    A Strategic Planning and Transport
    Vision and Directions Statement for Biliran Province The challenge for Biliran Province is to develop and consolidate economic and employment opportunities, educational, cultural and entertainment facilities within Biliran itself.

    Given the size of Biliran, the strategic focus should be to plan and develop Biliran as a multi-centred Province with a high proportion of employment concentrating in strategically located employment zones, including commercial centres, special zones and business parks.

    The focus of Planning for the growth of Biliran over the next 20 years must be the municipality of Naval, the provincial capital, where most growth is going to occur. It is not sufficient to increase the number of jobs. The challenge for Naval is to increase the number of good jobs (ie secure, good incomes, high skilled) and to situate them in employment nodes that can be served by public transport.

    The Planning and Transport Vision
    The Planning and transport vision for Naval is as follows:

    The Municipality of Naval will develop as a confident, vibrant and innovative municipality with nationally and globally competitive industries, outstanding physical and social infrastructure, a highly skilled and adaptable community, and outstanding lifestyle, cultural and environmental attributes. Within this context, the Planning and transport system is to provide good access to jobs and facilities and
    the efficient movement of goods consistent with the vision and direction statement.

    The following principles are based upon Ahwahnee Principles for Smart Economic Development, part of work produced by the Centre for Livable Communities – a national initiative of the Local Government Commission (LGC) of the United States.

    The province of Biliran may have to include or exclude the following 15 principles based on what will be effective and what could be possibly implemented within the resources available to the government:

    1. Integrated Approach: Government, business, education, and the community should work together to create a vibrant local economy, through a long-term investment strategy that:

    * encourages local enterprise
    * serves the needs of local residents, workers, and businesses
    * promotes stable employment and revenues by building on local competitive advantages
    * protects the natural environment
    * increases social equity
    * is capable of succeeding in the global marketplace.

    2. Vision and Inclusion: Communities and regions need a vision and strategy for economic development according to these principles. Visioning, planning and implementation efforts should continually involve all sectors, including the voluntary civic sector and those traditionally left out of the public planning process.

    3. Poverty Reduction: Economic development efforts should be targeted to reducing poverty, by promoting jobs that match the skills of existing residents, improving the skills of low-income individuals, addressing the needs of families moving off welfare, and insuring the availability in all communities of quality affordable child care, transportation, and housing.

    4. Local Focus: Because each community’s most valuable assets are the ones they already have, and existing businesses are already contributing to their home communities, economic development efforts should give first priority to supporting existing enterprises as the best source of business expansion and local job growth. Luring businesses away from neighboring communities is a zero-sum game that doesn’t create new wealth in the regional economy. Community economic development should focus instead on promoting local entrepreneurship to build locally-based industries and businesses that can succeed among national and international competitors.

    5. Industry Clusters: Communities and regions should identify specific gaps and niches their economies can fill, and promote a diversified range of specialized industry clusters drawing on local advantages to serve local and international markets.

    6. Wired Communities: Communities should use and invest in technology that supports the ability of local enterprises to succeed, improves civic life, and provides open access to information and resources.

    7. Long-term Investment: Publicly supported economic development programs, investments, and subsidies should be evaluated on their long-term benefits and impacts on the whole community, not on short-term job or revenue increases. Public investments and subsidies should be equitable and targeted, support environmental and social goals, and prioritize infrastructure and supportive services that promote the vitality of all local enterprises, instead of individual firms.

    8. Human Investment: Because human resources are so valuable in the information-nation age, communities should provide lifelong skills and learning opportunities by investing in excellent schools, post-secondary institutions, and opportunities for continuous education and training available to all.

    9. Environmental Responsibility: Communities should support and pursue economic development that maintains or improves, not harms, the environmental and public health.

    10. Corporate Responsibility: Enterprises should work as civic partners, contributing to the communities and regions where they operate, protecting the natural environment, and providing workers with good pay, benefits, opportunities for upward mobility, and a healthful work environment.

    11. Compact Development: To minimize economic, social, and environmental costs and efficiently use resources and infrastructure, new development should take place in existing urban, suburban, and rural areas before using more agricultural land or open space. Local and regional plans and policies should contain these physical and economic development planning principles to focus development activities in desired existing areas.

    12. Livable Communities: To protect the natural environment and increase quality of life, neighborhoods, communities and regions should have compact, multidimensional land use patterns that ensure a mix of uses, minimize the impact of cars, and promote walking, bicycling, and transit access to employment, education, recreation, entertainment, shopping, and services. Economic development and transportation investments should reinforce these land use patterns, and the ability to move people and goods by non-automobile alternatives wherever possible.

