CAIBIRAN, Biliran – The Sandiganbayan First Division issued an arrest warrant for Caibiran Former Mayor Melchor “Don” Maderazo who was convicted by final judgement of the crime of Violation of Sec. 3 (e), or R.A. 3019.

A police team led by Caibiran Chief of Police PSINSP Roger T. Octaviano tried to arrest Ex-Mayor Melchor “Don” Maderazo in his residence at Brgy Palengke, Caibiran, Biliran this morning and afternoon but failed to locate the former mayor.
According to his family they are unaware of the location of the previous Mayor however they assured the authorities that the latter is not evading arrest and will surrender to the police.


Tapping saddles
The case arose from the allegedly anomalous purchase of tapping saddles when he was acting mayor of Caibiran due to the suspension of then Mayor Rodito Ramirez in January 1998.
On 8 February 1998, Ramirez resumed his position as mayor and found that there were no tapping saddles delivered despite the payment made.
In a decision dated 30 May 2013, the Sandiganbayan convicted Maderazo and Dionesio R. Veruen, Jr. a former accountant of Caibiran, Biliran for violation of Section 3(e) of RA 3019, and found that all the elements of this section were present in the case.
The Sandiganbayan held that both Maderazo and Veruen, who were then public officers, acted in evident bad faith for disbursing the amount of PI60,000, without the delivery of the tapping saddles.

Maderazo ran for vice-governor of Biliran in 2007 but lost. He was arrested on July 30, 2008 for his alleged involvement in the killing of Vice Mayor Apoy Almen in 2001. He was also slapped with five counts of violating Republic Act No. 3019 (Anti-Graft and Corrupt Practices Act) but was acquitted in three of the five charges. He ran for councilor and won.
Last month, the brother of Councilor Melchor Maderazo, Mayor Eulalio “Laloy” Maderazo of Caibiran, Biliran was suspended for 9 months by the Ombudsman for purchasing P284,000 worth of medicines without public bidding. He was succeeded by Vice Mayor Etet Go.
