Naval, Biliran – Biliran Rep. Rogelio J.Espina has expressed his appreciation for what he said was President Benigno S. Aquino III and Department of Public Works and Highways (DPWH) Secretary Rogelio J. Singson’s allocation of R100-million to fund the construction of the circumferential road project in Higatangan Island in Naval, Biliran.

The amount is included in next year’s budget for the proposed General Appropriations Act which has been submitted to Congress.

“We the people and officials of Biliran are thankful to President Aquino and Secretary Singson for the R100-million proposed funding of the circumferential road project in the island of Higatangan,” said Espina.
He said the R100-million proposed fund for Higatangan island is part of the President’s Tourism Development Plan.

The fine white sands in Higatangan island has been declared a Tourism Development Area through Republic Act Number 10409 earlier filed by Espina.

The island, he said, “is one of Biliran’s jewels which we hope would spur tourism and overall economic growth in our region,” he said.

Higatangan is only a few minutes by small boat ride from Biliran’s capital town, Naval.

  2. Congrats Dr Cong Roger Espina.. This is a leap towards progress in Biliran Province, if this project will pushthrough a lot of investors will surely invest thier money in this island.