    13. Center Focus: Communities should have an appropriately scaled and economically healthy center focus. At the community level, a wide range of commercial, residential, cultural, civic, and recreational uses should be located in the town center or downtown. At the neighborhood level, neighborhood centers should contain local businesses that serve the daily needs of nearby residents. At the regional level, regional facilities should be located in urban centers that are accessible by transit throughout the metropolitan area.

    14. Distinctive Communities: Having a distinctive identity will help communities create a quality of life that is attractive for business retention and future residents and private investment. Community economic development efforts should help to create and preserve each community’s sense of uniqueness, attractiveness, history, and cultural and social diversity, and include public gathering places and a strong local sense of place.

    15. Regional Collaboration: Since industries, transportation, land uses, natural resources, and other key elements of a healthy economy are regional in scope, communities and the private sector should cooperate to create regional structures that promote a coherent metropolitan whole that respects local character and identity.

    Objective 1 Increase Knowledge Based Jobs:
    Knowledge-based firms, individuals and households will drive employment futures in Naval. They will be engaged in continuous learning, adapting and innovating in a competitive global economy. Traditional employment drivers included population, labour intensive manufacturing and investment in regional infrastructure such as hospitals and schools, but these are unlikely to be main drivers of job growth in the future.

    Successful regions are those that have made a major commitment to creating knowledge based skills and
    developing firms and networks around knowledge based workforce. Knowledge based firms are not only high technology firms but include a whole range of innovative firms involved in agriculture, tourism, manufacturing and advanced business services.

    A major commitment is required to reduce the growing knowledge based gap skills between Biliran, Tacloban City, Ormoc City, Cebu City and global Philippines. This involves increasing investment in education and continuous learning, creating strong business networks and clusters and creating outstanding living environments.

    Objective 2 Connecting Biliran to Global Opportunities

    Successful regions are those that are fully integrated into the global economy. These regions encourage a free flow of people, information and freight. Much of Biliran remains landlocked from the rest of the country. Most international tourists visiting the Philippines hardly filter to Biliran.

    Biliran need to identify a potential tourist attraction whose appeal will generate inbound tourists similar to
    Cebu, Boracay and other Philippine destinations most frequented by regular tourists. Biliran needs to increase the number of international as well as local visitors coming to the province.
    Although the travel time from Tacloban City and Ormoc City to Biliran Province has been reduced, the lack of regular and comfortable transport at a reasonable costs would have discourage potential tourists of going for a side trip to Biliran. Initially, Biliran can be marketed as a side trip destination or a bonus destination for domestic and international group tours. As it gains popularity, campaigns must be introduced to market Biliran as a prime destination.

    Objective 3 Strengthen Regional Transport Links and Services

    The national road from Lemon to Biliran must be fully concreted or suitably paved and equipped with proper and operational traffic safeguards. A freight transport public weighing scale will need to be installed to allow proper charging of toll road fees to assist in road development and maintenance. Likewise, the Biliran circumferential road, the Caibiran-Naval cross country road, municipal main roads and barangay roads need to be upgraded to promote reduction in travel time, reduced operating and maintenance for transport operators, and enhance safe motoring.

    Objective 4 Create Outstanding and Diverse Living Spaces

    Biliran town planners need to create a vision of how Naval will look like in the next 20 years. Zoning will need to be re-assessed to insure that Naval will have enough land to cater for the increase in demand for residential, commercial, institutional, recreational and industrial use. Town planning of the other 7 municipalities will also need to be re-assessed under the same criteria as Naval to prepare for the collateral development that will flow through with the centralisation of activities in Naval.

    One thing missing in each municipality and Barangay is the absence of parks and sporting playgrounds.
    Sports facilities in each Barangay should not be only limited to basketball courts but rather incorporate other indoor and outdoor sports, which well provide for the sports and athletic development of the Biliranons.

    Ovals, which will accommodate sports, like baseball, softball, soccer and track and field. Naval has already an Olympic sized pool, which must be revitalised to provide for recreational and competitive swimming activities.

    An environmental park must be allocated to give the Biliranons a venue to hold their picnics, barbeques,
    And other community initiated gatherings. It will also allow the Biliranons to commune with nature.

    Objective 5 Improve Employment Self-Containment

    The containment of the jobs within Biliran must be promoted with knowledge-based jobs providing the impetus for growth. Containing the employment prospects in Biliran will mean centralisation of employee economic offshoots which will redound to increase tax revenues, increased retail business, increased per capital income, stable prices of prime commodities and lower local inflation.

