HYBRID RICE.Agriculture Secretary Domingo F. Panganiban,Biliran Governor Rogelio J. Espina and some farmers inspect luxuriantly growing hybrid rice plants in Barangay Larrazabal,Naval Biliran during his visit last March 6,2006.Panganiban visited Biliran upon the invitation of former congressman and now Naval Mayor Gerardo Espina Sr.and Governor Espina in a bid to transform the province into the food basket of Region 8.
