CEBU City Mayor Tomas Osmeña does not mind that Gov. Gwen Garcia’s candidate for the post of regional director of the Land Transportation Franchising and Regulatory Board (LTFRB), and not his, was appointed to the post.
He said, though, he will monitor activities at the LTFRB to make sure nothing that can harm Cebu City.
The mayor had endorsed Ahmed Cuizon, public affairs division manager of the Mactan-Cebu International Airport Authority for the post.
But lawyer Romulo Bernaldez, former assisting regional director of the Land Transportation Office (LTO) 8, was picked. Bernaldez was reportedly recommended by Gov. Gwendolyn Garcia.
Bernaldez, a former provincial board member in Biliran Province, denied yesterday the role of Garcia in his appointment.
He only credited his appointment to his “ninong”, Presidential Management Staff (PMS) Chief Cerge M. Remonde.
But there might still be the issue on eligibility. Although he is a lawyer, Bernaldez allegedly has no career executive service (CES) eligibility required for the post, while Cuizon is CES eligible.
No harm
“I don’t know what happened. But it’s not a major issue to me because it has not caused us harm. But if it causes us harm, then that’s another matter. So we will just monitor them, we’ll wait and see… This is not a matter of pride but what is good for the people,” Osmeña told a news conference yesterday.
He said he will watch the issuance of franchises for jeepneys and taxis closely, among other things.
Malacañang had also upheld Garcia’s endorsement of Police Regional Office 7 Chief Ronald Roderos.
The police official the mayor endorsed did not get the post.
Osmeña also said LTFRB should allow the City Traffic Operations Management (Citom) to continue to operate in the city and implement traffic rules.
“To tell you frankly, it is not our job to have Citom. We are funding Citom heavily because of the failure of the National Government to take care of traffic.
If LTFRB makes it hard for Citom to operate, then I’ll just cancel Citom and let LTFRB take care of everything,” he said.
The mayor pointed out that in Manila it’s the Metropolitan Manila Development Authority that manages traffic, not the local government. (LCR)

It is quite easy to assasinate someone’s character, malign his person and undermine his capabilities.Why don’t you people take a look on yourselves instead and make sure as well that you are beyond reproach.Mr. Bernardes got the job because he is competent and qualified for the position. And does one really need to be a lawyer to become an LTFRB Director? The last time I know, a lot of lawyers has caused so the mess this country is in. We don’t need lawyers or people with Phd’s, what we need is a leader who can truly inspire and transform. Mulong has that and so much more…