    Objective 6 Develop Sydney as a Multi-Centred City with Knowledge Based Centres

    Business investment is attracted to dynamic regions. In a serviced-based economy, this entails the expansion of attractive and livable centres. The growth of home based businesses – a major employment opportunity for Biliran can reinforce the key role of centres. Naval needs to be developed as learning and cultural centres. This requires investment in educational facilities in or adjacent to centres and significant upgrading of cultural facilities – art galleries, museums and performing arts centres.
    Significant public and private investments are required to strengthen Naval. For the public
    Sector, this includes increasing the allocation of resource for health, education, government offices and
    community services. To increase private sector investment, strategies need to be developed to strengthen private sector office development, particularly by focusing on opportunities and incentives for business services, finance, insurance, legal, engineering consulting and information technology services, as well as opportunities for “back office” and call centre investments.

    Objective 7 Improve Accessibility, Mobility and Equity

    The completion of the concreting works on the circumferential road and the cross-country road will improve the accessibility, mobility and equity of Naval. As Naval develops into the provincial centre, it is imperative that movement of people and goods is guaranteed to encourage investor to put their expansion projects to Biliran. The inclusion of Biliran on the nautical highway will mean, Naval will become more accessible to the rest of the country. The advances in Information technology will link Biliran to the global market. As such, the cost of information technology must be brought down within reasonable levels that will encourage it maximum utilisation.

    I believe that you are all Biliranons. Otherwise, you won’t express your concern on this blog.

    Now that the blogs have been restored, I would like to invite you to go back and read the blogs (1 to 13), listen to the podcasts and read the The Biliran Clarion
    Issues. Then you can do your further research to establish whether the issues we have brought up on this blog are valid.
    One of the main reasons why Biliran is ranked No. 9 poorest, No. 1 most malnourished and on the top 20 of the hungriest provinces in the entire country is the apathy of the Biliranons on its socio-economic and political state of affairs.
    The Espina Dynasty had the opportunity to rule Biliran for 12 years. They held all top positions from Congressman, Governor, Mayors and councillor and make a mockery of the real Biliranons by using them as dummies.

    I don’t have to enumerate the sudden build up of wealth of the Espina Dynasty. The Espina Dynasty came to Naval with virtually nothing like what they are now. Some of them may professionals in their own field, but for the last 12 years; they were simply public officials whose salaries range from P26000.00pesos to P35000.00 pesos per month. On exchange rate of P48.00=USD1.00 that is a range of USD$541.67 to USD$729.17.

    Refer to my post 1, BLOG 13 and do a simple arithmetic and find out whether you can explain where did the Espina Dynasty got the resources to acquire all those assets. It does not matter if one of the members of the family works as a medical professional in U.S.A. The sums won’t add up.
    What does add up is that the Biliranons are ranked No. 9 poorest, No. 1 most malnourished and in the top 20 hungriest provinces in the entire country. This after P1.77 billion pesos of funding granted to Biliran Province in the last 12 years of the Espina rule.

    It does not take a PHD degree to add 1plus 1=2. In the Espinas’ case it is 1plus 1=1Million.

    The Espina Dynasty is awaiting trial for the case of graft and corruption filed at the Office of the Ombudsman-Visayas in October 2006.

    Inspite of the devious attempt of Gerry Sr to obtain a highly questionable and fake clearance certificates from the Office of the Ombudsman Quezon City in March 2007, the fact remains that the case is active and awaiting resolution. The case will be escalated to plunder, a non-bailable offence.

    The Opposition holds vital damning and irreversible evidences, which will definitely give the Biliranons, the justice they deserve.

    This blog is neither a hobby nor a social blog. We don’t post our concerns here because we have nothing better to do.
    Some of our Freedom Fighters even have to sacrifice their lunch money just to be able to contribute to this cause. Some walk to work to save money for the Internet cafe.

    This is not a game. This is a battlefield where the Biliranon Freedom Fighters are fighting the war against the Espinas. Every day to us is important until we have obtained the justice for Biliran. The Elections are just the start of the crusade to bring the Espina Dynasty to justice.

    We don’t hold personal grudge or hate against the Espinas. We hate the documented unprecedented scale of graft and corruption and wanton abuse of power that has left our fellow Biliranons in the basket of poverty. We cannot simply watch the Biliranons suffer in silence, because the Espina Dynasty has flex its muscle of dominance by using stolen money, guns and goons to perpetuate their dominion in Biliran.

    Do you really want to see Biliran indefinitely run by one family?
    Do you really continue to be apathetic to the sufferings of the Biliranons?

    The Freedom Fighters come from all walks of life. Some of us are Biliranons living in Biliran, OFWs, Biliranons living in various parts of the Philippines and Biliranons now living abroad. We try to contribute what we can to the struggle.

    SPEAKER Jose de Venecia, president of Lakas, announced last week the swearing in of 12 governors as new party members. Among them are Gov. Luis Raymund Villafuerte of Camarines Sur and Rogelio Espina of Biliran. But wait! Isn’t it Villafuerte the son of Rep. Luis Villafuerte, the national president of Kampi? The elder Villafuerte loves to call Kampi the party of the future. But how can he be confident of a stronger Kampi following if even his son would not join his party?

