Before a loan can handed to National Government. Things need to be prepared and presented in the local government appropriation of budget.

1. Of course it will start of proposals from diffrent councilors, mayors.
2. Prioritization of projects.
3. Then public hearing of those projects, if there are comments from different sectors then repolish the project proposals again after such time everything is ironed.
4. Then budget submission to National Government but series of justifications and hearings.
5. National government will apply for loan ,of course COA will check and balance.
6. Sets of committees to be form.
7. There should be transparency of budget through media.
8. Records should be open to public specially in bidding process
9. Monthly accomplishment should be presented to the people
10. Previous loans should be reviewed and check through audit verifying the results where the money/loan spent.

People should be watchful because payments of loan comes from the pockets of the masses through TAX.
