Ms. Flordeliza Trani, Provincial Social Welfare and Development Officer (PSWDO) of Biliran (right) together with Dr. Cecil Espina, PCWWI President (left) informs over the airlanes, the 2,800 participants to the 18th Biliran Provincial Women’s Congress during the Kapihan sa PIA held on Tuesday (March 20) at Radyo Natin-Naval, of the ground rules during the two-day activity on March 21-22, 2012. The activity is sponsored by the provincial government of Biliran through Governor Gerardo (Gerryboy) J. Espina, Jr. jointly with the Provincial Council for Women’s Welfare, Incorporated (PCWWI) led by its President, Dr. Cecil M. Espina. During the congress, the women-participants will attend to various lectures which include Gender And Development (GAD) framework; Disaster Risk Reduction Management/ Earthquake Drill and Role of Women in Climate Change, among others. The women’s congress highlights Biliran’s celebration of Women’s Month in March this year which is centered on the theme “Women Weathering Climate Change: Governance and Accountability, Everyone’s Responsibility”.