    And isn’t it Governor Espina the son of Mayor Gerardo Espina of Naval (Biliran), a former congressman and the current provincial chairman of NPC? Why are they now in different political parties?
    The Espinas and Villafuertes are not the only families whose members belong to different political parties. Gov. Pedro Romualdo Jr. of Camiguin is the provincial chairman of Lakas but his congressman-son JJ is the provincial chairman of the NPC. Rep. Rodolfo Albano 3rd of the First District of Isabela is with the NPC while his father and predecessor, Energy Regulatory Commission Chairman Rodolfo Albano, is with Lakas. Congressman Rodolfo Plaza of Agusan del Sur is with the opposition while his brother, Gov. Adolph Edward Plaza, is a strong supporter of the administration.

    Why are many families straddling different political parties? Is Philippine politics turning sons against fathers, brothers against brothers? I will not go to the extent of making this conclusion from these seemingly strange developments. A Filipino saying can best describe this situation: “Namamangka sa dalawang ilog.”

    My comments:
    Just in case you missed the political line up, Congressional candidate Gerry Espina Sr and the municipal candidates aligned with the Espina Dynasty are running under the umbrella “KAMPI”. Roger Espina and the provincial line up aligned with the Espina Dynasty are running under LAKAS CMD party.

    Gerry Espina Sr is the Provincial Chairman for NPC another party founded by industrialist Danding Cojuangco.

    Therefore, the Espina Dynasty is straddling not two parties but three parties in his desperation to win these elections. In Tagalog it is now termed as ” Namamangka sa tatlong ilog” an improvement on the above writer’s comments of “namamangka sa dalawang ilog”.

    My goodness! Gerry Sr is straddling 3 political parties. In Visayan they call it “Segurista gayud”. It does not matter if there is no more party loyalty as long as he gets access to three sources of political logistics or money.

    This is all about money, don’t you think? Gerry is hoping that the three parties will dole out millions of pesos to insure that he wins the elections.

    I am not endorsing nor condoning vote buying. However, I suggest to those voters who have been and will be approached by the Espina Dynasty candidates to buy their votes to demand from Gerry Espina Sr and his leaders 3 times the money. If they offer you P500.00 as they have indicated in The Biliran Clarion on the December issue, demand for P1500.00 and nothing less. If Gerry Sr’s leaders will only offer you P500.00. That means, someone will have pocketed the other P1000.00. Obviously Gerry Sr.

    Otherwise, with your dignity intact, VOTE STRAIGHT OPPOSITION. Alternatively, take the money and still VOTE OPPOSITION. Obviously, that is not GerryEspina Sr’s money.

    Buying votes is the only hope for Gerry Espina Sr. That is the reason he is straddling three parties.

    A few reasons why KAMPI and LAKAS CMD should not trust the Espina Dynasty:

    1. Gerry Sr voted NO” to the Charter Change. After all the debate, Gerry suddenly turned around and stated, “He is really an ardent supporter of the Presidential form of government”. What a lot of crap.

    ULAP placed their hopes in Gerry Sr to carry their NO ELECTION AND THE CHANGE TO PARLIAMENTARY FORM OF GOVERNMENT AGENDA TO THE CONSULTATIVE COMMISSION. In return he betrayed ULAP, JDV and PGMA by voting NO, one among the 7 dissenting votes.

    How the hell did Gerry get to carry PGMA’s KAMPI and JDV’s LAKAS, which, inspite of semblance of unity, are actually sniping candidates from each other. In reality KAMPI and LAKAS are opposing parties. They just have agreed to disagree because of the advocacy of Charter Change. Where will Gerry Sr stand then, when he voted NO to Charter Change. In principle, he is not either KAMPI or LAKAS. He belongs to NPC. I hope he had the decency to resign as Provincial Chairman of NPC before he filed his certificate of candidacy under KAMPI.

    Gerry is three faced. I thought he was only two faced. I made the mistake.

    2. Gerry Sr, supported the OPPOSITION during the 2004 elections;

    3. Gerry Sr and the Espina Dynasty are awaiting trial for Graft and corruption, which will be later escalated to plunder at the Office of the Ombudsman-Visayas.

    4. The Espina Dynasty, which is the epitome of graft and corruption, will damage PGMA’s campaign to clean up the government of graft and corruption as demanded by the international community.

