All we understand that most of them are corrupted. daghan anomalya diha sa LTO Naval, maayo ni sila e imbistigador.

Wala bay emission test requirement diha kung mag pa renew lang ug sakyanan sa naval? Kay kana raba, para nako wala may meaning ang emission test kay gani maski tanawon nato walay na impound o dili ma rehistro kay tungod bagsak sa emission test! Just my observation never I've seen cars/jeepneys/tricycle retricted by LTO to renew registration just because they failed in the said test. Tanan pasar man hehehe kuyawa oi pero tanawa sa kalye daghan sakyanan ga smoke belching lang, karag karag pa.

From my personal experience of living in Biliran for six years and having been a visitor for the previous ten, I've had no problems of any type that could be labelled as corruption. They've given me very good service and even contacted my wife and I in advance for things like the need to re-register vehicles. They've always been helpful when for example, I queried whether there were any published 'Rules of the Road' which in most countries are issued free to anyone taking a driver's test. They provided a small booklet intended for issue to schools which they had spare.

I think it is often too easy to use the word 'corruption' and wrong to do so. The Philippine infrastructure is built on corruption - many public jobs pay such a small wage or salary that the worker can only support his family by the numerous small gratuities that he/she can get by helping things through quickly or turning a blind eye to regulations not being followed. I wish I had a word that would describe this adequately so that corruption could be used as a term describing excessive, greedy and damaging bribe-taking - rather like 'plunder'.

If you will all allow me, over the next few days I would like to write some serious comments about safety. driving habits, the role of the LTO, environmental damage etc. While I will be forthright (critical!), my comments will be aimed at what we should be doing for the future. I do not intend any criticism of the LTO or the police for things that are not being handled in the right way now, because very little can be done in isolation or with inadequate staff and importantly without a lot of public backing. I do think though that Biliran could target to become the road safety capital of the Philippines in 18 months to two years. If I can suggest a few things as part of a complete package I am happy to do so and your comments and pointers to where I'm being unrealistic or plain wrong would be much appreciated.

Fortunately or otherwise I was brought up to always be honest and always tell the truth. I hate corruption in all forms and while it may be endemic and dare I say it, part of the culture, I will still try my best to assist in any way I can, or am allowed, to help the many honest Filipinos here. This part of the culture does need to be 'brought within manageable proportions'.

Please bear with me if sometimes I will appear to overstep the mark as a guest (even a permanent one!) and be insulting. Just put it down to good intentions if you can. I will not pretend that I have solutions or easy fixes, but maybe I will have the odd comment that has some merit and gives others some pause for thought.

I was involved with the BIR and Customs while working in Manila a few years ago, so 'Death threats' are not new to me. I did see at first hand the corruption from top to bottom but I also met people who were good and honest. Unfortunately there were far too many who just accepted corruption as a way of life and would not make any kind of stand. That was the biggest worry.

I will write up my ideas on road safety and Biliran's needs and this will include thoughts on how to eliminate corruption in the areas that I deal with. I may be naive but it is better I put the ideas down for you all to consider rather than do nothing I think.

One of my first experiences in Manila may amuse you. I was travelling at two in the morning by taxi from Ermita back to Makati when the driver took some back roads and then stopped. Two policemen approached the car and I thought they wanted to search my camera bag for weapons, so I wound the window down and started to undo my bag. The first policeman said "I'm hungry and have no money". I had been drinking with friends and was a little annoyed so I pulled out a twenty peso note and said "Food in Manila is cheap - take this!" When his friend asked for more, I think my response and language were pretty unfriendly. The taxi driver got back in the car (he was in cahoots with them) and laughed all the way back to Makati because I had got away with only twenty pesos. In hindsight I realise I was probably a little foolish and a hundred pesos wouldn't have hurt me or put myself at risk. I was probably a little lucky but we all live and learn.

When i was working in a importation company in cebu, we imported used japan trucks (surplus). When we need an urgent registration of our units.. mo under the table lang me sa LTO Officials para madali bisan wala pa ang papers like B/L and packing list or di completo ang importation documents sa among sakyanan. Mo bungat baya jud ang mga LTO officials. Then one time when i was goin back home to visit naval. Nakasakay nako sa barko padung uli naval ang mga liason sa mga Importer Company sa Cebu. I knew few of them and they told me magparehistro daw sila sa NAVAL LTO kay dali ra daw bisan walay papeles..hehehhe.. kadaku sa under the table.. hayahaya ning mga corrupt people oi.. I thought it was only in Cebu but its more rampant in our little home town.. Tsk Tsk Tsk!

It is not enough to be just shouting about corruption, in this particular case, in LTO Naval. Let us not fell victim, i encourage you to fight this evil, let's make use of gadgets and the present technologies. Please understand, i can't divulge how i do my fight for there is already an on going investigation and case build up. You can help me in this fight by coming in the open with your evidence.
