NAVAL, Biliran, (BDEO) – Immediate repair for the Biliran Bridge will soon commence with the recent release of the Php30-M funding, says OIC-District Engineer Irwin L. Antonio of Department of Public Works and Highways (DPWH) – Biliran District Engineering Office.
OIC-DE Antonio disclosed that procurement process is now ongoing via negotiated procurement to speed up its bidding process.
The Php30-M allocation for the bridge repair involves the replacement of corroded bolts and steel plates and replacement of damaged expansion joints using the finger type expansion joint and other damaged major bridge components.
According to OIC-DE Antonio, emergency repair was recommended after defects have been noted on the bridge’s components during the technical inspection conducted on December 24, 2024, a day after the video of the “swaying” Biliran Bridge went viral. In a previous report, OIC-DE Antonio disclosed that the defects have been associated by the reduced stiffness of the bridge due to its age and corroded members of the steel bridge caused by sea breeze.

The 49-year-old Biliran Bridge is the sole link between Biliran Province and Leyte. Hence, DPWH Biliran DEO, in coordination with Biliran Representative Congressman Gerardo J. Espina Jr. together with the Provincial and Local Government Units exerted all efforts to restore/repair the bridge.
OIC-DE Antonio also expressed his gratitude to DPWH Secretary Manuel M. Bonoan for prioritizing the immediate release of funds to address the bridge repair, which is vital for ensuring the safety and convenience of the community. He also recognized the consistent follow-ups and support of Cong. Espina Jr., alongside other stakeholders, in facilitating this process.
“We are thankful to DPWH Secretary Manuel M. Bonoan for his unwavering commitment in securing the necessary funds for this project and ensuring that the procurement process is on track,” OIC-DE Antonio said.
Meanwhile, OIC-DE Antonio clarified that no closure will be imposed at the Biliran Bridge even when the repair starts. The bridge will remain open and passable to vehicles weighing 5 tons and below only.
Currently, DPWH BDEO also strictly weighs vehicles prior to entry to enforce the 5-Ton limit of the bridge, allowing one vehicle to cross at a time. Heavy equipment/vehicles weighing more than 5 tons are transported through barge.
The bridge repair highlights DPWH’s continuing effort to provide sustainable and reliable infrastructure for the benefit of the people of Biliran.