    5. Gerry Sr’s and Roger Espinas’ winnability factor has been dramatically reduced by the turn of events in Biliran.

    I am calling your challenge.
    I hope you have been monitoring all the posts on this blog. It is a pity that we have lost portions of the blog where we extensively discussed this issue.
    I have challenged the Espinas to post on this site the details of the clearance certificates. It is only Jack Gadaingan who supposedly has seen the certificates which he used as a source for his media release in the Manila Bulletin.
    The Office of the Ombudsman in Quezon City cannot issue a certificate unless it has been verified by the Ombudsman in Visayas. We have confirmed from the Ombudsman in Visayas that the case is active and awaiting resolution. As such Quezon City should have never issued those certificates.
    Applications for clearances for Region 8 must be lodged at the Office of the Ombudsman Visayas located in Cebu City. The application together with verification documents will be sent to Quezon City for the issuance of certificates. If, for one reason or another, the applicant prefers to file their application in Quezon City, the application will be sent back to Cebu for verification and will be send back again to Quezon City for the issuance of the certificate. The underlying principle here is that, no clearance certificates can be issued unless it has been verified and approved by the office having jurisdiction over the applicant. The process normally takes between one to four weeks.

    If the Espinas have obtained the clearances from Quezon City without the documentary verification from the Ombudsman Visayas, it will only lead to one conclusion. They call it document manipulation. As such, the certificate is fake. It will have the same value as a certificate one can easily buy at Recto in Manila or a computer print out.

    Why won’t you ask the Espinas to provide The Biliran Clarion, copies of the certificates so we can verify its authenticity? If the Office of the Ombudsman in Visayas will verify it and confirm it to be valid then I will rest my case on this particular matter. My lawyers will be too happy to look at it.

    The Office of the Ombudsman in Cebu cannot comment on the said certificates unless presented with certified copies or the original.

    The burden of proof is on the Espinas. They made the claim, then they must prove it. It is not enough that the Espinas came out with a press release through a paid mouthpiece; and use that as proof that they have been cleared of any wrongdoing. We are currently checking out the certificates issued by COA which were also used as basis for the said press release.

    By the way, one of the reasons the case is undergoing verification it that the Espinas refused and continue to refuse to provide the financial documents required by the Office of the Ombudsman in Visayas. The investigation is continuing. The case is pending resolution

    .What physical evidences does the Espinas have that you are referring to? Can you enumerate them on this blog?

    The Opposition has in their possession damning and irreversible evidences that will prove the allegations of unprecedented scale of graft and corruption. I have already started assembling a panel of high profile street lawyers that will assist the Biliran volunteer lawyers in this case. This will be happening after the elections, win or lose.

    I suggest that next time you call a challenge, be sure that you have done your research and also consult your lawyer for guidance.

    I appreciate your comments about the platforms of government. Both the Opposition and the Espina Dynasty must now start to lay down their agenda for Biliran.

    Gerry Espina Sr has reduced the Biliranons to mere beggars. Beggars for food, medicine, clothes..etc. Gerry Sr prefers the Biliranons to run to him for help and create the impression that it is his own money that he is spending to help them. Thus, you him a debt of gratitude for a job that he is paid to do. He will give you breadcrumbs that fall over his extravagant table and ransom your life for a mere pittance.

    If the system is right, no one should ever have to beg for medicine or food. This is the colossal challenge that our candidates are facing and must address. But we have to help them. We have agencies that should take care of the Navalenos. We should never have to lose our dignity hoping that someone will dole out food or medicine at a drop of a hat.

    In as far as the meeting de avance is concerned, it is but strategically right to bring out to the people criticisms about the Espina Dynasty. The Espina Dynasty cannot criticize the Opposition because they have never been in office. The Espina Dynasty has 12 years of explaining to do. Biliran is number 9 among the poorest, No. 1 most malnourished and on the Top 20 hungriest provinces in the entire country. He is the reason your yaya is begging for help.

    The issue on these elections is about performance, transparency and accountability. The Espina Dynasty must answer first the criticism with utmost truthfulness before the Opposition can lay down their agenda. The Espina Dynasty’s refusal to answer the issue of graft and corruption will not give any meaning to their own platform of government. They have to account where P1.77 Billion pesos of funding have gone. They need to explain sources of their unexplained wealth.

    They have to explain to Biliranons and the Navalenos why Biliran is in the poverty basket. They have to explain why that Navaleno you were talking about has to swallow his/her dignity to ask for help.

    I can even attest the authenticity of the certifications because I myself had verified it the OMBUDSMAN CENTRAL office… you are right that before the CENTRAL OFFICE can issue a certification, they are asking OFFICE OF THE OMBUDSMAN concerned to furnish them listing of cases if any…
    if still you insist that there are cases still pending before the OMBUDSMAN VISAYAS maybe secure a certificate from them to put this topic to an end.

