FREQUENTLY ASKED QUESTIONS FOR SECURE BILIRAN.
WHAT IS SECURE BILIRAN QR (SBQR)?
SBQR is the official electronic contact tracing system and Travel Pass of the Province of Biliran intended for the following:
1. It is used as a pass for entry and travel inside Biliran province for the implementation of
the travel requirement of areas under Modified General Community Quarantine (MGCQ)
which must be for goods and accessing essential services or for work/business only;
2. As a contact tracing log for entry and exit in all offices and establishments;
WHO NEEDS A SBQR?
All Biliran Residents traveling in and out of the province
Non-residents who will enter Biliran
Biliran Province establishments and offices
Note: Individuals below 15 years old and 65 years old and above will be issued a SBQR that will
indicate that they are part of the vulnerable sector to forewarn the checkpoints, offices and
establishments.
HOW DO I REGISTER TO GET A SBQR?
FOR ONLINE REGISTRATION
Go to www.register.securebiliran.net
You will need the following requirements:
A clear photo of one (1) valid government-issued ID.
a. Social Security System (SSS) / Government Service Insurance System (GSIS) Unified
Multi-Purpose Identification (UMID) Card
b. Land Transportation Office (LTO) Driver’s License. Student Permit may be accepted if in card format.
c. Professional Regulatory Commission (PRC) ID
d. Overseas Workers Welfare Administration (OWWA) / Integrated Department of Labor and Employment (iDOLE) card
e. Commission on Elections (COMELEC) Voter’s ID or Voter’s Certification from the Election Officer with Dry Seal
f. Philippine National Police (PNP) Firearms License
g. Senior Citizen ID
h. Philippine Postal ID (issued November 2016 onwards)
i. Passport
j. In the absence of a valid ID, PSA copy of a birth certificate or barangay certification with photo ID
A clear photo, facing the camera and showing the entire face (face masks or
coverings are prohibited)
A valid mobile number
A valid email address
FOR THOSE WHO DON’T HAVE ACCESS TO THE INTERNET, YOU MAY PROCEED TO YOUR
LGU’s MDRRM OFFICE/MUNICIPAL HALL AND BRING YOUR VALID ID.
HOW DO I SAVE MY SBQR?
After successfully submitted your online registration form, you will have to wait within 48 hrs
hours for the verification process.
Once your registration is verified, you will receive an SMS and/or email notification with the
link to download and save your SBQR. (Please note that you will be issued a one-time,
permanent and unique SBQR)
You also have the option to have your SBQR printed.
You are advised to keep your SBQR confidential and should not post it publicly to avoid
identity theft.
I TRIED REGISTERING ONLINE, HOWEVER I WAS NOT ABLE TO ENTER THE VERIFICATION CODE,
WHAT WILL I DO?
If you were not able to enter the verification code and when you tried to register again it
shows “email or mobile number already exists”, please send an email to [email protected]
with the following information: NAME, MOBILE NUMBER AND EMAIL ADDRESS

