Dr. Edita S. Genson, President of Naval State University (NSU) assisted by Cedrick Van Allan Garcia (right), private sector representative of the NSU Board of Trustees confer the honorary degree of Doctor in Humanities (Honoris Causa) to Atty. Jose C. Gonzales, former governor of the Sub-Province of Biliran for his unequivocal commitment manifested by his vital contributions in the enactment of provincehood law of Biliran province and his philantropic activity through donation of prime lots to the Naval Institute of Technology now Naval State University and to some religious groups which are beneficial to the constituents for sustainable development and progress of Biliran province during the 1st Collegiate Commencement Exercises held on March 23, 2010 at the NSU Gymnasium.(PIA-Biliran) Photo by Yhongs