    I appreciate the points you raised. I think at this stage it is best to leave it to the Office of the Ombudsman in Visayas to resolve the matter. The Reference case Nos. is RES-V-060763 filed on October 2006. It is under investigation and we will look forward to its early resolution.
    How Gerry Sr got the Clearance certificates inspite of the above pending case is a matter that need to be resolved by the Office of the Ombudsman in Visayas and the Office of the Ombudsman in Quezon City. I have strong feeling heads will roll as a result of this fiasco. I certainly hope the signatory of the alleged clearances, Mrs Lourdes D. Paloma-Salazar, Graft Investigator II of the Quezon City office have done her job to the best of her ability.
    The case has been filed; the evidences have been submitted the next step is insuring that our panel of lawyers presents a strong case. As I mentioned in my post blog, my small part in this endeavour is to assist the Biliranon volunteer Lawyers by providing a panel of high profile Lawyers from Manila to assist them. The case will intensify after the elections, win or lose.
    Ran on Line, the Office of the Ombudsman does not issue certificates to establish if the Espinas have pending cases. They can only confirm the existence of a particular case. Clearances are only issued to qualified applicants for purposes as required by law.
    Please refer to my post 11 for my reply on platforms of government. The platforms of government will be fully discussed in the next 30 days of intensive campaigns. The first salvo will always be an awareness drive to insure the voting public is aware of what happened in the last 12 years of the Espina Rule. Then, the Opposition will present their vision of Biliran.
    Unfortunately, the Espina Dynasty has a lot of explaining to do. You don’t have to be a rocket scientist to workout how the Espinas, who are mainly elected public servants in the last 12 years and receiving salaries in the range of P26000.00 pesos to P35000.00 pesos per month. Or on exchange rate of P48.00=USD$1.00 from USD$541.67 to USD$729.17 per month, can accumulate such incredible balance sheet
    In as far as the concreting of the national road from Biliran to Ormoc or Tacloban, it is difficult to pinpoint who was responsible. The only agency who can confirm with accuracy should be the MPWH. In simple terms, assess the status and budget of the said road before and after the Espina rule.

    Biliranons should not settle for breadcrumbs from the Espina Dynasty. Biliranons must demand the full accounting of the P1.77 billion pesos that have been granted to Biliran in the last 12 years of their rule as compared to the improvements gained.
    The onus is on the Espina to prove accomplishments based on that amount.
    That, Ran on Line is the big picture.

    How the Espinas obtained the clearances is a matter between the Office of the Ombudsman in Quezon City and the Office of the Ombudsman in Visayas. I suspect heads will roll as a result of this fiasco. Let us leave it to the court to resolve the pending case.

    The Espinas are not cleared of graft and corruption as there is a pending case in Visayas.

    I certainly hope that Mrs. Lourdes D. Paloma-Salazar, Graft Investigation Officer II, who authorized the clearances on the Office of the Ombudsman in Quezon City have done her job to the best of her ability. Likewise, COA Auditors: Blas Mathias A. Sypaco, Jeremiahs N. Sano, Sherwin T. Perez, and Samuel L. Del Pilar better start going back to their records to check their reports for accuracy.     The investigation will intensify after the elections. Win or lose the Espina Dynasty will spend the next months depending themselves in court. They can delay the inevitable but they cannot stop the wheels of justice from turning.

Not far away, a big building Sabongan sa Empierno and it was managed by Gerry boy assisted by Raffy with their entertainers no less than Dahon, Scoth, Reason, Darna, Norsab, Gorio, Amboy and all pro espina bloggers. Inside the Hell Garden Resort are Pawiks, Doc Rabbit, a multi pocker Roselyn with shabu dealer Rudy. Ofcourse Rosela curso is their guest with her chidren.
    Everyone is very happy and in evening dress. They run to greet him, shake his hand, and reminisce about the good times they had while getting rich in Biliran at the expense of the people. They play a friendly game of golf and then dine on lobster, caviar and champagne and riding 8 million sport car and in the field there are horses worth 600 thousand. Everybody is enjoing …….
    Also present is the devil, who really is a very friendly guy who has a good time dancing and telling jokes about erap. They are having such a good time that before he realizes it, it is time to go. Everyone gives him a hearty farewell and waves while the elevator rises…
    The elevator goes up, up, up and the door reopens on heaven where St. Peter is waiting for him, “Now it’s time to visit heaven.”
    So, 24 hours pass Kingleonidas joining a group of contented souls and one of them is DP moving from cloud to cloud, from mt. Sayaw to mt. Panamaw, playing the harp and singing. They have a good time and, before he realizes it, the 24 hours have gone by and St. Peter returns.
    “Well, then, you’ve spent a day in hell and another in heaven. Now choose your eternity.”
    KingLeonidas reflects for a minute, then he answers: “Well, I would never have said it before, I mean heaven has been delightful, but I think I would be better off in hell.”
    So St. Peter escorts him to the elevator and he goes down, down, down to hell. Now the doors of the elevator open and he’s in the middle of a barren land covered with waste and garbage. He sees all his friends, dressed in rags, picking up the trash and putting it in black bags as more trash falls from above, people live in poverty and children are malnourish, they were fighting each other……
    The devil comes over to Kingleonidas and puts his arm around his shoulders. “I don’t understand,” stammers KingLeonidas. “Yesterday I was here and there was a golf course and clubhouse, and we ate lobster and caviar, drank champagne, and danced and had a great time. Now there’s just a wasteland full of garbage and my friends look miserable. What happened?”
    The devil with pawiks in his side, smiles at him and says, “Yesterday we were campaigning, then you voted …… Today is the real life in hell.”