I DO NOT HAVE A VALID ID. HOW DO I REGISTER?
If you do not have an ID or birth certificate, you may request a Barangay Certification at your
barangay hall with your photo ID on it and proceed to the MDRRM Office of your LGU.
The LGU can decline to issue a SBQR if you cannot provide sufficient documents as proof of identity
and if you are inconsistent with the information you have provided.
WHO CAN SCAN MY DQR CODE?
The Biliran Border, Provincial Capitol and BPH will be required to scan the SBQR upon entry of all
individuals.
All private and government offices, event venues, hospitals, hotels, malls, stores, groceries, mini-marts, restaurants, carinderia, palengkes, places of worship, educational institutions and all other offices, establishments and organizations will also be required to have a scanner account.
WHEN CAN I USE MY SBQR?
Scanning at the border, provincial capitol and BPH will start on Monday, March 29, 2021. However, please take note that the implementation of Secure Biliran QR will be gradual.
I DON’T HAVE A SBQR YET BUT I WILL BE TRAVELING NEXT WEEK, WILL I BE ALLOWED ENTRY AT
THE BORDER?
Since implementation of SBQR is gradual, if you don’t’ have your SBQR Code yet, your travel pass will
still be honored at the border from March 29- April 11. LGUs may still issue their respective travel pass until full implementation of the QR is announced.
IS MY SUBMITTED INFORMATION UPON REGISTRATION SAFE?
Yes. The Secure Biliran QR System is subscribed to the VPS cloud (hosting) which has a data security implemented. Plus our system uses SSL encryption which safeguards any sensitive data that is being sent to the server. How? SSL uses encryption algorithms to scramble data in transit, preventing
hackers and criminal minds from reading it as it is sent over the connection.
HOW DO ESTABLISHMENTS APPLY FOR A SCANNER ACCOUNT?
Businesses and offices and their representatives should go to their LGU’s MDRRMO to register.
WHAT ARE THE REQUIREMENTS TO HAVE A SCANNER ACCOUNT?
Smart phone or tablet with front/back camera OR Laptop or PC with webcam
Internet connection
Business Permit (for establishments)
Dedicated Mobile Number
Email Address
If you were able to enter the verification code, you have to WAIT within 24 hours for your registration to be processed. Why? Because your identity must be verified first making sure that the information you have provided during registration is true to your identity cross checking it with the valid ID you have submitted. Also, we need to make sure you are really a resident of that barangay. Once approved, you will receive a text and/or email notification advising you of your SBQR Code with a link to view your QR CODE. Screenshot and save it on your phone or you can print it out.
Who will verify your registration?
FOR BILIRANON: MDRRMO of your respective LGUs will verify your identity. May also include calling the Punong Barangay to check your residency.
FOR NON-BILIRANONS: the provincial SBQR team will process your registration.
Reasons for denied Online registered SBQRs
1. The uploaded ID is not included on the list of accepter valid IDs (please see list)
2. No Valid ID uploaded
3.No picture uploaded
4.The photo on the ID uploaded doesn’t match with the recent photo uploaded
5.The recent photo uploaded is not appropriate
* no shirt
* whole body pic
* with mask
* naka talikod not showing face
* vulgar clothing
6. Identity and Residency not confirmed by the Punong Barangay
7. Name doesn’t match the Valid ID presented
Paano po ba ang proseso ng SBQR?
Open an internet browser on your phone. Do not just click the link nga gi send sa messenger.
1. Fill out the online registration form and submit
2. DO NOT CLOSE the browser, wait for verification code and enter it.
3. Your registration is now received in the system.
❇️ if wala ka enter sa code, na submit na gihapon na ang inyong registration pending verification, mao mag name or email or number exists na when you try to register again.
❇️ If you were not able to enter the verification code, please do not attempt to submit another registration using different email and mobile number, we will still be able to detect duplication. You might get blocked by the system. Send an email to [email protected] with your name, mobile number, address, email add and the verification code. So we can override it on our end.
4. Your registration is now pending approval:
‼️For residents: THE LGU MDRRMO will process the registration, check the information, valid ID and photo submitted. If all are okay, then it will be approved.
‼️ For non-residents: the Provincial SBQR Team will process the registrations
5. ✔️ If approved, you will receive text and email notification
✖️ If denied, you will only receive email notification so make sure you check the spam/junk folder in your email
6. How long is the process of approval?
‼️ Depende po sa dami ng registrations na narereceive ng ating LGU MDRRMO/Provincial Team. But more likely, between 2-3 days.
7. May Deadline po ba ng registration?
WALA PO. Walang deadline ng registration.
8. KUNG LISUD JUD ANG SIGNAL SA INYONG LUGAR, PWEDE PO MAGPA LOCAL REGISTRATION SA LGU MDRRMO, mas mabilis at makukuha agad ang inyong printed na SBQR Code.
9. Bakit may valid ID pa at photo?
‼️ This is to check yung identity ng person registering for the SBQR. To avoid fake indentities from using our service para sa mas accurate na contact tracing.
Yung recent photo nyo po, it will be displayed on our scanner screen when you scan your SBQR. No need na to show your ID kasi makikita na po sa screen if yung gumamit ng QR code is the actual person na naka register. So bawal po ang manghiram ng SBQR.
PLEASE MAKE SURE TO COMPLY WITH THE REQUIREMENTS AND INPUT YOUR INFORMATION ACCURATELY PARA PO MAS MABILIS ANG APPROVAL.

How long do I have to wait to have access in your system? The link you provide to get the QR code states that “System Update in Progress”. I’ve been trying to access it since yesterday. I hope you can update the system as soon as possible, so we can comply the requirements needed before our flight to Biliran.

I am just wondering why this crucial service is assigned to numbers and persons who are UNPROFESSIONAL and do not possess or have the qualifications expected of a public service that is crucial to any interested party.
