pardon the former president Estrada. Her decision raised various protest from different social groups but GMA stand firm in her decision. http://www.gov.ph/news/?i=19165

And how would you explain this to kids wherein these kids?
Marcos was in power for 20 long years and rob the nation. Erap was in power for a short while and God knows what he did to the nation.
Would it be safe to say that its ok to rob the nation, you'll get pardoned anyway? Would it be safe to say that its ok to cheat (and call Garci) in a national election, you'll be proclaimed winner anyway? Would it be safe to say that its ok to peddle drugs, after bribing the PDEA they'll be released anyway?
GMA pardoned Erap in the hope to win the hearts of Eraps supporters for GMA needs them on her Cha-cha. That's the bottom of it.