    I believe that you are all Biliranons. Otherwise, you won’t express your concern on this blog.

    Now that the blogs have been restored, I would like to invite you to go back and read the blogs (1 to 13), listen to the podcasts and read the The Biliran Clarion
    Issues. Then you can do your further research to establish whether the issues we have brought up on this blog are valid.
    One of the main reasons why Biliran is ranked No. 9 poorest, No. 1 most malnourished and on the top 20 of the hungriest provinces in the entire country is the apathy of the Biliranons on its socio-economic and political state of affairs.
    The Espina Dynasty had the opportunity to rule Biliran for 12 years. They held all top positions from Congressman, Governor, Mayors and councillor and make a mockery of the real Biliranons by using them as dummies.
    I don’t have to enumerate the sudden build up of wealth of the Espina Dynasty. The Espina Dynasty came to Naval with virtually nothing like what they are now. Some of them may professionals in their own field, but for the last 12 years; they were simply public officials whose salaries range from P26000.00pesos to P35000.00 pesos per month. On exchange rate of P48.00=USD1.00 that is a range of USD$541.67 to USD$729.17.
    Refer to my post 1, BLOG 13 and do a simple arithmetic and find out whether you can explain where did the Espina Dynasty got the resources to acquire all those assets. It does not matter if one of the members of the family works as a medical professional in U.S.A. The sums won’t add up.
    What does add up is that the Biliranons are ranked No. 9 poorest, No. 1 most malnourished and in the top 20 hungriest provinces in the entire country. This after P1.77 billion pesos of funding granted to Biliran Province in the last 12 years of the Espina rule.

    It does not take a PHD degree to add 1plus 1=2. In the Espinas’ case it is 1plus 1=1Million.

    The Espina Dynasty is awaiting trial for the case of graft and corruption filed at the Office of the Ombudsman-Visayas in October 2006.

    Inspite of the devious attempt of Gerry Sr to obtain a highly questionable and fake clearance certificates from the Office of the Ombudsman Quezon City in March 2007, the fact remains that the case is active and awaiting resolution. The case will be escalated to plunder, a non-bailable offence.

    The Opposition holds vital damning and irreversible evidences, which will definitely give the Biliranons, the justice they deserve.

    This blog is neither a hobby nor a social blog. We don’t post our concerns here because we have nothing better to do.
    Some of our Freedom Fighters even have to sacrifice their lunch money just to be able to contribute to this cause. Some walk to work to save money for the Internet cafe.

    This is not a game. This is a battlefield where the Biliranon Freedom Fighters are fighting the war against the Espinas. Every day to us is important until we have obtained the justice for Biliran. The Elections are just the start of the crusade to bring the Espina Dynasty to justice.
    We don’t hold personal grudge or hate against the Espinas. We hate the documented unprecedented scale of graft and corruption and wanton abuse of power that has left our fellow Biliranons in the basket of poverty. We cannot simply watch the Biliranons suffer in silence, because the Espina Dynasty has flex its muscle of dominance by using stolen money, guns and goons to perpetuate their dominion in Biliran.
    Do you really want to see Biliran indefinitely run by one family?
    Do you really continue to be apathetic to the sufferings of the Biliranons?
    The Freedom Fighters come from all walks of life. Some of us are Biliranons living in Biliran, OFWs, Biliranons living in various parts of the Philippines and Biliranons now living abroad. We try to contribute what we can to the struggle.

    SPEAKER Jose de Venecia, president of Lakas, announced last week the swearing in of 12 governors as new party members. Among them are Gov. Luis Raymund Villafuerte of Camarines Sur and Rogelio Espina of Biliran. But wait! Isn’t it Villafuerte the son of Rep. Luis Villafuerte, the national president of Kampi? The elder Villafuerte loves to call Kampi the party of the future. But how can he be confident of a stronger Kampi following if even his son would not join his party?

