SANDUGO HALL OF FAMER-Biliran Gov.Rogelio J.Espina receives the Sandugo Hall of Fame Award for winning the outstnding Local Government Executive Award for four consecutive years from Department of health Undersecretary Ethelyn P.Nieto during the 8th National Sandugo Awards for Local Chief Executives.The awarding was held last July 26,2006 at the Philippine International Convention Center in Pasay City.Assisting Nieto are Dr.Elizabeth Nugul and Dr.Tomas P.Maremba.
