Dr. Cecil M. Espina, President of the Biliran Provincial Council for Women’s Welfare, Incorporated (PCWWI) and wife of Congressman Rogelio J. Espina of the lone district of Biliran discusses the activities of the two-day 18th Provincial Women’s Congress in Biliran on March 21-22, 2012 during the Kapihan sa PIA live at Radyo Natin-Naval on Tuesday (March 20). Dr. Espina who is a doctor of medicine by profession thanked the husbands of the congress participants for allowing their wives to attend the activity.