    And isn’t it Governor Espina the son of Mayor Gerardo Espina of Naval (Biliran), a former congressman and the current provincial chairman of NPC? Why are they now in different political parties?
    The Espinas and Villafuertes are not the only families whose members belong to different political parties. Gov. Pedro Romualdo Jr. of Camiguin is the provincial chairman of Lakas but his congressman-son JJ is the provincial chairman of the NPC. Rep. Rodolfo Albano 3rd of the First District of Isabela is with the NPC while his father and predecessor, Energy Regulatory Commission Chairman Rodolfo Albano, is with Lakas. Congressman Rodolfo Plaza of Agusan del Sur is with the opposition while his brother, Gov. Adolph Edward Plaza, is a strong supporter of the administration.

    Why are many families straddling different political parties? Is Philippine politics turning sons against fathers, brothers against brothers? I will not go to the extent of making this conclusion from these seemingly strange developments. A Filipino saying can best describe this situation: “Namamangka sa dalawang ilog.”

    My comments:
    Just in case you missed the political line up, Congressional candidate Gerry Espina Sr and the municipal candidates aligned with the Espina Dynasty are running under the umbrella “KAMPI”. Roger Espina and the provincial line up aligned with the Espina Dynasty are running under LAKAS CMD party.

    Gerry Espina Sr is the Provincial Chairman for NPC another party founded by industrialist Danding Cojuangco.

    Therefore, the Espina Dynasty is straddling not two parties but three parties in his desperation to win these elections. In Tagalog it is now termed as ” Namamangka sa tatlong ilog” an improvement on the above writer’s comments of “namamangka sa dalawang ilog”.

    My goodness! Gerry Sr is straddling 3 political parties. In Visayan they call it “Segurista gayud”. It does not matter if there is no more party loyalty as long as he gets access to three sources of political logistics or money.

    This is all about money, don’t you think? Gerry is hoping that the three parties will dole out millions of pesos to insure that he wins the elections.

    I am not endorsing nor condoning vote buying. However, I suggest to those voters who have been and will be approached by the Espina Dynasty candidates to buy their votes to demand from Gerry Espina Sr and his leaders 3 times the money. If they offer you P500.00 as they have indicated in The Biliran Clarion on the December issue, demand for P1500.00 and nothing less. If Gerry Sr’s leaders will only offer you P500.00. That means, someone will have pocketed the other P1000.00. Obviously Gerry Sr.

    Otherwise, with your dignity intact, VOTE STRAIGHT OPPOSITION. Alternatively, take the money and still VOTE OPPOSITION. Obviously, that is not GerryEspina Sr’s money.

    Buying votes is the only hope for Gerry Espina Sr. That is the reason he is straddling three parties.

    A few reasons why KAMPI and LAKAS CMD should not trust the Espina Dynasty:

    1. Gerry Sr voted NO” to the Charter Change. After all the debate, Gerry suddenly turned around and stated, “He is really an ardent supporter of the Presidential form of government”. What a lot of crap.

    ULAP placed their hopes in Gerry Sr to carry their NO ELECTION AND THE CHANGE TO PARLIAMENTARY FORM OF GOVERNMENT AGENDA TO THE CONSULTATIVE COMMISSION. In return he betrayed ULAP, JDV and PG

  2. A few reasons why KAMPI and LAKAS CMD should not trust the Espina Dynasty:
    1. Gerry Sr voted NO” to the Charter Change. After all the debate, Gerry suddenly turned around and stated, “He is really an ardent supporter of the Presidential form of government”. What a lot of crap.

    ULAP placed their hopes in Gerry Sr to carry their NO ELECTION AND THE CHANGE TO PARLIAMENTARY FORM OF GOVERNMENT AGENDA TO THE CONSULTATIVE COMMISSION. In return he betrayed ULAP, JDV and PGMA by voting NO, one among the 7 dissenting votes.

    How the hell did Gerry get to carry PGMA’s KAMPI and JDV’s LAKAS, which, inspite of semblance of unity, are actually sniping candidates from each other. In reality KAMPI and LAKAS are opposing parties. They just have agreed to disagree because of the advocacy of Charter Change. Where will Gerry Sr stand then, when he voted NO to Charter Change. In principle, he is not either KAMPI or LAKAS. He belongs to NPC. I hope he had the decency to resign as Provincial Chairman of NPC before he filed his certificate of candidacy under KAMPI.

    Gerry is three faced. I thought he was only two faced. I made the mistake.

    2. Gerry Sr, supported the OPPOSITION during the 2004 elections;

    3. Gerry Sr and the Espina Dynasty are awaiting trial for Graft and corruption, which will be later escalated to plunder at the Office of the Ombudsman-Visayas.

    4. The Espina Dynasty, which is the epitome of graft and corruption, will damage PGMA’s campaign to clean up the government of graft and corruption as demanded by the international community.

    5. Gerry Srs and Roger Espinas winnability factor has been dramatically reduced by the turn of events in Biliran.
