MANGROVE DEVELOPMENT.Biliran Governor Rogelio J. Espina(second from left)gives instructions to workers in 5-hectare mangrove in sitio Rawis,barangay Looc,Cabucgayan town.The Biliran provincial government is developing the mangrove into an eco-tourism site.The area will also be the site for culturing oysters,mussels and mangrove crabs.
