VICTORY OF THE HUMAN SPIRIT. Mayor Susan Velasquez-Parilla (inset) delivers her inaugural address at the Oath Taking Ceremonies held around noon of June 30 at the NIT Gymnasium, which accommodated a crowd estimated at 4,000 and filled its bleachers to the rafters. Mayor Susan outlined her dreams for the town in a speech that echoed the famous "I have a dream ..." speech of the late Dr. Martin Luther King, Jr., during the March on Washington at the height of the civil rights movement in the U.S. in August 1963. She said that her inauguration as the town's first lady mayor was a "victory of the human spirit," the culmination of a series of events that started with the assassination of her husband, the late former Gov.
